founded inferences from some remarks
we recently made upon the manufacture
of paper, inquires!
Should not these undoubted facts lead
to (he condemnation of Protection and
Custom HouFes by every true American,
and by every friend of humaultyt!"
It in easy to put conjectures in the
place of "undoubted facts," and on them
to base an appeal to "humanity." This
has often been doneby. the advocates of
! Free Trade; but humanity, espedially
the more enligbterted sections thereof,
Ifave been careful not to make the favor
able responses that were implored. Even
in those countries where Free Trade has
been 'vaunted loudest, as in England, the
custom houses stand in all their pristine
stability, and are not likely to be under
mined.ot• subverted fora good many ages
to come:. .
Yet,-llneland enjoys pre-eminence
over all other nations in three particu
lars essential to cheap production, ena
bling her to compete successfully against
all rivals in those articles to which her
resources of toil, minerals and climate
are adapted. She has cheap capital, re
dundant• labor, and an unmatched
and marvellous development of ma
chMery. If, byyre-concert, she should
abolish her custom houses, and we ours,
there are few or none of the higher . in.
dustries in which. we could maintain a
competition with her. shbuld be
thrown back inevitably from ate higher
and - more remunerative - employments
Upon the coarser and least paying—from
those which require most brain power
and skillful manipulation upon those
which demand pre exclusively muscu
•lar enerey and steady -plodding. In
other words, our civilization would be
measurably quenched, and we should
be crowded several degrees towards bar-
barism.
It 'may serge to round a period to
admonish the menengaged here in Pitts..
burgh and elsewhere, in the manufacture
of iron, steel, copper, glass, machinery,
and the like, to engage - in "more pro—
fitable industries, which need no Pro
tection.,- but when the persons thus
admonished demand what those indus
tries are, then comes the rub. There
are carpenters and masons enough al
ready. There will be need of many less
of those craftmen as soon as the factories
shall tie permanently closed. There are
already shoemakers, tailors and hatters
enough to supply the whole population.
So is it in all the more common mechan
ical departments. The "more profitable
industry" means agriculture, if it means
anything. This is not only the
live employment, but it is the one nova
whicti,all men fallback as a last resource
when everything else fails.

would yield a reasonable.rate of profit,
if the manufacturing establishmenta you
seek to weak up should actually be com
pelled todisband? Where would the
farmers' find a paying market? Puts
" burghalone furnishes the farmers of the
Great West a larger and better market
than all Europe. Five years ago the
hulk of the farmers beyond Ohio were
in debt and did not know which way to
turn. Now they are forehanded, if not
opulent. You ask them to discard the
policy by means of which they have been
enriched; to dash the cup of their brim
ming prosperity; to dry up their market
on all sides, and at the same time to ln.
duce, and compel, ruinous competition.
What we like, however, is for the tip•
portents of Protection to strike out bold
for Free Trade. If that Policy should
lie tried for a single year, it would never
hat tried again, and its advocates would
be so abashed and cor founded; they
wouldcease dealing in policies ever after.
PROVISIONAL GOVERNORS
It will be remembered that Mr. Coax .
DI.EII, of Michigan, some days ago, in.
troducedlnto the Senutd a resolution in
structing the Judiciary Committee to - ex
amine and - report whether there was
, any authority of law for the - appointment
by the President'of Pre/visional Govern
ors, and that afterwards, when that res
olution was under consideration, he cre
ated a marked sensation by declaring
that if no authority be found in the stat
'uteS the President ought to be impeach
ed formaking such appointments.
We apprehend the'only Governdrs the
laws clothe the President with power to
:appoint arc those of Territories, duly or
ganized by Congress; and that such ap
pointments, to be valid, must be Confirm
ed by the Senate. If this lie en, the
President had no more right to create u
Provisional Governdr for Louisiana or
South Carolina than for Pennsylvania
or New York. No act pet - fortnod by an
individual serving under such a commis
sion has the slightest validity. The
whole thing was a flagrant usurpation,
in Meet lion and accomplishment.
When a State, • or any —number of
States, revolted against the nationalgov- . 1
ernment they came necessarily under-'.
the rules and Articles of war. Upon being
overrun and subdued, they were subject
to the pleasure of the conqueror. The
President, as Commanderdn.Chiet of
the forces, had clearly a right to appoint
Military Governors, whose duty it
. should be to remedy any defects in the
local administration, until Congress de
termined what should be done. • This
would have been consistent and recular
This is what the President did not do.
Ilia Provisional Governors, were not
Military Governors. They were merely
civil officers; as absolutely so as the
Governors of any of the States or Ter
ritories.
It is, therefore, not surprising that the
friends of the President are sensitive
when his conduct in, this: matter is
brought , under review. What he did
was of a very grave character, and he
has no shadow of right to plead in justi ,
Leation.
