We do not disguise that in the course of Ins administration he made m stakes, and 'some of considerable magnitude. We are not endeavoring to meisure him by our in dividtial standard, but to concede to him what the general Judgment freely allows. On this' bads, whatever abatements may be made tor shortcomings, enough re mains to satisfy a large ambitiOn. His government of the State has been a marked success, and he to-day descends to the ranks of private life with a record of which loiand hie children_may 'well be proud. 2. The inattgamtion of Gov. Givaue. It is, perhaps, the misfortune of this gentle man that he has to demonstrate his abili ties as a Statesman in immediate contrast with tt predecessor whose official career has, Onthe whole, given the largest satis faction, and in time of peace, when the circumstances neither necessitate norallow those great expedients which in periods of national extremity strike the popular sense with admiration and surprise. Upon Governor 'GRAM'S election he lad three courses open before him. (a) Us could have tiled the confiden tial places near his pinion with Independ ent men, of experience, ability and pro. bity, aid in such away as - to show they owed the selection to their qualifications and his preference, and not to the dicta tion of faction. This would have put him in a position to meet, with fairness and impartiality, all factions and individnals that contributed to his ,election. So far as this policy had a definite tendency it would be to break the force of faction, to draw the Republican party thgether as a homo• geneops mass, and to make his adminis tration the point of a new departure, whence - frail successes could be easily achieved, and future power attained and beneficently wielded.. This - --would have made him not the instrument nor a chief of faction, but the recognized and honored head Of the Republican party. (b) . He could have selected which of the two factions, 'by instinct, by intermit, or by obligation, he could most heartily co operate with; and have called about him eiclusively men ' prominently identified therewith, and who could rally their co faethinista unitedly to his support. This would iniolve the risk of alienating the Members of the atlierse funtion and all in . depandent men; to induce apathy next ' year, during the canvass and at the elec tion; to measurably organize future defeat azi4det much to secure it.
