TEE' MEXICAN EMBROILMENT.
Whenec'er a rico* become so, deficient
in wisdom or eneru, , or both, as t° allow
their political institutions to fall with an!
arehy, they ja,tto dangerous conspiracies
from• within and the most formidable as
saults from wit :out. - . liar internal and ex
_
ternal ener:des are not likely to own in
plain Aims that their real object la to
sixatte the, weak and distracted, and to
thetaselves. They are tench
tore likely to make load and elaborate
prate sloes of hating wrongs to be redress-
ed or,of being actuated by considerations
of eniarged benevolence. When the Uni
ted States coveted a larger slice of Mexican
territory than the annexation of Teams
warranted a fraudulent pretense Of bounda
ry , wasi, raised. By the stroke of a pen,
against rightadd decency, the line of the
Rio Grande was claimed, and the the na
tional troops ordeied to defend, was once
entered upon,
.all the rest was easy. So
. whets France, moved by a desire to injure
the United States, resolved to establish an
imperial government in Mexico, a claim
for indemnity was.brought'forward. To
enforce the territory' of , the
republic was seized, and terms die
tsAed at the cannon's month. This
acheme did not operate as well as its pro
totype. Oar rebellion, which was an im
portant factor in the calculation, did not
'end as was contemplated. The Mexicans
- were found to be more hopelessly debauch
ed and degraded than was believed. Loss
followed loss; and disaster upon disaster,
untilian :entire clmnge of purposes and
. plane became necessary. This constrained
new professions and commitments, Mean-
While the goiernment at Washington be

partment can predict to what depths it may.
be Carl:led. At times cringing and abject;
at others impudent and aggressive, the con
tradictions expressed are well illustrated
- by the Sourish with which Lieutenant Gen
eral tliaxames and Ambassador CAMPBELL
set'ont on' their mission, and the ignominy
of their return.
How many stipplemental -acts of unite
. racily are tots added to this performance,
which Is now.tragedy, and anon comedy,
does not distinctly appear; but the fertility
of shamefin invention which has marked
• the principal actors so far, gives no sign
of exhaustion. They appear fully capable
of continuing their effects so long l as
breath Shall-remain in their bodies. How
many 'sinister schemes of . pecuniary Spec
ulation and personal aggrandizement are
concealed trader these various and con
flicting profes.sions, people will conjecture,
though they may not be able definitely, to
determine. Mr. SEWARD'S friends com
plain that so far as, interested and selfish
motives have been attributed - to him, be
has been subjected to great injustice, but
they forget or put aside the fact that his
course throughout has been such as to in.
spire' distrust. He has neither been con-
Blatant, nor open, nor a:interested. -This
may be in part owing to that innate weak.
rams which leads him endeavor to accom
411sie ,by Indirection what could better
and more certainly be done in a frank and
manly way; in part to contempt ot tie pop
air instincts, which constantly 'prompts
• - him to assign reasons which have no force
or yiertinacy. but only a certain extrinsic
speciousness, and impart to that egotism
which renders him apt to claims prophetic
gift In 'the face of repeated and dismal dis
conifltbires; and the hicrednlity of tho civ
ilized world.
The people of this country want' to
know what the Mexican embroilment
really means; so.far as they are 'revolved
In it or are likely to become involved.
They have' idea of being forced Into
vast expendlures—perhaPs, in wail itself
—to promote the financial speculations of
men in high places. It would be cheaper,
and quite as honorable, for men, holding
eminent plaees in the government, to de:
glare how many millions will content
them, and, taking the same out of the
Treasury in the face of the sun, pet it into
their pockets and make off.
If the Mexicans cannot so manage their
own affairs as to get on respectably, that
would seem to be a strong reason why we
should let them alone. When a people
have became so debased that they cannot
maintain atecent government, all virtue
has so well nigh gone out of them as to
make their case -hopeless. Besides, we
' • leave several unpleasant affairs of our own
to adjust,, which seem to require all the
Beim and strength we have to devote to
that class ciente - prises. When we have
-
rebuilt our own walls, and ma de good our
defencesi against new calamities, it will be
time enough, if ever, to go forth in Stuixo
. tic ; pursuit of endless and tedious per
plexities broad. .
