Mr. SUMNER declares he will vote for no bill that makes a distinction between whites and blacks as to political. rights. Mr. Fessannes is opposed to making small States. Other republican Senators have their peculiar objections. If the Southern States shall continue to refuse approval of the ConstitutiOnal Amendment, and if no more Territoriqs hall be elected into States, three.quarters of all the States cannot be secured for 60 Amendment. Ratification by all the loyal States cant be obtained, but as the Supreme Court is ruling on cognate questions, it is probable a ratification by three-quarters of the Ststes actually participating in the government would not_be held valid. It seems plain, therefore, that the Southern States must remain in their present anomalous condition, or he reduced to the status of Territories. If cut down. to Territories it is possible a conflict o opinion might arise between the Judiciary and Congress. The Courb• might hold such cutting down to be illegal., while Congress would maintain Its position be• ing a law unto itself. • CIIARTAEW3 RAILWAY COMP %NY,. Some weeks, ago the franchises and pro perty belonging to. the Chartiers Valley Railroad Company was sold at mortgage sale under decree of the Supreme Court of Pennsylvania. On Wednesday last the persons in whine behalf the franchises and property were purchasid,met ,at Philadel phia, and made a new organization, under the style of the Chartiers Railway Com pany. We learn that measures will soon be taken to ascertain in what Condition the property is ; that to this end an engineer will go over the line of the road; note what work has been done, in what condition it remains', and determine what must yet be done, and estimate the cost thereof. We are not able to predict a'speedy resumption' and completion of the enterprise. Much will depend on the general financial condi tion of thesountry, and not a little on the spirit with which the people living along the codtemplated route shall meet the new effort.
