CAUSES OF INSANITY.
In examining in a more detailed meaner
the 'various causes of insanity, we will
neike use of the Report for 1863, of the
Pennsylvania Hospital for - the Insane, by
Dr. Sirkbride, which gives the result of
the experience of twenty-five years, and
emisidies a much larger collection of cases
than tiny other institution in this State, and
is, therefore, better adapted to our pur-

We find the difference in a'greater
degree "in the cases produced by grief, loss
of friends, fix., in men 64, in women 176,
and the reason generally given for this is
the constant engagement of men in duties
which so occupy their minds that they have
not the opportunity to dwell on their grief
and loss. This may be true to some ex
tent, but we Incline :to believe that the
greater tenderness of affection, the.more
ardent logo, and the greater depth of feel
ing and sentiment in woman, joined with
the lost of rest and the wear - and tear Of
nursing the sick, has more to do with it
than is usually considered.
it would occupy more time and , space
than we have, to go into a careful enumer
ation and comparison of -tbe various moral
causes which have been asilgued so this ta-1
ble to the production' of insanity. The
terms, "disappointed affections, domestic
difficulties, fright, disappointed expecta
tions," gives us very faint ideas of the dis
tress of mind, the heartrendings, the ago
nizing struggles and trials, with the fears,
the useless.longings and deep yearnings of
spirit, which, week after week, and month
after, month, have weighed:down the spirit,
have ruined the health, and gradually led .
to moping melancholy, or that hatred of
life, which destroys • the instinct of self
preservation, and leads man rashly to at
tempt his own life. :We need to learn the
lesson to deal more tenderly,with the in
firmities and failings of others, to strive to
mitigate, in a greater degree, the sufferings
and afflictions of 'our fellows, And to exer
cise that charity which siffereth long and
is kind, and which never faileth.

tedifrom the movement, which have not
been realized. This failure of.effect does
not derogate from the power Mr. FORNEY
ordlnsrlly exerts by reason alike ot his un
common abilities and his magnetic temper
ament; much lesi from the high position
occupied by Mr. Serino's. The age and
infirmities of the latter gentleman afford the
only reasons why there is no popular en
thusiasm in his behalf. The contest to all
appearance, remains as it was, between
Gen. CAMERON and GOY. CURTER% • Both
have numerous sections of influential men
enlisted warmly in their behalf,-and their
respective.suppoiters are equally sanguine.
From this it is inferable that the (division
is close, and that there is room for no third
man. One or other of these two .be
the Senator. It mty be farther remarked
that the rivalry in this matter haS in the
main been generous. No such amount of
bitterness has been developed as the Demo
crats and Conservatives hoped 'for,- and
which ever way fate may ineli4, there
. will be no schism in the Reitubliean
ranks.

The promulgation of General Sickles'
order prohibiting the infliction of corpo
ral punishmerit for crime, has been an
awful bomb shell in North Carolina. The
lawyers, legislators and newspapers are all
having their ding at the General, who, not
being in these parts, probably doesn't mind
it. By the way, the schoolmasters being
decidedly abroad, it is Interesting to ob
serve that with one voice they'eall it "cor
poreal" punishment, perhaps shnwing in
tentional disrespect to the :dictionaries,
Which are all Yankee institutions:
No wonder they are indignant. There
Is a general impression that whipping, as
practiced here, for the , punishment of
crime, is,part of the slave code. No such
thing. The slave code is a baby to it- It Is
one of mother country Institutions, perpet.
sated here, that sarry one back to the days
of the plautationists. Ex-Governor Vance,
who has a deserved popularity as a stump
speaker, delivered a lecture at Raleigh the
other night descantinepu the glories of the
Old. North State, in which he claimed for
her the distinction of having a society
more like that of England in the time of
Queen-Anne than was, for a wonder, to be
found In England itselL And the peculiar
institutions, so strange to. Northern men,
are all inherited from that glorious era.
Among these the Governor mentioned
whipping, and branding; and cropping,
and hanging, for such crimes as horse
stealing and burglary, things England her
self has gradually goi rid et, but which her
filial off-sping still clings to.
You see its no wonder the depths of
North Carolina's heart are stirred. One
of her most precious relies of the past to
be ruthlessly destroyed at a blow! What?
uproot the ancient land marks? Why, it's
sicrilege, iconoclasm. 'Where would be
North Carolina without her whipping-post?
Echo and the universal voice of intelligent
"tar-heels'." answer unmistakably "Wharf"
.There Is, however, soma reason in their
feeling at the promulgation of this order.
Not only that it strikes at the complacent.
view that they are accustomed to take of
the quasi reconstruction the President has
accorded them, to have the action of their
laws suspended by the order of a military
commander, but unfortunately a worse
thing than this. The Legislature of the
State provides no other means for the pun
ishment of crime. She has no penitentia
ries nor workhouses—only little insecure
county Jails: Such a predicament is not
remedied in a moment,-and -there is no
doubt good reason to question the wisdom
of Gleneral Sickles' order at this time. In'
such a state of things as exists here, to-day,
we need not less preventives of crime, but
more; sad'all that legislation can furnish
will be long inadequate.
Most people at the North have imagined
that whipping as a punishment for crime
had long ago ceased In this entire country.
Such-may be curious to "know how the
thing is done:
. Every county seat has its whipping post.
At Raleigh It stands by the side 'of the
Court-house, _exposed to the street. At
New Berne it is enclosed by a fence over
which a tall man can look. On a raised
Platform, a foot or soe high, stands two
atom posts, say five or six feet apart. Two
ixards extend from one to the other, about
four feel from the base, one of which is
fixed; the other which is above It arranged
with a hinge so as to be elevated at one
end. Whenlowered to its plade its lower
edge rests on the upper edge of the other
board.. Conceive a sort of exaggerated R.
having the crossbar wider than the up

The culprit haviug taken off hia_shirt, th e
upper board is lifted. He fits his neck and
wrists to the respective orifices, and down
comes the relentless board and is wedged
fast, holding him securely. The sheriff or
his deputy stands by with a light, ctunmon
slit-hide, such, 'as everybody is familiar
with, Ho does'nt strike---hard., Many a
man gives his child harder blows, but down
the, awakes come delllkrately, one, two,
three, up to thirty-nine and the job is
- -
He haent struck hard. :You think he,
did'nt mean to hurt the man more than he
could help, but every stroke Of that raw-
hide loft-a blue welt for about -an Inch and
a half right - at its. tipoind at a place where
; two or three strokes cross each other you
see' the blocid has started.

The third - was wiThite man who; by an el , .

being hanged for burglary, and was being
whipped for larceny. He was :11 little del-
icate fellow whom thirty-nine lashes with
that whip, laid on with the full strength of
a man's arm, might have cut in two. He
bit his lips firmly, but note sound came
froM them.
In endearbring to describe Just what he
has seen, the writer does not dispute that
this punishment may' be elsewhere more
violently administered. But it could not
bare been inflicted in a milder form than
on this occasion. But for its being ou the
bare skin n would not have been severe,
perhaps in the white man's case not even
painful. It was not a punishment to in
spire the mind with any feelings of horror,
but rather with the `thought that it would
be inefficacious to deter from crime. It is
the relic of a cruee age, - when men thought
little of Unreal objects to be accomplished
by punishment. There is no means o 1 pro
portioning it to the magnitude of an of
fence. It is a thing North Carolina had
better have d. ne with

order, whether sustained or not by the
President, should lead her to the abolish
ment of it by her own voluntary action, it
will be a good thing for her. North Caro
lina is never' going to tetregenerated by
reverting to the days of Queen Anne, as
her orators delight in doing. Old Earth
can hardly uncoil for her sake the hundred
thousand revolutions, more or less, helms
made - since that day; and the sooner she
gets down to the 19th century the betar for
