The new law would elect as Assistant a legal gentleman with fully as much - ability as the chief officer, and as his duties would befall , described matters wodld be considerably expedited. Yesterday afternoon officers Peter Dressler _ and George Garrlsow sh ronght to the lock-up for safe-keeping, a titif named John Cole man; who was very evidently Insane. Cole man had gone into a house on the corner of Perry street and Cecil alley, where he former ly boarded, and there began to net in so strange and erratic a manner that the people became alarmed, and railed in the ntlicers.
