would be stimulated, and thus the margin,
be reduced to the ordinary proportion.
Common .experience . concurred with the
dictates of plain reason in demonstrating
the .correctness of this proposition. • bceeer
theleisr free trade theorists have constantly
carped and caviled at it as a brazen asshmp
lion. It. so happens that the anthracite coal
interest furnishes a recent and conclusive
illustration ofthe verity of the proposition.
During the last three years of the war an
extraordinary demand was created fo!' coal
—Special causes conspired with the in. - -
creased impost duty to shut out foreign
competition. In consequence, in all the
sen-board markets coal commanded :fabu—
lous prices.. A good many individual own-
,
era of collieries returned to the Assessors of
Internal Revenue from one hundred to five
hundred thousand dollars of annual profits.
'f he incorporated companies became sud
denly opulent. Coal seemed to be the gen
uine philosopher's stone, that tutned every
thing to gold, or at least to greenbacks.
This unprecedented success turned myr
iads of covetous eyes to the coal bluffness.
Presently tens of thousands were resolved
to share in the superabounding gainil. New
mines were opened. Old railroads were
improved, and the rolling stock upon them
augmented. Other railroads were project:
ed, and the work upon them commenced
and vigorously pushed. Some of these
new roads are already in operation, and
others of them soon will be.. •
Now, what has the effect been.upon•the
supply of coal and the prices-obtained
therefor? For two or three years the in
creased'demand kept even pace with the
augmented supply, and prices were main
tained, if not advanced. This Year the
supply has altogether Outstripped the re
quirements of the market, and prices have
fallen so low as to entail heavy loiaes. Up
to the Bth day of the present month, 2,1%18,-
1398 more tons of coal were sent to market
from the -anthracite districts than (luring
the corresponding period of last year. This
overstock - lei sent prices down at Eliza
• bethport, near New York, to 0,50 per
long ton for lump.
Anxiety to get into the coal trade Las
evaporated. Excessive profits have aOLIC
their legitimate work. It now remains to
adjust this branch of industry to the mar
het, and then the average rate of remuner
ation will be obtained in it, barring the
fluctuations which arc incident to all sub
lunary pursuits.
But, it maybe asked, why do not nil
other branches of business find as speedy
adjushient as this under the principle em
• bodied in the proposition we are consider
ing? The reason is perfectly obvious
when we bear in mind , certain essential
differences in business pursuits. Some re
quire only a low degree of mental capac
ity and short preliminary training on the
part of the most of the individuals em.
ployed in-them, and do not require con
siderable Periods either for the material
wrought upon to be produced, ,or to con
vert this material into the ultimate commo•
dity. In other departments high inteill
sconce, long and carefni experience, intri
tate machinery, conspire with lengthened
pfooesses for growth and- manufacture, to
retard competition, and delay the period
when the margin of profits must necessar
, ilyecone down to the average,
Not a fevi employments rest iunder the
Imputation of being sustained by protec
tive imports, which aro not so in reality.
When a computation is made of all excise
• and income duties with which these
em
ployments are burdened, it is seen that
these amount to nearly as much or even
more than the import on the avails of cor
responding foreign employment. In all
these instances the import is in no proper
sense protective. It is simply an expedi
ent for nuking excise and income taxes suf
- fithent for the production of revenue to the
• government. It does not require uncom
. mon discernment to see that when the va
rious internal taxes on a particular article
of domestic production amount to as much
as the external tax oa the like article of
foreign production, that the home produ
' 'car is competing on equal terms 'with his
foreign rival. And this is the condition,
: or very 'nearly the condition; in which
many branches of industry are now work
ing along. Whoeier means to understand.
the bearings of discussions on this subject,
and especially members of Congress, who
mean to act for the welfare of their con:
stituents, should make these computation-a
for themselves. In numerous cases they
will discover, notwithstanding all the
' clamor to the contrary, that the amount of
protection, so far fiombeing increased dur
ing the war, has been seriously dimin
ished.' _
OUR UNIVERIATY
We are glad to be informed that such is
the prosperity o f the Western University
as to number of students, number of fact&
ty aad increase of endowment, that its
friends are already contemplating plans
for greatly increasing l its usefulness. The
experiment, eve' with the very limited
means possessed, hes afforded satisfactory
proof that a - good literary institution can
be plistaiacci here. That we should have
such an institution of the highest order all
must admit. No reason can be giveu why
our cities should not have the advantages
for education enjoyed in nearly all the
prominent cities of our country and in the
cities of Europe. To send to distant places
our money, and then send away from their
homes at the critical period of their lives
our BOMB, is impolitic and wrong. The
students, and money are here. , The influ
ence of a University of the' highest order
on the different 'professions, on our mann
facturers, and on the only phase of educa
tion, as well as on the - morals of ouryoutb,
is incalculable. We are glad to know that
our business men and men of Wealth are
determined that this want shall be sup
plied, and that we shall not be so far be
hind other cities in this respect, and are
subset ibing liberally towards its complete
endowment. Already,ithey are thinking
of more extensive grounds, of more and
larger edifices for preparatory, academic,
medical and law departments.-The plan

" By a vote of I.T; to 80, the Rouse of Rep
resentatives passed a bill calling the For
tieth Congress together on the 4th of
March. Its passage in the Senate by a vote
of more than two-thirds is certain.: There
is a creditable feature in this bill, which is
this, that the members of the present Con
gress who were re-elected to the next, will
