If remitins for us-to specify onwhat points we 4issent from his views, and to show for. what. reasons. The Secretaiy, imagines it possible for the Department / over which he presides, if a certain measure of authority be gives it by Congress, not only to regulate Prict 9 througholit the country, but so to adjust the volunie of the currency to the wants of business, as to make the descent from the high elevation of irredeemible paper ex -pension to the solid Bottom of specie pay ments without creating any uncomfortable friction in commercial affairs, and without a nybody suffering serious loss. This is a • manifest delusion. It is just as "absurd to. say that business can be transacted On a falling market without Joss, no Matter whether t f hc period of de clension is limited to six months or ex tended over fj.% years, as it would be to say that commercial operations could be conducted, for a like period, oa a rising market without any pr fit being made. A given descent must be accomplished, and in achieving it, loss must necessarily be incurred.. In. some lines of trade losses have been pretty steadily incurred for a year pr mote, and bottom does not yet seem to be reached. Two-years more of like declension, will not be borne easily. Not a few will necessarily fall out by the way, as sick and dying do from the march of an army. If the loss could be definitely ascertained and divided, so that each should take his share, and no more, a prompt submission to' the loss would, by long odds, lie - the best course. Some isoubk hi - deed, sink under the load; but as many may fail on any other plan of ad justment; hut then, years would be gained for enterprise on a solid basis, which is an important .factor in calculations' of this sort. "The Secretary must certainly see that ' 'the cancellation of some millions of green backs every week or month, has a palpa ble connection with the fall In prices, and . with the general uncertainty that pervades business circles. Yet he evidently thinks be can not only go on with this cancella j . lion, but can at the, same time diminish the stringency of taxation, 'without either ' shaking commercial confidence or incur ring the risk of failure in meeting the ob ligations of the Treasury. Business men • cannot be gulled after this fashion. Specie . payments cannot be reached so - as to be I maintained without large abatements in the aggregate ofpa per Money in use. Tills contraction will shrink valises, and men Nebo have recently started in• business on limited means; men who have been in bus iness-for years, and made money rapidly as the baloon went up, but thought the period of inflation would last forever, or at least their time out, and hence went on branching In one direction and another; 'and, generally, men who- haVe extended their credit beyond - a limited degree, are in terions peril, whatever the Secretary may hink. _.. Then there is the recommendation that e National Banks shall be compelled to deem their circulating notes at one or lhore commercial canters. This proposi tion is sustained by •the strongest possible considerations of justice and utility. But 'what would be the practical effect of it? First, It wonld compel each banli to hoard greenbacks as a reserve wherewith to re deem circulation; and, second, it would lessen the amount of bank notes in tonal use. Bank: notes, instead of being. paid out, as now,in all the large 'cities, would . , •• be laid aside, and regularly tent home. A . distinction would at 'once be established • 'between greenbOcks and bank notes, the latter - . practically sinking to a discount, however slight it might be. _Hence, it is , ' not easy to foresee alt the consequences that might flow from this measure. It would "certainly tend towards specie payments, _ but-if-might subject the present national bank system to a test under which it would give way.
