President in regard to the reconstruction
of the • rebel States, will - soon be renewed
unless the latter givei in' and acknowledges

rebellion 2 af the slave States, so recently
crushed, nothing in the country'sistory

is, the claim, so continually put forth - by
ANDREW JOHN SON, that he 'is the Orem
ment. Everything that ho ban done In re
gard to reconstruction, -lie elaims to have
been done by the government. He calls all
Lis acts in regard to the matter the acts of
the government, and everything that Con
gress has done he calls opposition to the
government. In - all his harangues he char
acterizes the contta7rsy, not as a centre
' veris'y between Congress and him, not as a
controversy betiteen the legislative and
executive departMents of the,government,
but - as a,controvarsy betweou Congress and
the government. It is in pursuance of this
theory that he characterizes! Congress as a
body hanging loosely on the verge of the
government, and stigmatizes the leadinu
members of_ Congress as traitors who de
serve to be hung.
It - must-be obvious to every out that this
claim
,is a very extraordinary, and very
dangerous one. It entirely Ignores the leg
islative and J udiclal departments, and
makes the executive department all in all:
It destroys at' ne blow the whole system
of checks andlbalnneeS - which our fathers,
in framing the government, so carefully'
provided, and which the Constitution to
anxiously cherishes. It puts, not only the '
power to make and to execute-tha laws, inn
the purse and the sword, all into the hands
of the President, and makes him an abso
lute and Irrespoosible despot. -
Our government is framed after the mod.
el of the British. government. They both
have the tame departments, and in both the
functionsof the several • departments are
the same. With us the President standi
in place of thelitng, Congress in place of
• Perlien,ent, and our snorts in plactf of the
nglish courts. Under . the. Britis - consti
tutor, the members of the House of Com
mons, are elective, and 'no other function.

does in the British government. Whatev
er of onanipeteney there is in our govern
. meat, is vestal in Congress, end it tests

by stopping the supplies, lay the King and
House of Lords prostraie at its feet, and
our House of Representatives teasing the
same control over the national purse, eau,
with equal ease lay'the President and the

only 60 as a fact, but it was intended by
the trainers of. the Coastitution to be so.
But that which more than anything eles
makes the House of Commons irresistible,
is die power of improvement, and the same
ppwer in our House of Representivcs,
makes it equally irresistible. The peoplr
ale the altimatc source of all political
power. The House of Representatives
stands in the place of the people.. It speak,
for the people, and acts for the people. It=
voice Is the ptople's voice; its acts the peo
ple's acts; itearticles of impeachment the
people's articles of impeachment; its con
demnation the peePle's condemnation.
'The Judges of the Supreme Court may pro
nounce an act of Congress unconstitutton-
el lit . the House of Representatives may
impeach them for doing so, and the im
peachment being sustained, they are not
only removed offfice, but are disquali
fieib?nald,. any office of honor, trust or,
•pwifitiatiffertlie goveinment. The President
may refuse to execute an act.- of .Congress,
but. the House of Representatives may, im
peach him, and upcia being found guilty,
he is disposed and disqualified to hold any
office under the government. The judg
ment of the Bnate upon an impeachment
by the House of Representatives is final

and an obstinate pursuit of the same pol

disgraced and ruined. Those• examples
put an end to opposition on the part of
the Ministry to the House of Commons,
especially after an appeal to the people.
NO minister would dare to withstand the
Commons; and meth less we - Oa - any Min-
tater dare to withstand both Houses of
Parliament. If any Ministry in England
should attempt to carry out any important
measure of public policy after it has been
as emphatically condemned by the two
houses of Parliament, as ArannEw Jonra

ANDREW JOHNSON, in his numerous
speeches, proposed to appeal to the people
at the ballot box. Therein he proposed to
do substantially the, same thing that Min
isters do its England when they dissolve
Parliament and order a new election. In
inch a case, if the people sustain the House
of Commons, by their votes, it is exclusive;
the ministry must bo charged, and the new
uinistry must be formed so as to be in rtc.

stitutions; and ANDREW JOHNSON' and his
Cabinet may rest satisfied that the people
will no more allow their institutions to suf
fer injury at their hands than at the bands
of the Southern rebels. History is as sure
to repeat itself from time to time as human
nature is to remain the same from genera
tion to generation. The Anghs-Ainericaos
of to-day are made of the same stuff as the
Auglo-Saxons who beheaded Cidanuts and
Sranarronn; they have the• same kite of
liberty and law, and the same hatred of
usuipatlon end tyranny that their Anglo-
Saxon fathers had; and they will not per
mit the President to usurp thg powers of
Congress any more than their fathers pee,-
nutted CHARLES I. to usurp the powers of
Parliament. ANDREW JOHNSON and Lis
Cabinet will do well to reflect on this; and
they will do well to reflect, moreover, that
the American people, if necessary,, will re'
sort to as severe measures to sustain-G.3p

vice in i lvhich education, knowledge of bus
iness, scientific attaintmcnts, or practical
experience are requisite, and that appoint
meats made under this system shall be per
manent, that is, shall be held until some
real cause, aside from political differences,-
shall warrant and justify removal. This
scheme has several advantages.' It would se
cure competent men, in subordina to official
positions, curtail the vast power o f the Ex
ecutive patronage, and remove many places
from the theatre of party contentions. The'
duties of the. places would-lie performed in
a more satisfactory manner than they now
are, and the atmosphere oC politics would
be comparatively purified, by relating
chiefly to principles ratluir than a distribu
tion of the spoils.
