'Plenary CoUncil at Baltimore, considera
ble speculation has been indulged in re- I
• gard to its probable action on some

taut questions of interest both to other re
ligious bodies and the public generally. At
the - clola of-:the sessions of this august
body, on the "Feast of the Maternity of
our - Lady, October 21st, in the year of our
Lord 1866," a Pastoral Letter was address
ed by the Archbishops and Bishops to the
clergy and laity of the churches, in Which
was set forth the action of the body on cer

General and State governments of our
country, it condemns* in strong terms the
withholding of the right of the Church to
possess property, churches, asylums, &c.,
on the gre;unds of tier refusal to conform
to the general laws, in the matter of the
- tenure of ecclesiastical property. Phis
. course by State Governments, with few ex
ceptions, shows a distrust of their ecclesi
astical power, and is the fruit of the mis-.
representations which have been made for
ages. .
In view of; the changes which have
taken place in the temperalities of tile Duly
Father, nrodueed by the loss of certain
fertile productions of the States of the
Church, his poiition has become critical
and embarrassing.` The plea is urged that
. in order to enable hint to assist those who
are dependent on hint, and to carry on the:
affairs of the Universal. Church, it is abso
lutely necessary that the, children of the
Church In all parts of the world should
come to his help. It is recommended slit

theory, from which would follow polyga

contracted during the hard lives of the par
ties so divorced, involves the crime of
