Having considered the nature and
able effects of.the first section of the t
stitntional Amendment, let us now pro
teed to review
"SEc. 2. Representatives shall I c , ap
portioned among the several States t. -cord
mg to their respective numbers, couoting
the whole somber of persons in each State,
excluding Indians not taxed; but whenev
er the right to vote at any election for
Electors of President-and Vice President,
and for United States Representatives in
Congress, executive and ,udicial officers,
or the members of the Legislatures thereof,
is denied to any of the male inhabitants of
such State, being twenty-one years of
age, and citizens of the United States, or
in any way abridged; except for participa
tion in the rebellion, or other crimes, the
basis of representation therein shall be

The design of this provision is not to es
tablish inequalities in the basis of repre
entation, but to abate Fitch as already ex.
hat, not to lay hardships on the shoulders of
any, but to take hardships off which are al
ready on. It proposes to adjust one of the
old compromises of the Constitution, which
grew out of the existence of slavery to the
actual condition of the country now that
slavery is abolished.
For a full and proper understanding of
the section it is needful to note what it
does not propose. By it. negro suffrage is
not established, either in federal, State or
municipal elections. No change, what
ever, is made in the existing basis of the
elective franchise. If it should tit adopted
to-day the number of voters, in the coun
try at large, or in any particular State,
would still have the right, as amply as
they have it now, to determine who shall
vote, and on what conditions. Each State
would be just as free after the incorpora
tion of this section into the Constitution as
they are now, to take Lilo right of voting
front any individuals or classes, ,/or
to confer that right upon individuals or
classes wlio are now deprival of it. So far,
no change, whatever, is contemplated.
What is proposed is that voters, and not
people, shall be the basis or representa
tion. The design is to give to each voter,
in whatever State lie may live, an
equal amount of influence in the general
government; to make a ballot in South
Carolina weigh no heavier and operate no
more potentially, than a ballot in Pennsyl
vania. r
"Indians not are not counted now
in apportioning representation, and it is
not proposed to count them in time to eome.
This class of Indians are those who are
living upon reservations, subject to the au
thority of their chiefs. They are not citi
zens of the United Fithtes; owe no allegi
ance to the government, and are not amen
'able to its laws. Indians, living outside
the reservations, are citizens, vote on the
same conditions as white men, and are
counted with their families In apportioning
representation
When the Constitution was framed sla
very existed in most of the States. To
adapt that instrument to thiectual condi
tion of affairs, it was provided that five
slaves should be counted as equivalent to
three free people in apportioning represen
tation, and that ail free people, white or
black, should beceunted alike. The States I
that bad the largest proportion of slaves I
wanted to count them all. This was rests- I
ted by the States having only a few slaves;
and the result wail a compromise. In con
sequence of emancipation all the blacks
will be counted in apportioning members,
of Congress and Presidential Electo
while the number, of voters will not be in
creased.
It is computed:that the bladk - population
of the South amounts to 4,200;4100 souls.
On a basis of 127,000 to a representative
Emancipation will give the Southern States
thirteen additional Congressmen, making
the total representation of that section
for black people thirty-two members, for
which white people will do all the voting.
There is another aspect of the case. The
whole population of the Southern States is
rated at eight millions. Of these five mil
llOns may be computed as rebels, in the
• full meaning of the word • and the other
three millions as loyal. The five millions
of white rebels, as the Constitution stands,
will comprise a large majority of Cu vot
. j aw population. The three millions of
whim loialists and the four millions of
black ones, will be entirely at their mercy;
for they will wield the entire political
power of the Southern States. In addition
to the representatives in Congress they
will be entitled to as constituting a major
. Sty of the voters, they will have thirty-two
a dditional Members on account of the
blacks. _These five millions of rebels will

The House of Representativesovhen fell,
consists properly of .238 matiabers; tbaugh
by the admissicai ()flew States sings the
last apportionment,- the aettijil number has
been raised to 241. Probably 233 will be
the number under the next apportionment.
Of these 238 members 85 belong to the
southern States, when restored, and 151 to
the north. Thirty-five northern members
acting with the southern members would
give the five millions of white rebels the
control of the House of Representattre s.
.s the case steals, however,
the South
will.be entitled to 19 additional members
of the House after the next census; while
the northern StateS will lose that
. number,
or something like U. This is the southern
gain and northern loss by Emancipation.
Of course, this statement is made on the
presumption that the whole number of
members will not be Increased. This Is
not an exact., buten approximate statement;
but it is close enough for the present pur-
pose.
If the proposed amendment shall be
adopted the South will lose no member of
the Senate, but will have to part with nine
teen members of the House assigned to
them under the last apportionment; and
these nineteen the North will gain. This
would reduce the number of Southern rep•
resentatives to 69, and send up the number
of Nortbern,members to 170. --
Of course those Northern States In which
the blacks should be denied the right to
vote would lose somewhat in representa
tion. On this head the Democrats have
been circulating estimates which have
slight foundation in filch According to the
last census, the aggregate free black pope
' lation of the Union numbered 476,636 souls,
of which 2-13,4.97 were in the Southern
States, and 235,149 in the Northern. Ex
.. the blacks, therefore, from the
basis of representation would not take front
the entire North two members. In Penn
sylvania, the number of free blacks, in
1660, was 56,949. This is a large fraction
of the quota for one member. It would ' I
depend, consequently, on the size of the
fraction in the count of the white popula
Lion whether this State would lose a mem
ber or not.
It is of no importance what the actual
number of members would he. The relit.
Live number is the real matter to be tidi
justed, for this determines the intrinsic
litind power of the respective States.
it is undeniable that under this section
the Southern States would feel the prey
of a strong inducement to extend
to ight of voting to the blacks By i I
so iaoiug a gain would be made of thirty
two members in the popular branch of ;
Congress. But on this matter there would
be a strong antagonism between political
parties iu each of the Southern common
wealths. No political party, in any even
try, every voluntarily increased the num
ber of voters, unless it bad a reasonable as. ;
surance of gaining strength by the 110-3A
ure This may not be creditahle to human
nature; but such is the fact. So long, there
fore, as the blacks continue to lean, as they
do now, to the loyal side. there is no rya
son to apprehend the dominant party in
those States will consent to their enfran
chisement. However desirable increased
influence might he in Congress, the Demo
cratic managers would not care to gain it
by throwing the control of sixteen States
out of their hands. If, iu the course of
events, the blacks, or a majority of them, i
should turn Democrats, the day of their en-
franchisement would be near at hand. So,
if a considerable portion of the rebels, or
their descendants, shall attain 10 jester im
laical views, and shall unite with the prea- •
cut loyalists or their descendants, the right
of voting will accrue to the blacks. But
these mutations of parties are apparently :
so far off, it is useless to speculate concern- ;
ing them.
It is sufficient for the present to under
stand that the second section of the pro
posed amendment corrects existing injus
tiers without laying so much as a leather's
wei;ht of wrong upon any State or indi vi
(Mal. It equalizes the power of voters,
and that is all. Under it, each voter will
lie certain to get his exact fraction of polit
ical influence, and he will get no more.
Real grievances will be removed, while no
new ones will be created. An aristocratic
element will be obliterated, and a demo
cratic one vindicated and established.
THE HON. G. A. GROW
This gentleman is announced to speak
in the City Hall to-night. Ills worth as a
statesman, the fullness of his experience iu
public affalia, and the admirable mauner
in which he handles the grave issues now
awaiting the decision of the American peo
ple, are reasons why ho should have a
crowded and appreciative auditory.
Mr. Guow came into public life at an
early age. He was originally a Democrat.
When Mr. DAVID WILMOT offered the cel
ebrated Proviso which gave his name a
cepapicuous place in the annals of his
times, the Democrats resolved to banish
him from the Rouse of Representatives.
They held It to be both a heresy and a
crime to ecueavor to circumscribe slavery
by preventing its extension into Free Ter
:L.l.lo,u. But Mr. WILMOT had obtained
to so remarkable a degree the con
fidence of his constituents, that while
the leaders felt strong enough t.•
defeat his renomination, they were afraid
ofhis influence afterwards. Hence, as a sort
of condonement for the indignity contem
plated, they offered him the President
Judgeship of his district, and finally con
sented he should name his successor in
Congress. His choice fell on Mr. °now,
then lust of Constitutional age for the pre
ferment. Mr. GROW was elected, and lin ,
diately justified to the public the sagacity
of his friend. Boon followed the political
revolution in the Bradford district, free
discussion winning a magnificent triumph
in converting a stronghold of democracy
into a citadel of republicanism. Mr. °now
continued in Congress, but shifted his oiler
ters from the democratic to the republican
benches Ills was no betrayal; far he act
ed both in accordance with his own con
victions and the sentiments of his constitu•
eats. He was repeatedly re-elected, clos
ing an uncommonly long period of service
as Speaker of the House.
He is not a man of genius. lie is
sound and reliable, rather than brilliant
and striking. Throughout his public ca
reer he has been open and uncompromis
ing. Always in the advance—always
chivalroui—he has left neither friend or
foe in doubt as to his purposes. He is pre
eminent "a safe man to tie to."
Identifieduntil recently with the North,
since his retirement from Congress he has
become a citizen of Venango county, in
the pursuit of his private affairs. As a
man of the west—as 11: man of the whole
Commonweatb, let him have to-night both
a welcome and hearing.

DEAR GAZETTE :—The war, after all,
may -indeed be considered a failure, because
it left on our hands a President who flies
in the face of Congress and dares to coun
teract the re!ults of the war by restoring
the old causes of the war.
Where in the South do you find free
speech, a free Press, or tree men—but in
the Interest of traitors
True, Slavery is killed, but we find serf
dom instead. The black loyalist still "has
no rights to be respected." We find rebels
clamoring for the same adva tags over the
North at the ballot box they had before the
war. When they speak of their rights they
mean the rights of traitors, its if traitors
had any rights but the right to hang. The
loyal men of the South do not at all enter
into these calculations. .

ists were not molested; now it is to com
mon to murder them by wholesale or drive
them off and destroy their property.
The war is not only a failure, but the
country Is cursed with a Dictator who de
fies the Congress of the people and sets up
the one man power. Where' is the man—
hood of the North ?

Reconstruction in Wow Orleans
The following letter was picked up in
the depot at Springfield, Illinois, on the
Bth instant:
"MATion'S OFFICE,
"!..rEAV ORLEANS, La. , Aug, 8, 1866.
"His Excellency, President Johnson, Trash-
ington, D. G'.:
"In reply to yours of Ist inst., l' would
state that any person opposing yourself or
your policy of reconstruction finds little
favor with our citizens. The removal of
Gen. Sheridan would give unfeigned satis
faction.
"If it was not for fear of your friends in
the North taking umbrage, I would advise
the withdrawal of the American flag. It
is very obnoxious here, and such a coscili
-tion would be very flattering to the popular
heart. Its display al the Convention was
quite as irritating as the complexion of the
assemblage.
"With sincere wishes for the succens of
your efforts at reconstruction,
"1 fall, your obedient servant,
"Joan T.NON ROE."
—A grotesque characterization of An•
drew Johnson's speeches is made by "War
rington," in his last letter to the Spring
field Re-pub/icon. lie writes:
