A Cleveland Convention In Memphis.
Rsitrals, September 1.5.—A large meeting ot
the soldiers of the late Confederate army was
held here to-night. General John C. Fletcher,
President, presided. A d lapatch from General
Gordon Granger, President of the soldiers'
Convention at Cleveland, to Genentl Forrest,
and others, thanking them for their expres
sloo Of sympathy with that Convention,
was received and applauded. Speeches were
made by Generals t arrest, Chalmers, House
and others, eminently loyal and expressing
their intention to abide by the results 01 the
late war, and to sustain the President In Ins
efforts to restore the Union as it wits.

Government bonds are more active and a.
shade higher, and the offerings are compara
tively light. Gold, although a fraction low
er, is reported arm.
Complaints are made almost daily in regard
to the high rates of interest demanded hero
for advancing money on business paper or
for accommodation for a few days, and when
I toli. per cent a month as mentioned, II Is
thought exorbitant, compared with call loans,
quoted at 4 to 5 per cent per annum in the
east. It should be borne in mir.4l that ad
vances at these rates are only made to the
very largest stock and commission houses,
who deposit gorfernment bonds or Railroad
stocks as colluterals, but not at par—frequent
ly at 10 per cent, and even more below their
market value. Such loans are generally made
at 2 p, m. to make good over drafts with the
banks. and, an most cases, are returned the
following thiy. For all advances to cotres
pondents or city customers 7 per cent per
annum as at least charged on over drafts with
collaterals; and, on such terms, money can be
had here just, as well.
