Now; all the blacks arc free, and, according to the terms of the Constitution, as it stands, all will be count ed in fixing the number of Congressional representatives each State shall have. On this basiasthe Southern States will get thirty odd members of Congress fur their black inhabitants, the white folk doing all the voting. The result is manifest. The political power of each white voter in the Southern States will be materially greater than that of each white voter in the North ern States.
