There is One provision in the proposed
amendment which is (of co,rnicu not (hood

If a State denies the electiine frank hnn,n. to
any class of its inhabitants—the colored
'ample, for example—it shall not be per•

In making up the heels of its repress mottos

to do so, awn it Must be content to surfer

some miner States where no clues is

IMIZEISI
ly fair 7 if the blacks of South Carolina
arc unfit to vote, by what right can the
wit'te men of that State claim double rep
resentation in Congress over the white
men of Pennsylvania or Massachusetts ?
Let them g 3 to work and make them fit,
and then they will get their full weight in
Congress. And they will an it too. Those
hot-blooded Southrons are turbulent and
rebellious, but they are not such fools as to
cripple their State, and reduce themselves
to two representatives in Congress for the
sake of a silly prejudice.
Now, friends of the Union, the issue is
irly and squarely before you—the most
important issue upon which you ever cast u
tote.. Ponder it calmly, dispassionately,
and in full view of its vast and enduring
; antl may God -guide you to
wise, decision I

ly from generation to generation; the other
has in it not the first element of stability;
but is a treacherous quicksand, upon which
it were madness to build anything. Under
the one we may reasonably hope for pace,
and for the consereatian of the rights of :di
class's of our people. Under the other,
(should the country he mad enough to ven
ture upon it,) we shall inevitably osciiiate
between anarchy and despotism, until,
Weary of the conflicts of factions, and of
unceas;ng turmoil, we shall be constrained.
like the peeple of France, to barter our
Freedom foe Peace.
Differing as they do In some important
particulars, these propositions MIN, some
things in common, as the two parties from
which they emanated have one sentiment
in common, that Is, an tartest her
speedy refit4ration of the I T: - tic, a
large portion of the men who metihe other
day in Philadelphia did all that bold had
men could do to get themselves and their
States out of the Union ; but, finding, by
very hitter experience, that they could not
do that, they are now clarnorou, to ge t i n
again, provided they can do .`,/ on their
own terms. And what arc those terms
Why, simply, that they may return Just as
they were before the war, as free to rule,
if they can rule, or to ruin, if they cannot
rule, just as they did before. To swear to
support the Constitution, and then, if they
cannot make it work to Omit minds, to plot
its overthrow, as Jury. D.kv to, TDONID ,,
