NATIONAL UNION PARTY
There is n possibility the movement in
augurated by MCS;r.S. COWAN, Doohrrit.x
and their associates, for it National Union
Convention, to he hem in Philadelphia,
next month may grow into some impin
tame. All the democratic members of
lx.di "louses of Congress, except Mr.
lincittaxw, of Pennsylvania, and Mr.
Seut.srinitv, of Delaware, have endorsedit.
That the Southern States will he fully
and powerfully represented does not admit
of doubt. The movement is specially in
their interest; designed to bring about re
sult. the former dominant mete throughout
their borders have greatly at heart; and
opening to them the door to a fresh , career
for either renewing their ascendancy inside
the Union or to make a fresh attempt at
sundering it.
Moreover, if the movement did not orig
inate with the President, it clearly has his
sanction. The President, by virtue of his
office, of the immense patronage at his dis
posal, is a power of no secondary impor
tance. But President Joirriso's is no ordi
nary num Not of first-rate intellectual
abilities, he nevertheless has sufficient ca
pacity to be formidable. But he has what
is oftimes more efficient than the highest
powers of reasoning ; he has great readi
ness, self-reliance and energy. That he
means to succeed in carrying his points
against Congress and the loyal people, be
comes more and more manifest every day.
It will have been observ . ed that the Dem
ocratic Congressmen, in endorsing the
proposed Convention, endeavor to set up
limitations to their approval. They com
mit themselves fully only to the particular
objects specified. But all persons familiar
with the worse of events, and observant
of the mutations of political parties, un
derstand that these saving clauses are of
fib cited., and most commonly arc designed
by, those who use them to be temporary.
In fact they are mere blinds, by which
tenacious people are led into associations
they would not otherwise select, and into
arrangements from which they would
gladly recede if they could do s o without
performing an act that looks to them like
one of desertion.
The Philadelphia Convention, to brill,
forth fruit, must prove the grave of th
Democratic rally. if the attempt should
be made there to institute a third and dis
tinct organization the enterprise would
come to naught,and the individuals concern
ed therein be exposed h 4 ridicule and con
tempt. Something more than this is in
tended. The men who projected the Don
vitiation are not playing for a light stake.
Not simply does their political conspicuity
depend on succors; but if they succeed the
absolute uontrol of the destiny of the coin'
try will pass into their hands.
As commonly occurs in projects of this
soil, it will Istfourl difficult to mold the
Incongruous elements into a harmonious
organism. It looks as if, in this desperate
effort lor mastery, the Democratic party
will simply amomplish suicide.
MR. W I LAMM ON TUE TARIFF
Mr. LIENUIt W. WILSON, Of blassachu
setts, said, in his place in the'Senate on the
6th instant, that he "hoped the Tariff bill
now before ()engross would be defeated,
unless greatly modified. New England
did not want the bill. The demand for it
came from l'tnnsylvanin and the north
west."
This is but a repetition of what has hap
pened befOre. The Protectionists of Massa
chmwtts.are inclined to tall out their allies
whenever they have arvoruplished their
owe ends.
In this ea., however, it may be unfair
to hold any considerable number of Massa
chusetts Men responsible for Mr. Wu.sol,
or his course. On the 4th instant, in it
speech at Framingluau, Mr. Wcsrmi..t.
PnILLIPS said to his hearers: "You and
I * know hinnst Wasson. Here, the an
nouncement that no max could trust him
as far as he could see him would be re
ceived with no surprise." What 31t. Pam-

The Republican charges that the legal
proceedings instituted against bir. -get.ven
bear the aspect of persecution; and 'this is

WHAT IS INSANITY t
Very erroneous opinions are ordinarily
entertained on the object otinsanity, de
rived in great part from the views promul
gated in earlier and less informed periods.'
The progress of scientific research and the
great advances in physiology have served
to dispel in great measure the vague and
indefinite theories so long held, and to en
able those engaged in the study of mental
disorders to settle certain distinct principles
as the basis of a rational method of treat-
manL
The mind, being immaterial, cannot Is•-
come the subject of disease, but its mani
festations are disordered by diseased or ir
regular action of the organ through which
those manifestations are made known to
us. The brain is now admitted to be the
organ of the mind, and the intimate con
nections between the brain and the whole
nervous system, and by this nervous sys
tem with the most important organs of the
body, enables us to understand more clear.
ly and distinctly why diseases of the prin
cipal organs have such an influence on the
healthy action of the mind. All persons
are familiar with the depressing influence
which certain diseases of the stomach, par
ticularly dyspepsia, have on the mind. The
attempt to explain fully the intimate rela
tions between the stomach, the nervous
system and the brain, and the influence di
sease of the our may have on another,
would lead into a physiological dissertation
foreign and unsuited to the object now in
hand. It is a fact admitted by all withal°.
giant, that the different forms of mental dis
orders arc to be treated as diseases of the
other organs of the body, and it is only
by a rational method ofireatment carefully
and steadily pursued, that restoration from
these disorder& can be effected; and the fan
cies and the distressing ideas entertained
by the insane arc not to be considered in
the light of opinions out of which the indi
vidual can be reasoned or ridiculed, but as
veritable effects of some disordered action
or disease of the nervous system to be
reached by proper medication.
Joined with this medical treatment., all
physicians seek such means as will have a
tendency to divert or engage the mind and
occupy the attention of the individual, as
much as possible. To this latter method is
F iven the term moral treatment, including
in that, every moral, physical and hygienic
means which can engage the mind, strength
en the bodily organs, and give tone and
vigor to the nervous system.
Regarding insanity then as a disease, it
follows as a necessary consequence that if
that disease is to be removed, the sooner a
course of medical and moral treatment is
commenced, the more likely will that dis
ease be cared and the mind regain its prop
, er healthy action.
I The effort is constantly made to give a
definition of insanity, to put in the com
pass of a few words, something which will
give a clear idea of what Is sought tor.
Though the ablest writers and most experi
enced physicians have frequently made
that attempt, no one has yet given a satis
factory definition, inclusive of all that is
required. The reason of this will be obvi
ous on consideration. No two individuals,
in their healthy state and itr the natural ex
erase of their mental powers, can be found
who are so exactly alike in their mental
capacities and powers, that a definition
would inolude those powers so as to con
vey Selear idea of what they distinctively
were. There are certain peculiarities of
temperament, modes of thought and ex
pression which go to form the destructive
character of each individual and these pr.,
culiarities are what give hint his special
identity or his distinction from every other
individual. Insanity is the irregular mor
bid action or perversion of the mental pow
ers of any individual leading him to act or
expression of thought and feeling the re-
verso of what was his usual habit in a state
of health and sound mind; and every case
of insanity must be judged only by a com
parison of 'the individual in hig state of
mental disorder with himself when in a
state of sound mental action, so far as that
condition can be ascertained from those
who have known him longest and best and
are most familiar with his peculiarities.
No rigid st. ndard can be set up to which
all cases must be made to conform.
The boundary line between sound and
unsotuni mind is as difficult to trace as that
between inimal and vegetable beings.

not be accepted as evidences of mental dig
' order, unless they are different from tac
ordinary mental action of a given individ
ual, and every one must have known sonic
one remarkable all their lives for their ec
centric behavior and conversation to whom 1
they never thought of applying the term
insane. On the same principle the mental
condition of an uneducated person must
not be judged by the same standard as one
highly and carefully educated any more
than the mental state of u Frenchmau
should be judged by tied of an frishinan,
or that of a German Icy that of an English
man in the views which each ntiglit take o f
any particular subject, for it is certain that
front national peculiarities and education
their opinions would be as diverse as their

—The Marquis of Lora, excepting the

land," is on a visit to this country.
—Mr. James Shea, a rich bachelor of St.
Louis, died recently, leaving the bequest
of 4100,000 to the Hospital of the Sisters
of. Charity, iu that city, in which Institu
tion; when poor and fnendless, he had re
ceived medical care and nursing.
—George Peabody, it is said, has Yale
College next' on his list of endowments. He
la to commence next Spring the erection of
u building for a geographical cabinet, with
ample accommodations for a chemical labo
ratory and philosophical lecture room. •
—Some young men. while bathing In
Mobile Bay, were attacked by sharks. One
was bitten in two,
and then devoured. The
others succeeded in escaping. A large
number of sharks are believed to be wan
ing Mobile, attracted by the refuse matter
thrown int -the water.
—A "millionaire" advertises to the fol.
lowing effect, in La Patti. : "A. foreign
gentlemen, elderly, but a millionaire, and
, the owner of mines, desires to marry a
young French orphan, or even a natural
child, free from every =tuna family tie
and completely without fortune."
—A new ednice is to be erected for the
Congregational Seminary of Chicago. It
will cost about $lOO,OOO. and will haVe a
front of one hundred and fifty-five feet. It
will. have a chapel, library and lecture
room attached, and - there wilt be sleeping
rooms for one hundred and six students.
—The wife of a clothing merchant of
Baltimore eloped onTuasday last with a
Colonel formerly of a New - York cavalry
regiment., and took with her $ll,OOO, her
husband's money, Which she had authority
to draw from bank, her husband being in
Europe. The elopers were overhauled at
York, Pennsylvania, and the wife brought
back, but the Colonel escaped with all the
money.

—The heated term is producing its usual
effects upon the tempers of Southern edi
tors. Colonel Jordan, of the Memphis Ap
peal, challenged Galloway, of the ava
lanche, the other day, and they went to
Hernando, Mississippi, where impertinent
polite people interfered and put them un
der Loath. They now propose going to
Arkansas, where the pollee are better edu
cated. .
It is stated as a noteworthy fact in con
nection with the wain Europe that all the
countries engaged lusenitimmed their_sup
ply of coal' to An enormous extent. Italy
has Peen importing cotalately in such large
quantities that vessels to carry it can
scarcely be found. An this is for the Ital.
