THE TEST OATH The plea of the president and two or three of his Cabinet Ministers for a repeal or modttivition of the test oath is, that there are not men enough to be found in the South, to till the national offices, who can takes that oath: — The Union men of Al abama, however, have effectually exploded this plea by enrolling themselves and dem onstrating by actual count that there are; in that State alone, nineteen thousand men who did not bow the knee to Baal; and the .ludiciary Committee of the House at Wash ington offer the further fact that there were forty-two thousand men in the Union army drawn from every Southern State except Sonth Carolina. But the ease of Mr. Cutts, of Alabama, recently made public, shows that the diffi culty does not grow out of a lack of men who con take the Oath, hut out of the preference which the Administration natu rally feels for men who were tainted with the Rebellion. As the facts referred to in the Memphis riots develop themselves it becomes more and more apparent that it was an outbreak of the bloodthirsty spirit of the South which now that the rebellion is over, vents itsel upon the negroes. The riot originated iu a boyish quarrel between a whi.e lad and a imp° of the same age who encountered ear h otlo.T 111 the streets of that city, and this Wa , made the pretext by the rowdy rebellious w Idles for an onslaught upon the whole black population of the city. who de ico•le I themselves as best they could, the riot continuing for three days and ending in the loss of twenty-five lives and the wan_ ton burning of the school-houses and churches of the negroes. The Cincinnati Commercial says "It will he observed by all intelligent readers that the negroes side of the story of the rioting in Memphis has not been told in print. No perversion of the facts can, however, make it appear that they were the aggressors. There is no question that the worst of whites in Memphis—those con esponding to the rioters in New Yor and k in July, tStkl—wantonly provoked murderously insisted upon the wretched of fray of which we have had partial accounts.must During the war, the Southern people remember, the negroes were Peaceable even to docility—never rose in insurrection, kill, j,,g, defenseless women and children, and burning unprotected property, as they might have done in many quarters almost with impunity. They are entitled upon this ground, as well as upon that of common humanity, to the most con-iderate kindness front the white comtnuii les in which they live. Tennessee was more than half car ried over; Missouri far a long while hung In the balance; and the attempt to enlist Maryland on the side of the rebellion was so near being successful that the failure was mourned over by the rebels with a sincer ity not to be questioned; yet, although the rebels In those States failed to carry their States out of the Union, thousands and tens of thousands of them went into the eebgl army, andlought against us with fiendish bitterness throughout the war; and these, having now returned to their former homes, demand lobe reinstated In their farmer po litical privileges. For, iu all these States, daring the war, - laws were passed disfranchising these Re bels, and they find themselves without votes, upon resuming their old places—a position peculiarly unpleasant to a South ern Patriarcl, who, in times past, had but to command to be obeyed. The first effort, therefore, is for the re peal ofthose laws. These Rebels, justly disfanchised, demand to he restored to their forfeited rights. They are organizing upon this basis; and probably the fiercest politi cal battles of modern times will be fought upon this issue. For the present the interest centres main ly on Maryland. MONTGOMERY Blain, the President of the United States Johnson Club, heads the movement there for a re peal of the Registry law, which disfran chises the rebels. The loyal men of Mary - land—the men who saved it from the fate of Virginia and North Carolina—men such as Ihtsur WINTER DAVIS was, and .1. A. The issue is this fairly initted; and although the patriotic men o f Maryland might, with a reasonable faith, have looked fir help, instead of opposition to the Government they risked all to ale fend, we shall not allow ourselves to doubt that they will sueoeed, as before, even guinst such odds. The first act M the drama is character ,stie. A local committee of Baltimore, air lainted two years aim, by the lincondi thinat 1: 12 ion men, had a Meet n_ a few days t wo. The chairman, as it happens, is the Postmaster of Baltimore ; and meter lead, the committee passed resolution nlorsing the Johnson administration am ogating to itself the right to call ilia tate Convention when it pleased, thus. it sect, assuming the right to control tlii Mion of the party throughout the State. This treachery has aroused the true flies of Le State, and the acts of this resuscitated ommittee are likely to be everywhere re pudiated. The Baltimore American says .k majority of the Executive Cminnittec of what seas two years ago known as the I. neonditional Union party, have arro gated to themselves the right to lay down a platform for the Union men of Maryland. Tuey have seen fit to usurp the rights of voters, and dictate principles to them, in stead of waiting to listen to the voice of the people assembled in a convention. An early meeting of the Union delegates in State Convention was demanded and re fused. A request to postpone an enuncia tion of party principles was denied. The whole power of the State Central Commit tee Las been centred in one man—the Post master of Baltimore city. Resolutions acre adopted endorsing "the President's Policy," condemning Congress, and de manding the immediate anmission of the rebel representatives, without any guaran tee whatever. A resolution sustaining tin Registry law was rejected by these as lilt MCn. Sine-tenths of the Union men of Mary land will not follow their lead. There is scarcely fl Union paper in the State that is not already committed to a different set of principles. Let the loyal men, therefore, make themselves heard. What is neeMil is action, prompt, decisive action. lu when politicians wavered and shrunk fron the responsibility, the people rose in thei might and declared that ti - c Union mui be preserved. In 15413 they took the feat again, and, while trimmers hesitated, sent the lint forth that Slavery must die. 'Now it is their duty and privilege to show the world again that they dare to think and act for themselves. The issue isqfiain. There is but one question to be decided. Shall loyal men rule the State? Are see ready to submit to Kane and Lowe? Shall we be governed by men fresh front the battle fields where our own brave boys fell ' Shall the victors give up to the conquered ? It is vain for men to evade it •r try to eon real it. There are and can he lint two par ties in this State. Either the Rebels or tin Union men will rule. ITEDIPOKI The Republicans of Bedford county held a rousing meeting on Monday night last.
