A Washington correspondent, of the Titus.
vide Herald, Att. Geo. M. Mowbray, ' , Titus un
der date of April SO, that the Committee on
Ways and Means have agreed in recommend
ing the immediate repeal of the tax on erode
potrolum. It now remains with the Rouse of
Representatives, who have hitherto endorsed
almost every action of the Ways and Metuni
Committee.
—The Titnaville Herald continues to growl
mitrt bitterly at "tank car institutions. and
Pittsburgh speculators," alleging that their
is a deep laid setemo to deprive the "legiti
mate.shippers. or the businesb, and place it
in the hands of a few monopolies. Irt its issue
of Thursday. we and the following:
"The new style of tank car now building
with 00 barrels capacity to the car load b a
splendid idea, if it were designed to give the
legitimate • operators in ell the advantages

is not the ease. The railroad and transporta

of this now.meims of transportation. Any of
their officials can buy and sell oil saving the
freight on 30 barrels for each car load, but le
gitimate operators are excluded from the
privilege.
"This state of affairs, however, will not last
long, sa arrangements are being made whleh
will completely and effeetnally owerthrow the
calculations of these monopolies, and enable
our shippers to deliver oil in New York and
Philadelphia at a 'figure width will open the
eyearbOUl of the took-car institutions and the
Pittsburgh speculators.
The rapid revelations which are constant)

place in tho facilities for moving 01l
makes it necessary for operators to be on the
alert The pipe companies took the lead by
knocking the teamsters out of existence; then
came the combination of Pittaburghen to
drive all the oil by the southern route; now
we bare the stupendous tank-car monopoly,
and before long they, together with ono or
two railroads will receive a a death blow, so
far lb speculating in oil is concerned.
'The last improvement will be ofgreet ben
efit to Titusville, and enable our shippers to
compete 7xltkany operators at present In the
"Oil at, the wells is very scarce ' there is at.

will be pretty apt to hold 011 to what Is being

"The Pittsburgh market must by this time
be over supplied, and as navigation is nearly
closed very. little will be shipped In that di
motion. the hopeful news from Washington
of the probable speedy removal of the tax Is
exerting a very beneficial influence on parties
who were about to ahadon their wells which
do not pay expenses,-and they are holding on
in the hope that within a very short time
when the tax Is removed they will be able to
make them pay."
—At present there arc about four hundred
and sixty oil companies in existence in Phlla
delphia—at least on paper: Of this number
the companies having any real status in the
market is ludicrously smalL We should say
that the stock of only about tifteen of the en
tire cataloguk has any value whatever. Of the
remaining four hundred and forty-live com
panies we can say nothing promising, for they
are no utterly worthless that their stock can
not be dbieed of at any price at the stock
board. The . hominal capital invested in oil

circles (says the Philadelphia Press) as to the
now measure, which it is unticrstoott will be
bronght before Congress in a day or t we, to
provide for a consolidated five per cent loan.
As the bill Is not yet properly up for iltaca,
Mon, there can be very little said in reference
to it. It however. to say that
there Is reason to believe the loan will be an
exceedingly popula, one with all classes of
the people, and espeeially the holtiern of the
various losses of toavernreent 'lmla, who will
eagerly fund them into one uniform, safe and
reliable thirty year loun, sueh as it ib proposed
now to Mier.
