Company is not exceptional, but in accord

Railroad Company, the Delaware, Lscka
warms and Western, the Pittsburgh, Fort

the same category. There is a good deal of
human nature in raliroad managers. No
private Individual, having a profitable busi
ness, is likely to invite competition, or to
allow it if in his power to prevent It.

Law Is to be anticipated not simply from
the officers of existing railroad companies,
but from their stockholders and dependents.
Men are not ordinarily so disinterested as
to tcork against their own welfare. What
ever may happen when the millennium
strati arrive, it will not at present do to
count on men undermining themselves
in order to give their neighbors a better
chance
Here are interested, numerous and pow
erful classes, who will be certain to thwart,
if possible, all efforts for the obtainment of
the law in question.
Beyond these, there are still larger num
bers who are indifferent to the issue. These
are the men who live in districts already
sufficiently supplied with railroad
By sympathy and neighborhood they are
likely to incline to the restrictive polky.
Having obtained under that policy all they
.desire o ihey ore naturally content with it,
and fail to see why other people should not

tricts who are looking confidently, and not
without cause, to one or other existing cor
porations to develop their sections through
the construction of branches. Nothing is
more natural than that they should either
be apathetic on the question of free rail
roading or actually In opposition thereto.

Tinister of Prussia, strongly favor. this
policy of absorption. Such of the minor
reigning princes as allow reason to bear
sway instead of vanity, take to it kindly;
fur it is clearly better for them to hold the
rank of leading nobles in a cast monarchy
than to keep the status of petty sovereigns
neither respected nor feared by their neigh
hors. Prussia does not find it difficult to
discover plausible pretexts for the gratifies
tion of her ambition. Austria has felt un
comfortable under the menace offered to
her pride and territorial integrity. The
remit has been that angry notes have pass
ed bet weenthe courts and simultane
ous movements made towards readiness for

The latest accounts put a different face on
their intentions. It is now stated that Hun

cy, :the contingent of Austria, in case of
a war, is 160,000 men; that of Prussia 130,

seem, therefore, that the zeal evinced by
Hungary in behalf of Austria, mast so
equalize the comparative forces as to lessen
the chances of a war which, in case it
should be fully inaugurated, would be like
ly to involve most of the European nations.
CIRCULARS and letters have been sent
nut this week from the War Department
and General Grant's' headquarters, to the
Department and the Division Commanders
of the South, in explanation of the Presi
dent's recent peace proclamation. They
are informed that it does not discontinue
martial law, and does riot restore the privi
lege of the writ of habeas corpus. It was
also stated to them that the troops are not
to be withdrawn at present, that more will
be sent to any place they are needed, and
that the duties and preregatives of the
military are Oct in any ;respect thereby
abridged.
