Two elements always enter Into the con
. sttnetien and: working of government—
; •IPUIScaI, prce. and,Public Opinion. All
governments, no matter how variously
their powers may be organ ized, nor by what
dothenclattire' they may •be `'described, as
imperial, monarchial or republican, when
ever occasion exists, and the prevailing

reeling among the people acquiesces, use
Physical Force to its utmost extent. 'No
nation, of equal population, since time be
gan, ever wielded Physical Force with so
anrelenting vigor,,. or. wick more terrible
effect, than the government of the United
States during the last five years: It was
~: bn•thls *Ant that' our system was adjudged
in Europe, and measureably at borne, to be
defective.. But the demonstration IS abso
lute. .and Lrreastaile tliat;:ini :organization
is capable of putting into operation a larger
array of physical energy than any hope
,rial monarchy, ruling over a correspond
ing amount of population, that now exists,
or has ever existed. And this shows the
• incompatibility of describing , a republican
government as mainly or pecollarly a Orr
ernment or Opinion.
All governments rest on Physical Force.
Without material power at the command
of the Administration, law dwindles from
a rule of action into simple advice. Each
policeman on our streets feels and knows
that he represents the aggregate Physical
Force of the Commonwealth. Every vag
abond and, criminal is penetrated by the
• - • same conviction. Lock-ups, jails, peni
tentiaries and gibbets are at once symbol
and Instruments of the extreme Physical
Force necessarily inherent in our govern
mint. ,
All governments are bottomed on Public
Opinion. It was said of Rtutsia, years ago,
by as eminent publicist, that it was " a
despotism tempered by !s..esination."
This has open been illustrated in the his
tory of that country. A......q.saination is the
peculiar form In which Public 'opinion,
ontraged beyond endurance, expresses it
self:
In France, also, the supreme power i..
nominally lodged In the hands of one man,
yet no Government in nll th4world is more
sensitive to Public Opinion than this auto
cracy; or watches the nurnifestations-of it
with intense? solicitude. An American

hardihood that no French Emperor dares

the Northern States are really richer to-
day than ever before. 14 otwithstanding
the burdens Imposed by the, war, more
money has been made by them during the .
last five years than in any preeeding.ten

gages outstanding - and unpaid , than ever

used to be. The system, of credits has for
tunately been contracted; so 'that there are
fewer . "lame &telt/I," 'however many dead
ones President-Jonssos - may fancy to er
ist,-thatt there used to be. .
Hence, it has happened that astounding
defaleations,forgeries and failures, which,
lllfoiper years, would have so shaken
commercial confidence as to produce a
common collapse, have caused ,scarcely a
rripple in business circles. of course, some
houses arc embarrassed and straitened.
Failures have occurred and others will fol
[. low. All business men are not clear-sight
ed; provident, and cautions. Prosperity
elates some folks so that they expand lie
yopd the bounds of prudence, and involve
themselves in inextricable trouble.
No doubt losses are to be incurred in the
process of getting down to the solid basis
of specie. 'But business men, in general, -
can afford to submit to losses, and yet not
be ruined. They have made extraordina
ry gains, and in the reasonable expectation
of having to part with a portion of them in
in the inevitable fall in prices.
Just now a special consideration is forced
upon attention. There are indications
that a season of pestilence is soon to fall
on the country. How pervasive the plague
may be, or bow fatal it may be, neither
human intuitions or ratiocinations will en
able any one to foretell. Should it spread
far and wide, and prove malignant, it. may
cause a serious stagnation of business, and,
combined with other instrumentalities, lead
to a commercial revulsion.
Aside from this consideration, if Con
gress shall take such wise action as now
seems probable, in so adjusting the impost
to the excise duties as to - afford our home
industry that measure of protection which
was originally intended, and is indispere a
ble, there appears to be no good anti suffi
cient masons for anticipating s gel/cull
break-up.
It is doubtless true, however, that under
the existing connection between govern
mental credit and the basis of banking, a
finanebal crash, once precipitated and ac
celerated by prevailing unsqundnes, in
commercial and manufacturing circles,
would he much more disastrous than under
any system which has obtained hitherto.
It is certainly the part of wisdom for
business: atetr 'to • pioceecl, just non, with
