In all these dispatches, and many nor ,
of kindrekimport which we have no
apace to quote, four points are brought It
view. I. That the revolted States had no
"resumed their hiyalty to the Union." II
That those States, were antler obligation
to comply with certain conditions befor
resuming those "relations." :1. That th
government or the United States had m
thority to determine those conditions nn
enforce compliance. 4. That the Pres%
dent is the government. On the first thre
of the., points we fully voinoide with 1;1

There is an important sense in wii;ch
the revolted States are eat of the Union.
They have, by their own acts, fallen tinder
di! ‘ ssbillties• It is the province of the gov
ernment to prescribe the terms of recoil
cilement. In an especial manner does this
duty devolve on• Congress, as the law-mak
ingewer, subject, as a matter of course,
to the veto prerogative of the Executive.
When the war ended Congress should
have been convened in special session, and
the President, according to his constitu•
tional obligations, should have submitted
to the Houses his views of the state of the
country. There never Was au emergency
so imperatively demanding a special con
vocation of the representatives of the States
and the people, as this; and there never
will be, to the end of time, a more pressing
necessity. It suited the President not to
summon Congress, but to arrogate to him
self all the powers of government.
We are not dismsed to quarrel with the
conditions exacted by - -the. Prgaident, We
should be glad to see all those conditions
enforced, and .others in addition. Aud
here we cannot help remarking that the
moat significant suggestion by the Presi
dent la this, that the results of the election
in North Carolina had damaged the pros
pects of restoration for that State. What
is this, but an assertion of the doctrine that
North Carolina may be held In subordina
tion until such time its the temper mani
fested by the people shall demonstrute a
• return to genuine loyalty?
Note what changes have passed over the
President's Ideas of reconstruction. In
July, as will bdseeu in referring to the dite
patches of Secretary Srwann to Governor
SHARKEY, to which we recently called at
tention, the President asserted the author
ity of Congress over the whole subject as
broadly as the "wildest of radicals." In
October and November, as will be seen by
the dispatches given above, he claims ex
clusive authority for himself. His language
is not the language of a republican Presi
dent, with limited and co-ordinate powers,
but
~ that of an absolute Dictator, with
nothing 'to consult but his own will.
Now, the President. virtually confesses
his usurpation, by declaring there is uo
authority in the nation competent to im
pose conditions on the eleven revolted
States; that all they. have to do is to elect
Senators and Representatives, send them
on to Washington, and have them demand,
of right, admission to seats. He holds that
the right of each.of, Mese eleven States to
representation is as ample and perfect as
the right of the loyal States. What will be
the next in this series of changes of posi
tion it is in rain to conjecture. Some of
the most intelligent andinfluential western'
journals have gone so far as to Implicate
the President in a conspiracy foe a coup.

and pomestic Duties on Steel." One para
graph has special signticance :
"The official returns of steel of all kinds

and lialtimore in the year 1884, under the

31,246,043 pounds, which, computed at the
pre: ut rate of duty, produced $870,1111 38

fourth of a cent per pound more duty than

lates to this branch of industry the existing

This spring it is only 4,700. This is glori

OHIO RXPOSITOR v.—The RepoAttory,
published in Canton, Ohio, has entered
upon its fifty-second year. It was started
In 1815 by its present editor, honest infix
SAXTON, who has been its editor ever since,
and who is probably the only editor living
who has remained with the same paper in
the same place for fifty-one consecutive
years.
LAST week nearly every one of the few
'conservative" organs of the President,
pronounced the Civil Rights bill a most ex
cellent meastire: The only exception that
we know of is the New York Timer. Now
they are all hunting excuses to justify or ex •
eipzr the veto.
THE Detmit Port, a new daily just started
in Detroit by Den. CAUL. SIMI: nz; has. been
received.. It is a neat quarto, very ably
edited, and takes-its stand firmly upon the
side of Congress in the issue between it and
the President.

—the men alto are ever ready to hold hark

counter the weapons of the enemy, and suf

fered death for his extreme views, useless?
Were Joseph Second of Austria, Peter the
Great, of Russia, or William Tell, useless?

Lord Melbourne deelared the late Rich
ard Cobden mad; and yet Sir Robert Peel
acknowledged that the repeal of the Corn
laws, to which Mr. Cobden devoted five
years of labor was dne to him more than
any other man. So it is with the extrem
ists in inventions, who are denounced anti

SENTIMENT In NE)V ORLEANS. —A gen
tleman well•known in the west, and whose
opinions have Ifeen . formed from long ob
servation, writes as follows from New Or
leans, to a friend in this city :'
"I think the prevailing feeling is that
the South has been overpowered; that as
against the government they are power
less. Bothin private conversation and in
public lectures, within a month past, I
have been pained to hear that in the event
of a foreign war they would be found on
the side of the enemy; in lectures, a little
circumlocution is needed, but not the less
distinctly understood, and with approval.

AUSTIN, March 12, 1886.—1 n the Consti
tutional Convention, on the Bth ittst., the
debate on the repeal of the ordinance of
secession brought' forward Messrs. Wald,
Ireland and Ronnells, three unpardoned
rebel generals, each of whom maintained
that the State hatha right to secede in 1881.
In a speech made by Wan!, he declared that
the people of Texas had been marching to
such other music of late that they would
not submit to everything that was asked of
them. Mr. Ireland also remarked that they
(the rebels) would have to girt on their
swords and go to the assistance of Presi•
dent Johnson. Many of the Union dele
gates are getting sick and tired of the pro
ceedings, and are leaving in disgust. ' There
are prospects of a general smash-up in the
Convention before long.

W. B. Oddie,an artist, and John La Dew,
his friend, were In the Carlton House, on
the southwest corner of Fonrueenth street

near the door hating his boots cleaned. He

pointed it at Mr. Ckldia, saying something
about putting a hall through his friend's
hat. The pistol exploded, and the ball took

cation of the white youth in order to main
tain the "just supremacy" of the master

Johnson's official action has any effects,- it
is organizing the South into a distinct and
antagonistic power in the Union. The old
practice of the pro-shivery Itelitorrat V,
was to keep the Southern Slates united, and
by dividing Northern sentiment, seek to
control national politics. Whatever his
purpose, the etTect of the President's
speeches and policy tends in the mine di
rection.—Utica Herald.

Mledgeville papers say that inure than one
thousand negroes have within two week,
passed over the Georgia railroads. front
Putnam and adjacent counties, for the
West. They have been induced to leave
their employers on the promise of higher
wages. The most able-bodied and likely
fellows are taken with only a change of
clothing. Their particular destination is
unknown.

—The North Qurolina papers are full of
statements going to show that plantations
in that section are being rapidly bought up
by Northerners. A derseyn v recently
purchased twelve hundred acres in Wades
boro',.N. C., at eleven dollars per acre. .1
New York company are on the point of
taking tell thousand acres in the same Stat e .
on which they will t-otle English ewi
grants.

Judge Hughes, of Indiana, and Montgomery
Blair, the authorship of the veto message
is variously assigned. The .tole •litfers so
much from that of the speeches which the
President makes as to have excited onsid
erable comment. One gentleman, speak
ing of it remarked: "The I resident writ,
well, but he keeps some low tel shout
him to make his speeches." •
