the Legislature must be guided by the ex

sum proposed In this bill seems to us rather
large, and doubtless the framers of the bill
have made what they would deem a liberal
allowance in naming that sum. (if that

they should cut it down to a point which
they consider sufficient to rover the amount
of relief it may be deemed prudent to ox-

We trust, however, that in Huang the
amount, they will abandon all idea that the
l'tffied States will reimburse the State for
this allowance. We feel confident that that
a ill never bo done. Whatever the State
gives it must give absolutely, without hope
of reimbursement. The claim upon Con
gress, In this case, Is n good one, hut it will
noLliti . reeognizesl, and for the rele,on that,
to do so, would open a door which it Is the
interest of the nation to keep clasoly shut.
Let all anticipations of that kind, therefore,
be left out of view.
