yet this antagonism, when the essence of
the matter is reached, is more in appear
ance than reality.
All governments am based on opinion
and forte. At bottom, there is not much
differerMe in the admixture of these two el
ements in different governments. One tut
tion takes the autocratic form and another

quired. , But there is almost unanimous
- concurrence in the belief that some is indis
- perusable. That reserve of Force Which is
- known to exist in the nation will do the

rest. IL is not necessary that a power
should actanily be on the spot to be felt

Gen. Grant thinks a large increase bf the
regular army desirable. Some Statesmen
concur lb that opinion. But certain facts
ought tblie considered. Before the war it
was found impossible to keep a few nagi.-
.ments uja to the mark of effective strength.

The feeling against remaining in the service

What, then, will bethe effect of authorizing
new-regiments? Certainly, not to increase
the effective numbers of the army; but to
lengtherrthe List of officers and.to lucre-ask

can be enlisted will not fill' the regiments
now existing. Tho present array of regulars,
with such colored regiments us can be re.
tattled for fort duty, are sufficient for every
purpose that can be subserved by the crea
tion of additional staffs of officers with few

and the government creditors are alike in
terested to resist the Increase of the number
of regular regiments.
