In the Western" Districts of North Carolina
headquarters' at Salisbury, there have been
over two thousand eases of disputes between
whites and blacks settled by the Freedmen's
Bureau. Most of these arose from the plan
texts refusing to pay for last season's work. In
the' same time there have been eighty-sb
eases of murder and assault, in nearly every
settle white men being the assaulting parties,

hundred helpless negroes—mostly vrtrmca
and children,—in great need of clothing.
