whose impatience at the bare suggestion of the
withdrawal of theforce from Fort Sam ter is

tion in advance for its supposed purpose of
“surrendering" to the secessionists, forget that
Congress has given to the President no au*-
thoiity to raise and equip armies to defend the
fortress, and tbit the blame, if blame exists,
most rest upon the shoulders of a majority of
Congress, *cd upon the late President Buchan
an. It is now almost physically impossible to
relief 0 Fort Sumter with the slender means |
at the disposal of the President. , j

that no steps are taken to collect the revenue!
in the seceded States. It is well known,that
the revenue laws ion the statute bools con
template the active do-operation of the people
of the several States in their enforcement, as
well as the acquiescence or the State authori
ties. There must, by the terms of the law, be
Custom-houses in the seaport towns, with col
lectors and other officers, together with public
j warehouses in which goods may be stored “in
bond/* until "the merchant' chooses to draw
them forth. Suits may arise for attempted
frauds upon the Government, which suitamdst
be tried before ;thb FedSnl Courts and local
juries. But in the seceded States there are 06
Courts, the Judges, Marshals, and,District-
Attorneys having resigned and acknowledged
exclusive allegiance to the State authorities.
It is, therefore, impossible to collect the reve
nue tn the ordinary way. Mr. Bingham, of
Ohio, in view-of this state ot things, proposed
to apply a remedy.-Jcnown to the public as the
Force bill. . This bill proposed to collect the
revenue at the bays and rivers, j>y stationing
; vessels of war :at Convenient-points, to com
i maod the entrances. This .mil was held by
Hr. B. to be essential to thd object it had in
vie w, ;and was used upon the House of Rep*
resentatives with his usual! zeal and ability;
but that bod f. neglected to take it up sod'paas
it, thus leaving the President without the
power to collect jthe revenue in the States
which have taken a hostile attitude to .the
Government. Hr. Bingham now consistently
admits that the enforcement of the revenue
laws has become impracticable by the faitare
of Congress to take up and pass his bill. At
the door of that body, therefore, the fault lies,
and not at that of the Executive mansion- Mr.
Lincoln has been left powerless to enforce the
laws, and yet by the ignorant and unthinking
he is held responsible fortbe failure.
The fact must not bo lost sight of, regrot it
as we may, that our Federal Government is
theoretically': andjftacticaßy.wcak. It was
hoped bytheframereof the Constitution that
the defects of fodoral forms of government, as
exemplified in the history of Greece, Holland,
and Germany, had been provided against in
that instrument; and very, probably the Gov
ernment,: whieh they organized, would have
possessed sufficient strength, if tho subject bf
it hid been homogeneous, or even free. But
it has become evident that a confederacy of
slave holding States can never be strong and
compact. ; Slaveholders, fireman innatecon
scionsness that their cherished institution is
contrary to natural justice, are prone to be
jealous, especially of communities which con
demn and proscribe slavery. There can bo no
1 such thing sis perfect harmony between them.
Like the wicked, they *jflee when no man
pursueth 1 " and are given! to much babbling

forgiveness toward the rebels, as best calcula
ted to destroy the morbid sympathy for them,
which to a greater or less degree pervades the
Border and Middle [Cor. of Times.

The greatest mob ever known to the civil
ized world, of organised for riotous purposes,
was matured in Montgomery, Alabama, in the
yeer of Grace, 11861, and iamtscalled a “South
ern Confederacy.'' The avowed object of the
leading spirits in this incendiary movement,
is to secure their rigbts,<real or imaginary;
but their controlling object is, under the forms
of law, to play piracy upon the high seas, and
toiplunder United- Statesaraenals, forts, cus
tom houses, mats and pobt offices; anunfor
tanate turn of the political wheel having de
prived them of these distinguished privileges,
as functionaries of a great Government, which,
by their weakness, mismanagement and cul

to more respect than the great Southern Mob,
headed by Jeff. Davis, for! it was Organized for

we aro a Northern man, and entertain preju

Wo are devoted to the South, and bar insti
tutions, but not to her corrupt and designing
politicians, a set of disappointed ambitious
men, utterly too vile and selfish to govern a
