EVIDENCE OF THE PAYMENT OP A
As before remarked tha payment of a tax may be
proved by the oath of the applicant; or, it njay be
pcpred by the production of a receipt. If tbs Officers
hare.any doubts on tow subject, they may eramioe
this applicant as to whether he is the party torwhom
the receipt purports to have been giveo, nod whether
he actually paid the tax. So too, where a certificate
of naturalization U presented,'..they may inquire
whether the applicant is the party named la the
certificate or not, and in general, they may exercise
a sound discretion in putting such questions as to
enable them to decide in each case whether tbif party
has brought'himself within the provisions ;jjf thfe
Constitution and the laws, regulating the right of
suffrage.' The mere feet of the name of an applicant
being on.tho tax list, is not foDjcienl to entitle him
to vote. ■He must show that be has paid the tax. '
' This abstract has baen earefully prepared/to aid
election officers in the discharge of their duties. It
embraces the essential .provisions of our etectufe
laws, and if properly observed and enforced, daonot

prevent fraadit in the elections. is ■
