Mr. Gwia said the object of the Post Office Com mittee was to establish a permanent mall system.— He proceeded to cxolain the details of the bill. - The Chair called ap the Special-Order, It being tbe private calendar, and it was postponed. , Mr. Davis’ resolutions were taken up. Mr. Crittenden conduced bis remarks. Mr. Crittenden took the ground that the resula tlon contemplated evils not likely to arise. The question was then taken oa Mr. Brown’s amendment, that intervention is now needed, aod lost: yeas 5, nays 43. . Mr. Collamer offered an amendment to Mr. Oling rnan’s amendment, to the effect that no intervention by Congress in the Territories ever wilt be required. Tbe amendment was lost: yeas 16, nays 83. Mr. Cllngman’s.resolotlon, that no necessity now exists for the intervention of Congress to protect ■lave property io the territories, was adopted. The fifth resolution was taken np. It is as follows: Revolted, That if experience should, at any time, prove that the judioial and executive authority do not possess means to ensora adequate protection to constitutional rights in a territory, and a territorial ehould fail or refuse to proride the necessary remodies for that purpose, it will be tbe duty of Congress to fuppty that deficiency. Mr. Brown offered the following as a sabatllnte for tbe 6th resolntlon : Resolved, That experience baviog already shown, that the constitution and common law awarded by' statutory enactment will not afford adequato and sufficient protection to slave property, some of the territories having failed and others having refused to pass such onaotmeoti it baa become the doty of Coogren to interpose and pais snob a law as will afford to slave property in the territories that protec tion that Is given to other kinds of property. Mr Trumbull said be had no objection to the reso. lotion as it stood, as a mere abstract potitioo. He offered as an amendment that there Is not a Consti tutional right to take and bold slaves in the terri tories. The amendment was rejected: yeas 17, nays 3L The fifth resolution was then adopted: yeas 35, nays 2; Messrs. Hamlin and Trumbull were the only nays. The sixth resolution was then reported, as fol lows: Resolved, That the Inhabitants of a territory t>f the United States, when they rightfully form a cod. stitotioo to be admitted aa a State, may then for the first time, like tbe people of a State when forming a new constitution, decide for tbemsalves whether slavery, as a domestic institution, shall be maintained or prohibited within tbeir jurisdiction, and that they shall be received into the Union with or without slavery, as their constitution may prescribe at the time of thsir admission. Mr. Wilson moved the following as a substitute: Resolved, That slavery Is against national rights, aod can only exist where Uis upheld by local and municipal law, and that the constitution neither cre ates nor establishes, nor authorizes' Congress to era ale or establish slavery, nor guarantees the right tn any persons to take into or hold slaves in a territory; and that slavery, being wrong tn itself and prejudi cial to tbe rights of freemen and the interests of free labor, U btbe duty of Congress to prevent its exten sion into tbe territories of the Uolted States.
