all past Spanish efforts at colonization and con

ated disaatrously. Cuba and Porto Rico are the

would be far more prosperous under almost any
other flag than the Spanish. Whether Spain

nearly sectional vote, has passed the bill for the

The bill may pass the Senate, but probably
will not. If the democracy were wise, they
