Mr. Irish read in hie place s bill to regulate

duced last year, making it obligatory that all
claims upon the county shall pass the Auditors
before being paid by the Commissioners. Un
der the decision lately rendered, that the Audi
tors have now no right to reject a bill passed by
the Commissioners, unlace fraud can be shown,
the passage of this bill may be considered a
public necessity: ,
Mr. Penney read in place a supplement to the
act for therreformation and employthent of so
grants, drunkards and disorderly persons in the
county of Allegheny; also, a supplement to the
Pitteburgh, Newcastle and Cleveland R. It, Co. ;
and a supplement to the act to incorporate the
Monongahela Water Co. -
The bill from the Honse—to confer banking
powers on the Mount JoiSaving Institution—
was called up and passed to-day by the follow
ing vote:

dith, Parker, Penney, Rutherford, Schindel,

Mr. Imbrio called up a bill from the House to
lay out a State Road In Allegheny and Butler
counties, whioh passed finally. It authorizes a
road which commences In Butler and terminates
at an old blacksmith shop in Pine tp., Allegheny
county.
Mr. Irish called up tho bill from the House to
incorporate the East Liberty and Wilkinsburg
Gas Co. A large number of Corporators was
added—among them the names of F. Sellers, 8.
Harbaugh, Wm. Hagman, Edward Balm, Geo.
A. Berry, Jos. Woodwell, Isaao Jones, Geo. Keg
ley, Geo. Black, L. It. Livingston, W. B. Negloy.
It. H. Hartley, W. o.eeille, T. 8. Clerk and C.
Zag. The second sectlon sae also struck out,
and a new Emotion added, allowing the company
to connect their pipes with the pipes of the Pitts
burgh Gas Co. The House will doubtless con
cur.

ed by H. Thouvenel to the Doke of Hrammout.

amines the redent facts which have calmed the
present state of affairs in the Legations, and
states the reasons of the evil, and to whom be
longs the reep,erisibility of it. 111. Thouvenel
recalls the events In the Romagna before and
daring the late war, and endeavors to show that
from the day the Austrians evacuated the Ro
magna the acoomplished facts were unavoidable.
At the begitting of hostilities the neutrality of
the Holy See vas proclaimed. The Austristos
could, therefore, in complete security, 0012liD00
to watch for the maintenance of public order in
the Legations as we did to ROOM. II Is not for
us to judge the reasons which deteriilned Aus
tria to discontinue her mission while* France re
mained faithful to here. The Austrians having
left, the inhabitants rather found themselves,
than made themselves, masters. The insurrection
cannot, therefore be imputed to France H.
Thonvenel recalls the counsel given by the Em
peror to his Holiness on the 14th of July last to
grant reforms, which advice was not followed.
Rome allowed every opportunity for reconciling
the Legations to pass away. The Emperor then
addressed his letter of the 31st of Deceniber to
the Popo. H. Thouvenel then passed in review
the proofs of devotedness which the Imperial Gov
ernment has given to the Popo in affairs of the
interior, as well as the exterior, since IS4B, and
adds:
"From thin etatement it can be deduced how
much satiefaetion it would have afiorded and
would still afford, the Government to give its
support to a combination capable of relieving the
embarrassments of the Holy See; but in thin ease
the good-will of Franco runs the risk of enemas.

leave the region, to which the question dies not
really belong in order to return to the ground
of the temporal interests which alone are at
stake, his Holiness would then bring about, how
ever late, chance favorable to his cause. is
any cue, it would then allow the Emperor to
lend his support to a c osculatory and reasonable
policy."

A CONTROVEIIST Is being raised in England
now, in the columns of some of the Methodist
papers, On the propriety of lining the hymns at
public warship. Old Methodism clings to
the syttiem of giving out the hymn by lines;
Young "Methodism prefers to have the whole

much probability of the two being likely Boon
to come to any-thing like a definite settlement of
the question.
