whole number of teachers in tbe State, In these

In our city, an 4934 feiaale. '
There ore in the State 1784 school districts,
of this number 1071 districts have selected, and
havo in use, a series of text books. In 44 dis
tricts they hare been seleoted, bat havo not
yet been introduced. In 207 districts they have
been seleoted and partially introduced. In 209
districts no selection his been made. One ban
dred and ninety-three districts hare made no re
port upon the subject.
In 889 Districts the Directors hare visited the
Schools once a month; In 72 they have been vis
ited by the Secretaries of tbe various Boards,
acting as Dislricfßapcrihtendentg; in 435 they
have been occasionally visited by the Directors;
in 132 they do not visit them at all, ‘and 232
Districts have made no report on this point In
1027 Districts, all the school houses are report
ed comfortable, and fit for their ueea; in 345 the
majority era reported unfit; in 115 Districts, all
the bouses oro totally useless; in 94, they have
too many school bounce; la 348, they have too
few.
The Lancaster County Normal School, located
at MilUrav3lc, has been re-organized as the
State, Normal School for the Second District.
Ho recommends the members of tho Legislature
to visit the School during He speaks
in the warmest ao<l most eulogistic strains of
“the methods of touching, its Jacuttles, and fa
cilities of|inalraciion, tho self-sustaining family
system of ; government, and tho co* education of
ibe sexes.”
In connection with the Normal School, there
has been established a Model School; differing
from any established in tho Eastern part of tho
Union. TheSaperintendontthuadescribes It:
“The Model School room is fifty feet by forty,
with single desks, for ono hundred children of
different ages; four recitation rooms, with twelve
hundred feet of black-board surface; a private
room for tho Principal, and a callable apparatus
to illustrate tho studies pursuod. Tho branches
taught are tho alphabet, prt^nelation, spelling,
reading, writing, drawing, vocal music, geogra
phy, grammar, arithmetic, and the history of the
United Slates. There ara about thirty class
rcoUailons d.dly. The classification, govern
ment, general management of the school are un
der the direction of tho Principal of tbe Normal
School, who remains all the time in tho school
room, excopt when business calls him to one of
the radiation rooms.”
Each otadent in thtNormal School is a teacher
in the Model School. They eaob teach one hear
per day, and in that time hear two classes. Every
other day the students of tho Normal branoh
meet the principal for a class recitation in (he
practice of teaching.
Ho recommends that liberal aproprialions be
madoby tho State to Normal Sohools, and small
aproprialions to teachers’ county institutes iu
prdcr to sustain the former upon a generous
scale, and to obtain suitable instructors for tbe
latter.
There ate about 200,000 living iu each Nor
mal School districts He thinks an aproprialion
to each district, contingent upon a sufficient sub
scription being to sustain each sobool
permanently, would soon test what district pos
sesses® die power and will to carry such an ex
periment into successful operation.
The County Superintendent has been success
ful in proportion to the fitness and ability of the
officerahd his ratio of compensation. Sixty-four
Saperintendeh!s‘~have received $38,840 as the
sum total of their annual sciatica.
He advises that the salaries of county super
intendents be fixed by law,'or that they be grad
uated according to the number of schools and
square miles in the district This would pre
vent tho endless bickerings which oocur in school
boards relative to the e&laries of superintendents.
•Ho would leave only tho power of election to the
directors. He mentions several instances where
township high schools have been established in
tho rural districts with, cheering promises of
eucaess.
Ho recommends a liberal increase in the
State appropriation for school purposes; One of
the speoiAl reasons urged for this opprprialion is,
that tho-Westcrh and Northern counties suffered
most heavily from the frost last’Jane, and are
s not able to contribute os much as they have
done heretofore'to the local school tax.
The term of the present Superintendent, ahd,
as a matterof course, that of his Deputy, John
M. SnlKrao, expire on tho first of June next.
They have both labored moat earnestly to in
crease the efficiency of our school system, and
have done much to advance it. They are both
men of large experience and fine executive abil
ity. Their retirement will be greatly regretted
by the teachers and county superintendents
throughout the State.
