opinion that the leading facts in each are all

The expenditures of the fiscal year ending
June PO, 1859, were $15,761,093 80, of which
$11,153,83 63 Pas paid, leaving unpaid, owing
to the failure of the appropriation, $1,296,-
009 26, This sum includes $780,599 00 appro
priated by spccial acts of Congress out of the
General Treasury, which, being deducted, leaves
the actual (paid) expenditures $10,668,183 07,
instead of $11,458,083 61, and the total of ex
penditures and liabilities $14,964,403 33, in
stead of $16,704.092 89. If there be added to
$11,458,083 GP the earn of $O5 96, cloned by
