NILTENBpROER'S STATION, PAYETTE COUNTY, I' On the 10th of May, 1790, Hamilton wrote from Now York a latter, is which among other things he rays: "When Int in Philadelphia, you mentioned to me your wish that I should retiree* a certain paper which you hod prepared." He then requests that the paper should ho rent to him este.. aS "you have given it the bodss • Pon ;man it to have." Oo the 13th of May, Washington acknowledged the receipt of . Hamilton's letter, and says: "1 inclose (in the rough state) the paper mentionenherein, with come alteration in the and page, rinse you MI: it, relative • to the reference al foot." This expreesion about the alterations on the first pogo and the reference at foot threes to identify as theinclosed paper, a document published in part in the twelfth volume of Mr. Sparks' writings of Wash ington, page 357, the beginning and conclusion being there omitted, bat eubsequently furnished by Mr. Sparks to John C. Hamilton and published in Mr. Money's book. The Leginniny is an introductory address to ...Friend* and Pefloto C.":ficos;" it then "the'ruotatios to this addren was composed • and was intended to be published in 1792," and af ter moms further remarks it introduces Madison's Draught. After that' there are several pagos of "flint. or Hoods of Topire," and thane conclusion. The beginning, the Hints and conclusion, aro Wash ington's. Washington was desirous to incorporate the quotation, that is, Maditoe'a • Draught, for a reason which it may Improper hereto state. He states it him. I self 'in his letter to Hamilton as follows: "It will be • perceived from bonny - that lam attached loin quo tation," (htedieou'a draught.) "My reanons for it are, that it is not only a fact that loch an address sem written, but Intown oleo to one or rte.. of the characters who are nosAltreagest and foremost in op,. sithiileote the goterthwent, and consequently to the I person. adnaltdetmlag lt—tee nromuigatto n teener, an an evidence that it woe much against my inefina. don that I continued in office, will rause it more readily to be believed, that I could havens view in extending the power of the Sarcutive beyond the Constitutional limits." He further noted, in substance, that its appearnthe would meet the allegation which he.ticipated would be made, that he declined on the conviction "that his popularity was gone and his - re-election hopeless." It will be aeon hereafter, however, in his letter of August 25th that he expresteels decided preference for Hamilton's original draught over either that or one prepared by Hamilton, on the plan of it. Tho Introductory portion, including the erasures which terve to identify it, occupy about three-foe rths of a page; Mr. Madison's Draught three pages; the "Hints or Headset Topics" rather more than. three pages, and the conclusion more than two— altogether about O(:10 pages. The Farewell Address, as published in the same book, covers torenteen page*. Ten sobjects are embraced under the Heads of Topics, and they are all introduced into Hamil ton's rough draught and sometimes in the very word, of those Heads. Oa the sth of July, Hamilton wrote to Washing. ton, principally on patille matters, but adds the fol lowing: "I have completed the first draught of a certain paper, and shall shortly transcribe, correct and forward it. I will then, also, prepare and fend forward, without delay. the original paper, corrected upon the general plan of if, eg that yen may have both before you for a ehoiceii. e. Hamilton's draugh t jest completed and the un pr,eviously not to him, to be redressed and coniPored of Madison's draught with Washington's own introduction, conclusion and "Hints or Heads of Topics." Oo the 30th of July, Hamilton writes to Washing ton "I hive the pleasure to send you n certain draught, which - I have mideaviired toleake en pctr. feet aStey Hemmed engagements tooldei peren. Mow far I here mended you will judge. I have begun the seam!' part of the task, the digesting of the sup plementary remarks to the first address, which in a fortnight I hope also to rend you ; yet I confess the more reonsider the matter, the loss eligible this plan has appeared to me. There seems to ho a certain awkwardness in the thing, gr.," and seems to imply a doubt whether the assurance without the evidence 'would be believed. ; The istranothe here retorted to is as follows "The violation In this address was composed and intended to have been published in 1792, de., but thesollcl bide of confidential friends, dc, induced Me to .Bee. peed the promulgation." Oo the 10th of August, Hamilton writes, "About a fortnight since I sent yon a certain - draught. I now send you another on the plan of incorporation. Whichever you prefor, if there ho any part which you wish to; transfer from the ono to the .other, any part to be changed, or If there be any material Idea to year Own which has beer, omitted, or any thing else in which 1 can be of any service, I will obeli, fully obey your commands." three; same day (August 10th) Washington ac. A cursory reading It has elready'had, and the sentiments there ! in contained are extrautely just, and such as ought pn 601nel:dented." Tho doubt that occurs of fires riser, is the 4.length of it for a newspaper." On the 25th of August, Washington writes to Hamilton': "I have giyen the paper herewith en. closed several serious anti attentive , readinr, and pre fer it greatly to the other draughts." - These other draughts were Washington's original draught and Hatailton'eleorrection of it"on the plan of it," an mentioned is Hamilton's letters of July sth and lOth, Washington then 'Ado, "I should have soon no occasion myielf ter Its (Hamilton's draught) under going a revision; but as your letter of the 301 h, which' accompanied intimates a wish to do this, and knowing that itcan Ito more Carefully . gone after 't beets out of sight some, time , I Send It with a squest that you "will rehire it in. soon as you bare carefully examined it; for it is - my intention to give it to the nubile before 111 leave this city (Philadel phia.) - He then mention 10th of September as the latest day. Such Is the title of a book lately published by Par ry k fillfillan, of Philadelphia. From an early pe riod alter the publication of this admirable edam., a question has existed no to its authorship, and !bat question had not been eatirfactorily answered notil the above named book appeared. Mr. Jefferson, In a letter to Judge Johnson; of South Carolina, dated JUIle 12th, 1823, said: "With respect to the farewell address,to the authorship of which .it seems there are conlicting claims, I can state to you some facts. He (Washington) had de clined a re-election, at the end of his first term, and So far determined, that he had requested Mr. Madi son to prepare for him something valedictory, to be addressed to hid constituents on his retirement "When, at the end of the second term, the valedic tory Came out, Mr. Madison recognized in it several passages of his draft; several other, wo were both satisfied, were from thapen of llanoilton, and oth'ers from that of the President himself." This, which was but a critical judgment or conjec ture of. Mr. Jefferson as to the contributions to the address, certainly approached the truth. Washing ton had resolved as early as May, 1792, to decline a re-election, had 'applied to Mr. Madison to prepare a valedictory address foe the °erasion, and Mr. Madi son had done so. Tho address which he bad pre pared, however, was hat a short one, occupying only about three pages of the camp size and typo, of which the adopted addicas required swenteatt. Washington bad ;suggested same topics to be elaborated in that addreaS, and Madison in his worklutd disensied each of them, oertaialy, not elaborately, and seems from his almost entire avoidance of all other topic', to man ifest a determination to comply with the request ef liftiihitigton,,anil to confine himself simnel, entirely to that compliauce. This rigid adherence to the sug gested topics. teems particularly marked, when we refer to the license granted to him, and indeed almost the invitation tq add other matters, contained in the following *entente of Washington's letter; • "To enumerate the variops • /objects which might be introduced Into such an address, would require thought, and to mention them to you would be lie necessary, as pair own judgment will comprehend all that will be proper." Farther reflection and the earnest appeals of sla cue friends prevailed upon him to reconsider his resolution to dedlino a re-election, so that Mr. Medi. eon's production was not used for ire intended put- . pos. In 11 . 9 f,, however, when his second term was draw big toe close, the resolution to decline another elect tion in an address was renewed. Washington than selected as his usistant and counselor one who waa truly a friend, who dilly appreciated his merits and who - had no feelings or aspirations which could bring him Into conflict, open or hidden, with his great and relying chieftain. Before the 10th of May, 1796—h0w long before is not exactly known—Washington had, in Philadel phia, shown to that friend, Alexander Ilatuilton, a draught which he had prepared of a Farewell Al; dress. r--- .1 iltop had; been corresponding for weeks about a farowell addreu. Hamilton prepared and - sent ono - to Washington with a request that if it was satisfac ,4 to ~ It might be sent back to him that he might re ' it. Washington is entirely satisfied with it, thinks it needs no revision, but, as Hamilton re quited, he sent It back to him, but desiring him to return It as soon as he had examined it, as be wished to give it to the public before he left Philadelphia, width he expected to do by September 10th, at the latedt. Ho also says in the same letter of Augutt 25th, if any alterations are made, let them be so plainly done "thee no &shake non happen in ,np . y. ing for the press." Therevision was completed and the draught again mailed on the Gth of September. On the same day, Washington writes to Ilamilhn, "if the promieddipaper has not been sent before this reaches you, thV bearer, Mr. Kip, who goes to Now Torii, partly on his own business, portly on mine, will i bring it safely." On the 9th of September, Hamilton writes to Washington: "I have received yonriletter of the 11th, by the bearer- The draught was lent by the poet on Tuesday (Gth)." And there ended the ebrmspondemse on that subject Tho Fare• well Addrers was signed by Washington on the 17th and published In Claypoole's Daily AdvertiseFml the 19th of September, 1798. Mt. James Lenox, o f New York, the , owner of .'
