Wastwrra Menace.--. The President, who be
comes extremely prompt when anything is want:
ed at fferper'e Ferry, ben for weeks been en
;idle and apparently unconcerned spectator of
, khe foray upon the Rio Grande. For some time
past the fatot y hae been noloriens that a Mexican
outlaw named 'CORTINAS, with a rabble crew of
eighthundred land Fiesta like himself, has been
keeping the peep% of the whole Texan border
in terror by hiahloody inroads from the MeXiCill
side 'of the line. Ile loss, during all that time,
robbed and t;otirdered with impunity, destroyed
towns, carried off prisoners, fired dwellings, and
curled sword end flame through that exposed
and 'defenceleseregion ; but in all his forays he
has rover met a United States soldier, nor has
the country witnessed a single movement to put
the bold outlaw down. There are marines, and
powder, and ball in plenty for Harper's Ferry;
but for the Texan frontier, nothing.
—Not, et least, until Saturday last. Then
the Cabled met, deliberated and resolved—to
punish,Conruras and defend the frontier? Not
s bit of it. But to order all the effective force
of the army to the Rio Grande, with instruc
tions to peas over and slese upon the northern
provinces of Mexico I
This was the programme onSaturday. On
Monday it was abandoned, nominally, and dis
patches were sent out to the country that the
mao L hing' of troops had been countermanded.
Probity Misadministration found that it wee a
dangerous experiment; and with its usual veoil
laden, It incontinently beaked out.
There 0111 be no doubt, 'however, that the ad
ministration had this purpose in view. A few
companies of troops, promptly ordered upon the
ground, would have extinguished COHILNAII and
given peace to the border; but the opportunity'
to gest a slice of territory from Mexico was
•. too tempting, and then how nicely it might;
..T.,litpure Buchanan's renomination at Charleston
;Iftbei could thus offer to the South new territory
for the spread of,Slavery ! If Ibis policy hes
been abandoned it. has been only temporarily so;
it will be resumed whenever the opportunity
seems more promising. -__
Why,- we may ask, should Mexico be paniebell
foe the offences of CORTIZAB! Tho Mexicait
nation has been for n year or two distracted 'by
rival factions, each claiming to be tho true go:y
. moment. In this state of anxiety it-can hardly
be expected that either of the rival governmen'te
will be able to suppress such border distur
bances ai Courutes sets on foot; and it would
be far more rational on out part to defend crir
own border, which we can easily do, than 4 to
seize upon the territory of an anforttutate led
distracted nation because they have not been able
toinep their ruffians in cheek. If our govern
ment had done its duty, and guarded properly
the (ratifier, these forays would not—could not
have happened ; and it looks very much, now,
exit the administration had been industriously
nursing these troubles that it might furnish them
the pretext for a land-robbing foray on our part.
If, however, Mr. BachatTan wishes to throw
these Mexican States, as so mush territory, Into
the political arena, to be scrambled for and fought
- - over, we can have no objection. It will renew,
the oonflioi-between Slavery and Freedom Be!

Tun democratic editors of the North appear
to have lust the little sense - of which they hod to

Such Is the fearful picture these ninnies hive
conjured up. They cower and shrink In the
dirk corner at' a ghost story of their own` elling:
Poor,, shivering, credulous fools—what would
laffsfy them? If Brown's family Lad been left
to perish, the fact would have been cited so an
evidence of the heartlessness of the North; and
If in effort is made. to provide for them, the
kindness which prompts It is tortured into con.

It Is of no use reasoning with such silly crea.
We advise these men to keep theinseliee easy.

armed men had passed, the Ohio,. near Wheeling,

mailed the. utmost consternation, and Col.
Davie, the commander of the militia left, at ,
Charlestown , hid telegraphed to Gov. Mee for I
the additional force of five hundred men, CZ he
was on thb eve of a sanguinary battle. A die-
patch from Wheeling; however, sets this prepos
terous' rumor at rest, es no body of men, with
hostile intent, had been observed to pass the
river in that neighborhood. Ohio appears to be
the quarter from which the rescue to anticipated.
A letter in :cypher, dated,it Urbana, Ohio. and
addressed to Brown. Is said to have been found,
in which he is recommended to keep in good
Cheer, as his frie, nde are mustering, and will

3 HARPER'S Finn, Suaday, Nov. 20—.P.,41.
Thelresh excitement was caused by the arrival
,from Bellair, near Wheeling, of a man named
Smith Crane, who elated that ho had incidentally
overheard a conversation between some men,
who had organized a band of five hundred to
march to the release of Drown and the other
prisonere at Charlestown. Ile immediately set
out Harper's Ferry to apprise' the inhabi

It was also rumored at Charlestown that a
light hod occurred in Clarke county between
home citizens and i party of strangers, and a
detachment was sent to the Beene of dieturb-
On the receipt of there rumors diepatohee

our town is again bristlieg with bayonets, and

head on the 21 and reached Southampton on
the morning of the 4th. She experienced rough
weather and a heavy season the passage round.
The Times' account of this third trial says . when
the ship was exposed to the roll of the Atlantic,
- she rolled and dipped but with ease. Tho ship
seemed to owing nerself with a sidelong, gentle
!motion over every wave, dropping deeply
and easily beyond them, with a regular clew
roll, and often quite deep enough to leave one
paddle-wheel out of water, turning high and
dry in the air. This motion of the vessel is
attributable to her very light immersions, and
to the fact of her having no upper weights to
counter-balance the coals eloped below. The
whole roll of the vessel is calculated at only 8
degrees each way, or 18 degrees in all—au every
day amount of smaller vessels, though something
for one which was supposed to be almost immov
able by wind or sea. The greatest speed attain
ed was over fifteen and a half knots, or close on
18 miles per hour. The run from Holyhead to
Southampton is pronounced far more satisfactory
than either of her previous trips. The engines
were under the sole control of Mr. McLennan,
chief engineer of the chip.
The new Cunard steamer just contracted for
with the Napiers, of Glasgow, is to exceed the
Persia by 500 tons, and will in every other re
spect be larger and more powerful than that ves

anything afloat, both as regards speed and in
ternal arrangements.
The Coroner's' Inquest held upon the bodies
washed ashore from the Royal Charter bad .oa
copied several days, resulting in the verdict that
the lives were lost by pure aCcident—that the
'captain was perfectly sober, and did all he could
for the ship and passengers. The divers con
tinued their operations, but without Importnnt
result. Forty-six bodies had been found alto
gether.
