Lord Shaftesbury and Lord Brougham opened the

Hod reported to full. The strong point of Brough
ent'S is a protest against bribery in elootions, a vice
,which the ballot would go far to rumors, and the
equalization of the social state mach farther. But
while so many are dependent on the prominent and
' wealthy, it is absurd to suppose that the inflaence of
wealth will cease to be felt in elections.
Lord Brought= spoke with just severity of the
strikes, which bear so hardly on individual merit
amonglabortni, and of which the present great ex

that point which ensures a healthy reaction. The
remainder of the address is devoted to the details of
saving and of temperance among the working

palliatives. Lord Shaftsbary's address is occupied_

It is a question whether Mr. Bailey can find any

FaTILAORDI9AILY ADUILISIOSB.—WO publish
this morning a vary remarkable article from the
Richmond Enquirer, elicited by the recent out•
break at Harper's Ferry. It makes that affair
the occasion for reinforcing the okra demands
of the South for a Congressional Slave•code to
protect Slavery in the Territories and in the
States; and it attempts to sustain this demsna
by same of the meet remarkable admisSions
which have ever found their way into a South
ern newspaper.
Tho Enquirer declares that io all the northern
,counties of Virginia, Slavery has already beep
virtually abolished by the mere railorest the
General Government to afford adequate firoleet-
Gen to the ineltlulioa. " N00.1111eiVelali00.",
says ibis leading organ, "has practically !ibex..

t is melancholy to see such nonsense as this
gravely uttered by the leading Preea of Vir

which ought to have taught a different Jenson.
The Enquirer ehould select some more arpropri
atelime for iodulglng in threats against the
North, than the morrow of the day on which
twenty eraoh-braleed Northern fanatics cap.
lured a Virginia village of two thousand
inhabi
tants, cowering, in the language of their own
Govirner, like sheeplitefore them. If Virginia
cannot protect herself against ouch an invasion
as that of Brown, except by the intervention of
Federal troops, she is scar c ely in condition to
reject all aid from the Federal Government,
dis
eotee the Union and defy the whole power of
the Northcru Statea. The flarpree Ferry af
fair ehonld teach the 'States the extent of her
dependence upon the Federal arm. Tee Con.

to prompt and indignant reprobation of thie ne

possibly a doubtful struggle. This is scarcely
the time for pushing.uureasonable demands on

a coneervativa and rational disposition on this
euhject, the National Goverment will readily
asecot to this theory, and will abstain from any
interference with Southern Slavery. But the
demand for Federal protection for Slavery will
provoke on opposite demand for its extinctiJt.,
and the construction of the Constitution
which ie relied on to sustain the one will give
plausibilitrand force to the other.
If under the system of federal nen.interven,

Tot SMOICCICS CASCIII —ilia remarkable re•
searah made by M. Bouisson, upon the danger
of smoking, has attracted the - notice of the Ac•
edema° -Francaise, and has been rewarded with
high praise. 6 The horrors hitherto -unknown, or
unacknowledged, with which smoker/ are threat
ened, nay - more, -- oansioted by M. Ilonieeon, are
sufficient upon bare anticipation to rein the-rev
enue and the pipe-makers also. ;Cancer in the
mouth M. Douireon declares to/are grown so
frequent from the not of tobitooo that it now forme
one of the most dreaded diseattes in the hospitals,
end at Montpelier, where M. Bouisson resides,
the operation of its extraction forme the princi
pal practice of the eurgeone there. In a short
period of time, from 1945 to 1859, M. Boras
son himself performed sixty-eight operations for
cancer in the lips at the Hospital Saint Eloi.
The writers, on cancer previous to our day,
mention the rare occurrence of the disease in
the lips, and it has therefore become evident
that it must have inoreaced of late years in pro
port ion with- the smoking of tobacco. ht. Boni--
eon proves this fact by the relative increase in
the French deities on tobacoo, which, in 1812,
brought en annual amount of`2s millions, and
now give a revenue of 180 millione; almost that
attained by duties on. wines and spirits,. and far
beyond that rendered by those en auger. '4ll.
Bonisson remarks, justly or not, that "this figitro
extravigant as it may appear, fades into toe*
nifraince - before that attained by the British tax,
which, according to Dr. Seymour, amounts to a
fabulous sum, in a country where boys smoke
from flee o'olook in the afternoon till three
o'clock in the morning and where children of
ten years old are known to consume as many as
forty cigars In a day."
The nee of tobacco rarely, however, produces by
cancer In youth. Almost all Bouieson'e patieota
had passed the age of forty. In iodividuals of
the bumbler els:sees, who smoke ebort pipe and
tobacco of Inferior quality, the diocese, is
more frequent than with the rich, who smoke
cigars or long pipes. it becomes evident, there
fore, that it is °win more to the constant eppli.

the nicotine, that the theme is generated. With
