Lewszsce, Kansas,•August 24,1869.—A pub.
lie meeting. Was held hero last evening, to hear
the confession read of the Yankee Kidnapper,
J. J. Homy. •
Tho chairman announced to the meeting that
Homy had made s fall confeimion of hie connec
tion with the kidnapping of himself and fifteen
others, last January, and that he had left the
Territory, but before going had given his trunk
containing a oorrewoodenne between some slave
holders in Missouri, and Homy, in reference to
the re-cop taro of fugitive 11111TCD; among his effeCts
he bad also found a bible with the Initials of
Iluzzy's name upon it.
la compliance with ayequest of the meeting
Doctor Day read the recommendation given to
II rimy by his pastor, when he was about leaving
his native place in Now Hampshire for Kansas.
Also a letter from Hurry to a Mend, giving an
account of his connection with the Pre* Stale
Army hero '
and announcing his willingness to
give up his life .if necessary to prevent the es
tabliehment of the hated institution of slavery
upon the coil of Kansas, proving conclusively
that the Yankee Kidnapper has not always been
willing to go Into the business of betraying the
fugitives into the hands of the spoiler. The
recommendation from hie pastor in Rochester,
New Hampshire, gives Mtn a good moral, Intel -
lectual and gentlemanly character. •
The confession of Iluzzy was then read tothe
meeting, exciting great sensation, an the plot
and plane of the kidnappers became known.
Stich infamy, treachery, ichumanity, and moral
turpitude, on the part of these men, astonished
all.
Their plan of making dopes of the poor op•
premed vlotlme of slavery, by pretending felend
Alp, and underills guise to betray them into tee
hands of the elevehunter, is indeed, the lowest
depth of crime ever baud or'teed of in history;
it Is uneurpassed la iniquity, and deserting of
the severest punishment. Our people did opt
suppose It possible for then born In New Eog
land, to descend to ouch a depth 'u _theist men
have gone in moral pollution. . All the crime s of
the Border Ruffianein Kande, for the eve years,
le 'wilting in comparison to it, -
At the request of the meeting, the chairman
read ecieral letters reedited by tinny `,from
elaveholders, offering Ulnas for the recovery
of rumawayeaves.
One Hufshinson offered, first ene„, , and then

the kidnapper. Ile thought from a knowledge
of the early Brent finny, away. up among the
granite bills of New tiampebire, he had been ed
ucated in a pions family, that in hie plant he
had beenvanght to love and respect his fellow
men, to read and study the Bible, to go to IL as
a sato and sure guide

temptations . ' of life. lie came to Kansas, took en
active part in our troubles in the defence of free-
doro, wee unforAinste, loet hie claim, got lazy—
the crying fault of our western men—would not
work, tried teaching and failed.
!Hooey was offered hint if he would become a
kidnapper, to - betray hint that wandereth. He
was tempted, he went to his Bible and reed it,
to gain strength to resist temptation.
He commenced at the beginning, found verses
denouncing the kidnapper, pondered over them,
resolved them in his mind, stood firm against
temptation for a time, turned often and read the
following two passages which bear unmistakable
evidence of haring been referred to often. They
aro in the XXITI and XXIV chapter! of Deuter
onomy, the 15th and 7th verses: "Thou shalt
not deliver onto his master the servant which is,
escaped from his master unto thee."
•.
"If a man be found stealing any of the 'An
drea of Israel, and maketh merchandise of him,
or selleth him, then the thief shall die,"and thou'
shalt put evil away from among you."
The reading of the above made him conscious
of the great crime be was tempted to commit.
And .turning to Ephesiane, VI chapter, 11th
verse, he read
" , Put on the whole armor of God, that ye may
be able to stand against the wiles of the devil."
Ile felt etroog, went out to deny the templere,
but their ridicule or ;money conquered him, and
be fell; perpetrated an infamous crime, so deep
in iniquity as to excite the bitter contempt of
even the slave holders towards him.
GorsitSIIIIXT Bwiantana.—As affecting the
finances of the General Government, the follow
ing from Horace Greeley, to his letter from Camp
Floyd, is interesting. It appears that Brigham
Young made 550,000 clear profit on lumber for•
nlahed the American army to construct its com
fortable quarters at Camp Floyd. The army
does nothing but enrich the contractors favored
by the War Department, and the saintly specu
lators of Mormoodom. Mr. Greeley soya:
"Whether truly or falsely, this army, probably
without an individual exception, undoubtedly
believes the Mormons, as a body, to be Walton
to the Union and Its Government, inflexibly In
tent oti ealablishing here a power which shall be
at first Independent of, and ultimately dominant
over that of the United States."
Mi. Greeley rye that a suspicion is enter.
Mined that the army le kept In Utah for the
peouniary gain of the tribe of contractors. He
gives a few of the many asset of Government
profligacy :
The Flour Contract.—Twenty-two cents per
pound is paid for the traneportation of all pro
visions, munitions, from Leavenworth to
this point. The great contractors were allowed
this for transporting this year's 'apply of flour.
By • little dexterous management at Washington,
they were next allowed to tarnish the flour here,
being paid their twenty-two cote per pound for
transportation, in addition to the prime cost- on
the ILlasonrL As Utah has • better soil for
growing wheat than *lmo's anything else, they
had no difficulty In subletting this contract at
siren cents per pound net, making a clear profit
of $170,000 on the contract, without risking a
dollar or lifting • finger.
,The Bale of Muter and Wagons.—Pareunnt to
a recent order from Washington, the Assistant
Quartermaster General here is now telling by
auction some two thousand males—about two
thirds of all the Government owns In this Terri
tory. These mules twist $175 each, and are
worth today $125 to $l5O. I attended the sale
for an hour or so this forenoon; the range of
prices was from $6O to $115; the average of the
700 already eold about $75. Had theme mules
been taken to California and there properly ad•
vertieed and sold, they would have brought '
nearly omit; even at Leavenworth they meet
have cold for at least. $lOO,OOO more than her.,
where there is practically no demand and no
oompetition for ench an Immense herd; and,
after every Mormon who can retie a hundred
dollars or over elm!' have eupplied himself with
a smut of mules for hall their value, one or two
epeoulators will make as much as they pleas;
while the dead loss to the people will be at least
$200,000. Nobody hero Mc 'recommended the
oak of these mules; they were being herded
under the ears of detachme, nts of the army, at
no oost but for herdeuxon, and they could have
been kept; through nett. winter, In secluded
mounhda - Tom, it a coil at about $10; pe r
And; irbonst,.the argrosa aim man With.
out rtnrchasing an equal number; and they can
neither be bought here nor brought here for
$200,000 more than these animate are now fetch
ing. Somebody's interest is embserved by this
sale, but it is certainly not that of the army nor
of the people. The order is to sell seven hun
dred wagons as well, but these would not bring
$3O each, while they cost at least $l3O, and
could not be replaced when wanted even for that,
while the army cannot move without them, and
keeping them costs absolutely nothing. Who
issues such orders ae this, and for what benefit"!
The Transportation rf Corn.—There has re
cently been received here thirty thousand bush
els of corn from the States at a net cost, inclu
ding transportation, of $340,000, of over $ll
per bushel. No requisition was ever made for
this corn, which could have been bought here at
$2 per bushel, or $60,000 in all. The dead loss
to the treasury on this COM is $280,000, even
supposing that the scarce, required it at all.
Somebody makes a good thing of wagoning this
corn from the Missouri at over $lO per bushel.
Who believes that said somebody has not ha lo
little! and thrifty connections inside of the War
Department.
A Specimen of Government Retrenchnient.—The
mail from Missouri to Batt Lake has hitherto
been carried weekly in good six-mule wagon;
the contract time being twenty-two days. The
importance of frequent and regular communies
lion with headquarters, at least eo long as a
large army is retained hero at a heavy extra
cost, and because of some presumed public neces
lily, Is evident. Yet the new Postmaster Gen
eral has cut down the mail service on this impor
tant central route from weekly to semi-monthly.
But the contractors, who are obliged to run their
stages weekly because of the passenger business,
and because they have to keep their stock and
pay their men, whether they work or play, find
that they cannot carry the mall as cheaply as
they can every week. For instances a mall from
the States now often consists of twelve to sixteen
heavy sacks (most of them filled with franked
documents) weighing as many hundred pounds.
Double this and no six-mule team would draw it
at the regulate pace, and no baggage wagon
stand the Jerks ,and Jolts of an unmade road.
So they say, "Pieties lot us carry the mail week
ly, though you only pay us for carrying it semis_
monthly." But no this is strictly forbidden!
The Postmaster at Balt Lake has express written
orders to refuse it, and of course he at St. Jo
seph also. And thus all this central region,
embracing at least a dozen Important military
posts, and countless Indian agencies, is reduced
to semi-monthly mall service, though the con-
Amstar would gladly make it weekly at the same

Tne Richmond Enquirer says that Mr. Doug
las' doctrine of the right of a Territorit Le
gislature to exclude slaves "is even more praoti
()ally and effectively subversive of the constitu
tional rights of elaveholders, than is thellectrine
maintained by Mr. Seward and hie adherents of
the Black Republican party. Mr. Seward holds
that Congress may rightfully exclude slave prop
erty from the Territories. Mr. Douglas con
tends that this power resides in the local au
thorltlea of each Territory. So fsr, then, as the
great question of principle involved is concerned,
there is no material difference .between Mr.
Douglas and Mr. Seward. Both deny the ina
lienable right• of the °Wrens of each Stale to
enjoy, on territory, common to all the Slates,
