resume of the events immediately preceding the
armistice between the Allied armies of Italy and
the Austrian troops. Without& doubt a tempo
rary suspension of hostilities had been deter
mined upon by the Emperor of the French di
rectly after the deolsive 'Woe, of. Bolferino, but
the careful way in which he collected and mas
tered the details of Ms situation is quite in ac
cordance with our previous estimates of his
character. Prudent in the Geld, and impenetra
ble in the. Cabinet, it is quite evident that the
Emperor of the French knows when to withhold
his hand as well as when to strike II blow. It
will be Been too, that he lIISOR the telegraph, like
a clever journalist, both for the collection and
the dissemination of information.
I.—On the 2,1 of July, Marshal Niel, who oo m •
mended the advanced poets of the French army,
sent a epeeist messenger to the Emperor's head
quarters at Valleggio, elating that three hundred
lhonaanl Austrians were in line on the Adige,
and that the head of their army—which had been
two and a half miles distant from him sinoe Sol
ferino—was advancing towards him, and that he
expected to be attacked on the 'morning (nest)
of 3d of July. Before the messenger returned

Prussia signed the order for the Federal troops '
of Germany to march on the Rhine, and nett
fiedthe commandant of the different corps of the'
feet from Berlin. The order to march was not
issued, but holdover for a few days.
4.—On the same day (4th of July) General
Fleury, of the French army, arrived at Verona,
the heed quarters of the Emperor of Austria and I
had a long interview with hid Majesty. It was
at first reporte I.in the Austriau vamp that hie

prisoners, but it wilt ascertained there the cams

certain questions addressed to him by a number
of his fellow citizens, of the Old Dominion, who
flatteringly allude to his position as a candidate

upon which Mr. Wise spreads himself, are the
protectiOn doe to naturalized citizens returning
to the country of their birth; the re-openiug of
the slave tzade, and the ensolment by Congrees
of • Blase Code for the Territories.
In the first place, Mr. Wise goes in for the
fullest protection to naturalized citizens. In the
second place, be declares himself opposed to the
reopening of the slave which he considers
offensive to the large maj o rityi of slaveholders,
and of the people of the South. In the third
place, he does not consider the enactment of a
"slave code" for the Territories judicious or
necessay, but he holds that the elaveholder go
ing into a Territory of the United States, with
his slave property, Is entitled under, the Con
stitution, to be protected in the &session and
