This accomplished, Napoleon would have bad nothing to do but tnaroh Into Mantua without interruption, whence he could have de spatched handsful oMroops with >emall arms to take peaeeable possession of Verona, Peschlera and Legnano, the remaining three corners of the Quadrangle, and this terrible war would have been ended. Adsthia is asn Dsfiat.— There is a period in tbo lives of empires, as of individuals, when the evil they have done rises up in judgment against them, when the voice of self delusion and flattery is heard. no loDgeV, and when tbe oocasions they have missed and the opportuni ties they have misused acourgo them with ven geance only tbe more bitter tbat lt has long been delayed. Such are the times which have come at last upon the great and powerfal Empire of Austria. She not only did much evil, but the evil which she did was done upon system and according to precedent. She had, as every hu man beiog or aggregate of human beings has, clearly laid before her tbe different elements of power and success, tbe spiritual and tho mate rial, the ennobling and tbe degradieg, the pro gressive and the obstructive, and she deliber ately chose the latter. By no means negligent of the welfare of tbe great mass of her subjects she has contrived to disgust and alienate the feelings of all who rose in the least above tbe tamest medioorlty, who thought, or felt, or rea soned, or aeted for themselves. Physical foroo was her idol, and she fell down and worship, pedil in the dust. By the coarsest methods, by beating with the stick one cites of offenders, by Imprisoning another, by shooting or hanging a third, Austriaoontrivsd to establish throughout her wide dominions the superiority of the baser over tbe nobler ports of man. She has no liter ature; she has no aspirations; imagination is banished from her domtnioos under the penal ties of fine, bastinado, or imprisonment. This brutalizing system has in U a certain kind of vitality. It holds wonderfully together. It fags even extorted admiration, and beoome a sort of idol to those who despair of tho destinies of hu manity, and believe that men are sheep to be fleeeed or cattlo to be driven .by the stronger. Bat we are just beginning to see the real moral and meaning of all this, and Uls too instructive to be passed over in silence. Austria trusted In her army. It was composed to be sure, of different races, all more or less discontented with the Imperial Government, ail more or less hostile to each other; but it was excellently drilled, it was provided with compe tent officers, it had experience of all the ordi nary manccuvres of war, and it wassurrounded wherever it went by a most elaborate system of foriiSoatioD. James II and Charles X lost under their advice the Kingdoms of their ancestors; and surrounded by them, Francis Joseph seems to be drifting towards a- similar consummation.— London Timet, June 29. 1 Tub Pass or tub Stelvio.—As a telegraphic dispatch announces that tho Austrians have oc . copied in force the Stelvio Pass, the following details conoerniog it may prove interesting : “The Stelvio Pass is in tho mountains whioh join the Rhetian Alps to the mass of the Ortler, and confino the upper part of tbe ValteHua. It is the highest point hr Europe over which man baß carried a road; but, notwithstanding, that peculiarity, U is but little known, being out of tbe Hoe taken ordinarily by tourists. It is 8,860 feet high, that is, 1,183 feet higher than Mount Bt. Bernard, over which no vehicle can pass, and nearly 1,000 feet above the region of perpetual snow. When tho Treaties of Vienna placed Lombardy and Venilia under the domi nation of .Austria, that power became desirous to open direct communication between Vienna and Milan, and as the read by lalria and C&rin thia, in the south, and that by Salzburg, tnns pruch, and the Brenner, to the north, were very long and difficult, whilst tbe road by the Valley of the Inn, the Col of La Maloia, and the of Como, passed partly over Bwiss territory, tho Austrian Government resolved to construct a rood over the Col of Stelvio. The road begins to ascend near Che little town of Glams. It then enters a narrow valley which is traversed by the torrent of the glaciers of the Ortler, and asoends slightly for about two leagues. Then the zigzags commence, and they lead to a spot from which arcoeenthe glaciers of tho Cristallo in front, and to the left the Ortler Splits, a cone covored with frozen snow, 12,068 feet high, and the cal minating point of all tho Tyrol. To the right is tbe Col of Stelvio, with tho Interminable zig zags which lead to Its snmmiL Ia tbe Coarse of these windings are seven long galleries or tunnels, solidly bnUt, the object of which is to protect the most exposed parts of thoro&d against avalanches and falls of stones. These galleries have saved the lives of many travelers. At tho spot where they begin all vegetation has ceased; there is nothing but rock and snow; even the roaring of torrents is not heard; and the death like sllenoe whioh prevails is only occasionally interrupted by the cry of the eagle, the fall of the avalanches, or the raging of storms. At the top of tbe Col there Is no hospital, as at Su Bernard, no shelter of any kiod, nothing bat a stone hearing an inscription that the Col ls the boundary of three different countries, the Tyrol, Italy, and Switzerland, and that it is 2,560 feel higher than the Cols of the Simplon, St. Gothard Mount Cenis, elo. In descending on tbe Bide of the VaUelioe, after awhile some \arge buildings are found which Berve as holds, police Offices, and barracks for soldiers. They are situated in the npper part of the valley of Beaulio, in which the various torrents unite to form the Adda. From the Col to this station'the road descends in zig zags between high bosks of stone. Farther on It enters a frightful defile called tho ‘Horrors of llormlo* being an immense rent in tho mountain, fall of precipices, and the’ Adda roaring along. Inthts defile the road isoarried over precipices by means of bridges, through masses of rocks by means of tunnels, and In some places U poss es beneath cascades. At lost it reaches Bormio, , and there the passage of the Col ends. The con trast between the beauty of the country beyond Bormio and the horrible defile is most striking. , On the map Glnrue and Bormio seem near to- > getber; but the winditig'road which unites them is fifteen leagues loog, and is every where so steep that only, pedestrians, horses or light mail carta can pass over it.
