DEPARTMENT OF STATE,
WASIII3OTOII, Idly IT, 18511
7'o Frlir Lrgurr, Memphis, Tenn •
Sir—Your letter of the 13th lust, has been
received, In reply I have to elate that it is un
derstood that the French Government claims
military service from all natives of France who
may be found within its jurisdiction. Your nat
uralization in this country will not exempt you
from that claim if you should voluntarily repair
thither.
I am, Sir, your obedient servant.
LEWIS CANS
The late Kook Nothing party was often re
proached by citizens of foreign birth because of
the invidious distinctions it mode "in favor of
those who bad come into America with their
breeches off, and because they aould'at help ft,
end those who bad came into this country• with
their breeches on, and because they wanted to
come."
But the late Kaow Nothings never avowed
any doctrine so invidious to those citizens .of
foreign birth as that in the letter above, which
the venerable Democratic leader announces as
the policy of the Government. The Know Noth
ing party, professedly, of least, regarded Amer
can citizenship as so tenable a boon that it
ebould not be lightly. conferred. But that gift
1)1108 made, the American citizen was sacred.
And the Know Nothing arced had no article
morepopularthan that which recognized the dis
tinctness of American , nstionallty, and' nought
honor and respict for the American flag. The
Know Nothing party would have America a
power an well as a name streng the nations.
But the Democratic, Policy, laid, down in the
letter above given, is as odious as it is pueillati-
LWOW. It abridges the rights of every citizen of
foreign birth. it says to him : "So long as you
may in the United States, yen are under the pro
tection of the Government. You may have fled
from despotism to freedom, because in a land of
slaves you dared to be "free, and hero you are
safe. We admit you as a brother, and give you
protection against the despotism that would
crush you. lint themoment you go abroad and
return, either for business or pleasure, to your
-native land, you are an American citizen, and
entitled to American protection, no longer."
"Let a few Bailors of British birth, *aud'uot.
yet American subjects, be "impressed" by En
glish men of-war, and we will have a war about
it. But one who has been a foreigner, and has
become One of us. we will not protect, outside
of our own land."
This is the Democratic doctrine, And can
any thing be more monstrous' Why, the war
of 1812 was to assert the principle, that A°man
could choose his allegiance for himself, and that
when he renounced hie allegiance to Great Mi
ta* amt became a citizen or the United States,
Great Itritain 'had no longer y clolutupon him.

Scones Wurrastso or 7110 HAIL—A corres
pondent of the Medical times having asked for
authentic instances of the hair becoming grey
within the space of one night, Mr. Dr: Parry,.
staff surgeon at Al.lcrebott, writes the following
very remarkable account of a cave of which he
says he made a memorandum Alertly after the
occurrence:—"On February 19, 1858, the col
umn under General Franke, in the South of Oade,
was engaged with a rebel force at the village of
Cherubs, and several prisoners were taken ; one
of them a Sepoy of the Bengal army was brought
before, the authorities for examination, and I
being present bad an opportunity of watching
from the commencement the fact lam about to
record. Divested of his uniform, and stripped
completely naked, be was surrounded by the sol
diers, and from the first apparently became alive
to the dangers of his potation; he trembled vie-
Ihntly, intense horror and despair were depict
ed In his countenance, and, although ho answer
ed the questions addressed to him, he seemed
almost stupified with fear; while under: observa
tion, within the space of half en hour, his hair
became grey, on every portion of his bead, it
having been, when first seen by us, the glosey
jet black of the Bengalee, aged about 24. The
attention of the bystanders was first attracted
by the eergetiot, whose prisoner ho was, exclaim
ing, 'lie Is turning grey," and I, with several
other persona, watched its progress. Gradually,
but decidedly; the change went on, and a uni
form greyish color was completed within the
period above named.".

EXPLOVATONS OP 7111111113IISSOTA ETYM.—The
steamer Belfast has made a trip this season up
the Minnesota to the mouth of the Yellow Medicine
446 miles from St. Paul, much higher than any boat
had before ascended the river. The Belfast
took up supplies for the Winnebago and Sioux
Indiana, whose Reserves are near the head wa
ters of the Minnesota River. The river was in a
good stage, and no serious obstruction was found.
The Indians were astenished at the "fire canoe,"
the first thathad fended *lir territory , . The
steamer Freighter, apt. Davis, on ber way up
to test the poealbili of reaching the Red River
of the North from th Minupeota River, was met
on the return trip o the Belfast. The machine
ry of the Little boat ailed the Anson Northrup
was hauled across ' sleighs from St. Cloud to
Red River, last win r, and is probably now run
ning as pioneer era of the North-West.
Tun Gummi Far 'n,—A new fever has bro
ken out in Minne ta, which seems likely to
make quite as much excitement as the discovery
of knew gold mine t Pike's Peak. It appears
that the root called Ginseng grows in the great
est abundance in the "Big Woods" of Minneso
ta. It is exported to China, where it is highly
valued as • medicine. The market price of gin
seng at the "diggings" is from six to ten cents
per pound when green, and from twenty-five to
thirty eenterwhen dry. A Faribanit paper says
that upwards of six tons were brought into that
town in one week. It is estimated that five hun
dred tons will be gathered this year, which will
net the diggers about eighty thousand dollars.
The Minnesota Journal also says that a compa
ny of Virginians are now erecting store houses
at various points in the woods, fitted up with the
necessary apparatus for curing the root.
