The Mansfield (Richland Co.) Herald eayii:
le far as we can learn immenso damage has
Leers done to the fruit crops. Corn has been
very much injured; and the wheat in all the low
grounds is said to be entirely destroyed.
The Columbus .Statesman of Thursday, tLI,

..We fiavo seen gem lumen from Madison Co

acres of wheat in thin neighborhood, thirty acres.
of which he believes to be so badly injured that
he zneana to plow it under and plant corn. Ho
Rays that ho will have corn in by the end of the
week.
A very intelligent farmer of our acquaintance
made a tour through the north-western portion
of this (Franklin) county, on Tuesday, and made
it his business to inspect the wheat fields care
fully, as far as he traveled. His opinion is that
wheat on the uplands is nut damaged to any ap
preciable extent—and that on bottom and level
lands, wheat that can he classed as early, has
suffered only comparative injury. Late crops
of 'hid grain, he thinks, are seriously affected."
TUICIuST or SATURDAY NIMIT.—Upon in
quiry among farmers who were In attendance at
the District Court on Monday, we ascertained
that the opinion prevails very generally over the
county that the wheat remains uninjured from
the frost of Saturday night. Oa the contrary,
a.good deal of the corn is probably cut down
past recovery. Some 6 - erdiare not as much in
jured an others the frost having selected, ap
parently, its victims.— Tare/light.
• •
Mt ro difference of opinion exists in reference
to the extent of the injury done the wheat crop
in this county. Some seem to think that there
will not be lees than one-fourthof average crop,
while others maintain that the farmers will not
get, on an average more than their seed wheat.
Tho fine warm rains of yesterday did much to
revive vegetation, and the corn and potatoest

Is regard to the wheat, there appears to Le a
differenee of opinion as to th e extent of the dam
age, though ail agree that in this vicinity, IL is
seriously dxniaged. We have heard experienced
farmers from different sections, express their
opinions, and after making reasonable reduction
for panic, are convinced that it is badly injured-
The best Informed among them, however, say
that the effect of frost on wheat cannot bo die

A gentleman from Plymouth, on the S. M. &

IV a are in receipt of a letter from Cyrus How
ard, Eeq , of Henry County, dated at Monroe
ville, giving the result of. his observation, as to
the effects of the recent frost in the region tra
versed from Jefferson Co. to Monroeville.
lie says that throughoutthe route of the Steu
benville and Indiana Railroad, and the greater
portion of the line of the Sandusky and Newark
Road, the wheat, corn, potatoes, 1113,1 garden
vegetatilea were literally destroyed. It was the
general opinion that nine-tenths of the wheat
crop of the country named is lost.
The corn may, to a great extent, recover but
even this is deemed questionable, as in most
fields but little evidence of life is left. to many
oases in Licking, Knox and Richland counties,
the farmers aro replanting .}Le

log, even the clover and grass, together with
garden vegetablee, were destroyed.
As Mr. Howard came North, he perceived a
change for the better, which continued until at
Monroeville but slight signs of frost were no
ticed.
There imeros but little doubt that the region
of country described by Mr. 11. has 'suffered
more eeverely than other portion of Ohio.—To
ledo Blade.
J - AFIEN D. LADD, Richmond, this county,
and meta Chairman of the State Board of Ag
riculture called at our office this morning.
Mr. Ladd, since Saturday night Met, has tra
versed portions of Jefferson, Harrisoo and Bel
mont counties. lie has seen and eanvereed with
farnibra, and others upon the extent of the in
jury by the frost, from almoet every eubdivision
of the district named, and he arriven at the con
clusion, that there is not more than one-third of
the wheat crop, which tills mason was nominal
ly large and more than Ordinarily !itemising, ac
tually destroyed by frost.
Mr. Ladd met with a number of persona on
railroad train's. from whom he learned that the
frost has not injured the wheat materially, west
wardly, beyond Dayton. Through Indiana and
Illinois, railroad passengers say, the wheat Gelds
exhibiterna slips of Injury, but vegetables,
wore hero and there, nipped. So, that the ex
tent of country damaged by the frost may bo
bounded geographically, about as follows North
by Lake Erie and Ontario,
,Ease, to Rochester
and the Allegheny Mountains, embracing Wes
tern New York, Western Pennsylvania and the
"Pan Handle," Virginia—South as far na Xenia,
Ohlo, add Went, to a line running about parallel,
North-and South with Piqua and Dayton.
la Mr. Ladd's examination of wheat fields
through the district of country nbovo mentioned
ho Mode that the most of the wheat injured lies
in bottom lands. The fields upon the hills, are
not so seriously frosted.
Mr. Ladd moreover is of opinion, that, ad
mitting the (root has destroyed the 'one-third of
the crop throughout the region of country de
signated, still the wheat mop within said Emile •
for this year, will exceed that of any other year,
in quantity and quality, since the year 1852.

It would seem from the above retard that this
frost blight occurs at regular intervals, on an average, once in fifteen years.
Tan Wheeling .71. mer attributes the defeat of
Mr. (leggin to the apathy of opposition of what it
calls the Republican eentiment of Northwestern
Virginia, and we have no doubt but that the
.7intrs is measurably correct. The indication is,
that this sentiment is now tho balance of power,
and that it will go on to increase, until it becomes
a power in the State. We observe that our
friend of the Fairmont Virginian attributes his
defeat in Marion, partly to mistrust, occasioned
by the fact of his being-an Eastern Virginian:
and to the report, which he denies, that he was
in favor of exempting Degrees, under 12 years
of age, from taxation.— Wearburg Herald.
Tat Guest .1:11.PICIt M.I.99II.SIPPIFLOOD.—The
North West in literally under water, and the
damage along the Misainsippi at anti above St.
Paul is immense. A succession of rain and hail
atone commenced on the Ist, accompanied by
gales of wind, which were truly terrific. At St.
Cloud the windows were generally demolished,
and small buildings and forest trees Were pros
trated. The ball and rain poured down in bil
lowy torrents. The, St. Anthony News harms
sad results of the storm from all parts of the
State. At St. Anthony and vicinity houses were
removed from their foundations, roofs taken off,
and fences and trees prostrated. At St. Augus
ta, a large Catholic Church was blown down,
and a large storehouse, three stories high, filled
with grain and goods, was leveled to the ground.
The Mississippi rose rapidly, and flooded St.
Paul about the Levee, the water being twenty
one feet above low water mark, by measurement.
Much damage was sustained.
The Falls of St. Anthony presented a fearful
and sublime appearance. Portions of the rocks
gave way to the rushing torrents, and Spirit Is
land, just below the cataract, was mostly swept
away. The turn table of the drawbridge above
the Falls was moved down stream some thirty
feet, and another pier near the shore was swept
away, taking about 109 eepo th e .b r id ge w ithu,
The Suspensio lags stood the test, though
tan-water ono to within three feet of it. The
great log boom of the St. Anthony Water Power
Company gave way under the tremendous pres
sure, and about 6,000,0110 ft. logs, valued at
$40,000, went over the Falls. This was fol.
loweilby the breaking up of the immense Coon
Creek boom, letting out some 10,000,000 feet of
logs in a body. For full half an hour the river
was completely black with them. They made a
great crashing among the mills upon the St. An
thony dam, sweeping out the machinery, and in
some cases making a clear breach through the
building. Two shingle mills were carried away,
and at least $130,000 worth of logs and lumber
passed over the Falls within three days. The
damage by the floods in the State is estimated at
several
- hundred thousand dollars.
SLAV. —Anoth, Supreme Court Deri.non.—
Chief Justice Taney has decided in the Rich
mond case, that slaves are so far persons as to
be subject to punishment under the laws of the
United States. It was in the case of Amy, a
slave woman indicted for robbing the IT, S. Mail,
and was brought up on e motion to set aside the'
verdict of guilty, which had been found against
her, sod which would consign her to the Pool
totabkry of the
.thstrict of Columbia for a term
not less than two nor more than ten years—the
plea being that eke was a Starr. Justice Taney
overruled the motion, deciding 'that a twofold
character belongs to the slave. •Re is a person
and also property. As property, the rights of
the owner are entitled to the protection of the
law. As a person, he is bound to obey the law,
and may like any other person be punished If
he offends against it." The Court, however, re
fused to award the owner of Amy damages for
the loss of her services while imprisoned, no
provision on rho subject hating been mode by
