ASSIIIIIRLY DISTRICTS

IV. In making nominations for Assembly tho
county shall bo divided Into five districts, from each
of which ono member of Assembly shall be nom in at

Tbo first district shall bo composed of tbo city of
Pittsburgh. •
The nomad, of the city of Allegheny.
The third, of the townships and boroughs west of
the Allegheny, and north of the Ohio rivers, insiod.

The fourth, of the townships and boroughs between
the Allegheny and Monongahela rivers.
The fifth, of the townships and boroughs south and
west of the Monongahela and Ohio rivers.
And the nominations in each shall be made by the
delegates from each district respectively, to faciliato
which the Secretaries shall prepare separate lists of
delegates.from each.
V. All - elections of delegates in the two cities and
boroughs shall be by ballot, and the inspectors to
conduct each elections obeli be chosen on the day for
holding the annual delegate vetitings.
VL. Delegates to State Conventions Shall bo cho=
eon, two from the county at large and one from each
Assembly district, and the representative delegates
shall be chosen by the delegates from each district
respectively.
VII. The County Committee shall consist of the
members of the County Nominating-Convention held
in each year. This committee shall meet at some
convenient time and appoint an executive committee
of thirteen, to carry on the active business, of the
campaign. The committee of thirteen may summon
a meeting of the county committee whenever they
deem it necessary.
TORNIIIIP COMMIT/6ES
VIII. Tho delegates from each districh, who are
thus made rx-efficio members of the county commit
tee, shall be also ex-officio, members ofthe township,
ward or borough committee for the current year, and
shall designate at au early day, threes other active
and - efficient men in their district as a district com
mittee, and report the same to the county executive
committee, with their post-Mica address; and the
district committee shall have fall power to appoint
vigilance committees of any rico they may think
proper.

HON. DAVID E. RATARII.—This gentleman, we are
pleased to learn, has consented that his name should
ber again used as a candidate for a Republican nom
ination for Assembly. Among tho faithful and In
luential member, representing our empty during the
late session of the Legislature, Mr. Bayard deserved
ly held a creditable position. lie intelligence, activ
ity and agreeable manner., made him numerous
warm friends among the members from other comi
ties. Though steadily adhering to his political prin
ciples, he in no instance gave offense or made him
self obnoxious to those who differed with bim. The
Republic. party and the county will be fortunate if
his services are secured for another semi..

WASHISOTON, May 13.—Whenever the war in
Europa shall assume a positive directioni and
the great Powers which are ultimately to engage
in:it, take sides as they must do minter, or later,
no doubt can be entertained but that our gar.
ernment securities and others of deserved credit
and substance will appreciate under the crash,
which is destined to overwhelm those of a merely
speculative character. There is no other re
source offered for the noemployed and alarmed
capital which will be diverted from the regular
channels of trade and enterprise, and must seek
investment. But, until then, we shall have to
bear our portion of a sweeping convulsion which
no commercial nation can entirely escape. Bu
peradded to the vast amount of fancy stocks
that will be sent to the United States to be sold
'at any price for specie, there will be also a tem
pantry rush of British fabrics, prepared for the
continental markets, which must be disposed of.
This glut of imports will effect the revenue tem
porarily, but cannot last. On the contrary, ae
has already been elated, the effects of the war
will be to restrain the ordinary range of imports.
The other cause can only be regarded as pass
ing and accidental.
The shutting off of the continental demand for
British fabrics will necessarily react seriously
upon cotton, and perhaps show our free trade
theorists practically the value of that home mar
ket which they have so much slighted and des
pised in their visionary speculations.' The de
preciation in this staple already, at the first
shock, is more than $10,000,000 on the crop.
Further lodine in price is inevitable, for which
there can be no immediate recompense, by soy
impulse to be given to our own manufactures—
an impulse destined to be felt advantageously If
the war should be protracted.—Phil N. Amer.
