Few-York and new Internal Commerce,
I passed through on the New York & Erie
railroad from New York to Dunkirk a few nights
ago, and being some What wakeful, ruminated
a little upon the aspects of the, Railroad inter
eels of the great city of New. York at the pres
ent moment. But a short time previously .I had
twice passed over the New York Central, and on
all these occasions I could not help observing
the appalling change that seemed to have taken
place in t h e b ee t e ese stir, formerly the distin
guishing characteristic-of the railroad and lake
region of New, York.—The panic has had much
to do with this doubtless, but there is another
influence at work, slower but surer, and from
the laws of nature appearing to me inevitable,
unless changed by powerful anti well directed
exertion.
The great area from whence comes the inter
nal commerce with New York City is situated
Southwest of that city. The avenues from the
metropolis into that tunnenee region—excepting
those which pass through Pennsylvania—trend
for hundreds of mites - Ina north westerly di
rection nearly at right angles to the course they
should take. Thus the Erio Canal and the N.
Y. Central both go to Buffalo beton they torn
South West, and the New York and Erie mean.
dere en much and is so impeded by heavy gra
dients that as a through road it is as long aa
either of the other lines. It may be said then,
that all the avenues to thenouth west-from Now
York pass virtually through Buffalo by a line
taking Albany in its ersy—so that (Buffalo, be
ing in a direction some 400 or 500 miles in a
straight lint at right angles to the direction re
quired,) practically upon the north side of this
line the internal capes and imports (so to speak)
of New York trace the two legs of a triangle—
the
vertex of which Is Albany—so that when '
you start vertex.
New York to the great south west
(therm no great west If New York bo taken i.e
the stand point)—you go 160 miles north—then
some 000 miles west—and then (!!) commence
your journey.
How this came abed we need not pause to
. inquire, although tt beery easily accounted for.
That it is so is the fact we have to deal with—
it is so; and is it any ',wonder then that N. Y.
and Erie Railroad anti N. It• • Central Railroad
stocks and bonds exhibit an occasional tremor
in the markets ?
When the great avenues were built—the course
of trade was upon the bosoms of the great lakes.
Tho great lakes in a very roundabout hut in a
most capacious way cede east areas of the south
west available or tributary, and the trade strag
gled as best it might to their shores and over
their surfaces, finding vent to the seaboard by
the Erie Canal—and finally by the N. Y. Cen
tral and N. Y. and Erie. But meantime, the
great south west busied itself with railways—
railways built to carry herproducts to the lake shone.
Man proposes and God disposes. Instead of
carrying the trade to those shores these roads
have mysteriously sucked it stray from them, and
taken It to more natural outlets then the exces
sively devious pathway which the New York rail
ways and canals afford.
To-day then, these great reservoirs, these Med
iterranean leas havens commerce—or scarcely
enough to pay the lighthouse men. Chicago Is
mortgaged to probably 100 per cent above its val
ue; Cleveland has 50,000 idlers in it; Sandusky
has 12,000 and a retread depot that cost $500,000
in charge of a watchman; and at Buffalo thane:-
lots a perpetual Sabbath. Take a fishing smack
from say of these ports for a day's sall,wbeo you
have got out of sight of land you find yourself

For hours you see no shred of canvass—no dusky
volume of smoke belching from the fuouel of a
steamer. The borison ie clear, a well defined un
interrupted line of water and ally, occasionally
serrated by the waves in • storm.
While this is the aspect of thins - here, what
do we find on the natural outlets of trade

dignity amongst the transporting powers, ema

the real outlet to Osters-from the great south
west—contemplating the construction of an im
mense depot at that cite to coat millions, where

current of trade has comet aced this set—what
ts to become of New York s. She now sends mil
lions of tone ant, where Philadelphia ends
hundreds of thousands. But suppose this pro
portion gradually becomes equal—nay prepou- .
derates eventually the other way—what ie to be
come of New York? A good shipping port she
will undoubtedly continue, but Philadelphia ie
now the greatest manufacturing town in the
world; what if she became the great Railroad de
pot'. She has at least. 200 ranee the advantage
of New York is this respect in being so much
nearer to the south west. One hundred miles
In fact and one hundred constructively which
must be conceded to make op for the aberration
of the New York lines, through Albany and Buf..
fate. It is true that sometimes for two or three
weeks in theftrinter she is not very accessible
from theses The past season however her port
was not carted, and a not very expensive system
of ice boats might preserve this immunity for
her through the future. Bat she has eleven miles
of efficient wharfage—measuring the Delaware and
the Schuylkilyand if eke be suffered to reach to
ward this supremsey, it will be her own fault if
she does not attain it.
Now then, I say, what is New York to do in
view of this State of things ? Will she lie supine
at the moment when most action is required, or
will she be up and doing? What is New York
to do T Fortunately most fortunately not much.
With less expenditure than Philadelphiarequiree
for her big depot, New York can rival her with
lines through the south west territory better than
those of Philadelphia.
There is a line which ehoota out from New
York exactly in the right direction to complete
this rivalry upon. This line has been estimated
by me for more than twenty years as the great
est and most important possible, through the
region In question. It is the Kittatinny valley
line which has the germ of a gnat railroad in
it so powerful that it has grown of itself, until
between New York and the Mississippi there re
main but 200 miles of it to be built. It is a
line .that has no mountains on It; it is a line es
sentially straight, passing through the very core
of this territory. Let this line be completed
and all will be well. Already It extends contin
uously to within els miles of the middle waters
of the Potomac, crossing the north Pennsylvania
road, the Reading or Sunbury and Erie Road, the
Pennsylvania railroad at Harriebarg, and three
great canals in the same distance, the Delaware,
namely, the Schuylkill, and the Susquehanna—
and here let us stop fora moment--we have
come to the Pennsylvania railroad. Harrisburg
would be an admirable point of divergence for
trade from the Pennsylvania railroad to Now
York, but can you make it diverge ? Not in the
peasant temper of that corporation, I think.—
There are, however, two ways of getting to Pitts
burgh from Harrisburg, castor and shorter than
on the route of the Pennsylvania R. R. Oae le
to follow the south side of the Susquebannsupon
the Baltimore Northern Central Railway, and
by Sherman's Valley through Bedford, join the
Connelsville railroad at the Allegheny Mountain
beyond that place some 20 miles. There is a
charter and has been &survey for this read. It
phases by Perry, part of Franklin, Huntingdon,
Bedford and Somerset counties to its junction
with the Connelsville, probably in Weatmore
lend county—l do not know this route till it
reaches beyond Bedford; but I do know by actual
survey made twenty years ago by the State of
Pennsylvania that in that region the Allegheny
Mountains can be crossed at lees than 60 feet
grades. The Pennsylvania road crosses at 95
feet grades, and is longer by probably 20
miles than this. It is safe to estimate that this
junction can be Affected for about $4,000,000.
The fact can be easily ascertained if necessary.
The next connection is affected by passing along
the Cumberland valley railroad from Harrisburg,
to near Shippensbetrgh; thence across the bills
via the Roxbury gap in the north mountain to a
junction with the Broad Top railway, a coal road
now tributary to the Pennsylvania railroad at
Huntingdon, but in thiamin bringing that splen
did coal forty miles nearer to market than any
other bituminous coal in Pennsylvania or Mary
land. The Broad Top railroad le now being
connected-with Bedford via Bloody Ran, for the
good of that watering place. From Bedford
there may be twenty miles of not difficult road to
connect with the Connelsville. This junction
would cost about $3,000,000. Between Ship
pensburg and Broad Top, it has never been
surveyed; the hills look ropgh bailey are not
mountain ranges, and are much broken. I feel
entre they can be got through with quite as little
difficulty as the valley of Juniata presented to
the Pennsylvania railroad, and I think thereto
a charter, perhaps not yet dead. If dead it

AN ACT in reference to the Commissions of Jll9-
tices of the Peace and Aldermen.
Section 1. Be it enacted, Sc., That every
person hereafter elected to the office of Justice
of the Peace or Alderman, shall, within thirty
days after the election, if he intends to accept
said office, give notice thereof in writing to the
Prothonotary of the Common Pleas of thoproper
County, who shall immediately inform the Sec
retary of the Commonwealth of said acceptance,
and no commission shall issue until the Secreta
ry of the Commonwealth has received the notice
aforesaid.

bly as requires - constables - to send copies of the
election of Aldermen and Justices of the Peace
to the Governor of the Commonwealth, is here
by repealed.

rust. The high price which it is expected will
rule for good Wheats in Juno and July, will
probably toducelivery effort to get the Southern
crop early to market—which Railroads and
steamships greatly facilitate as compared with
