"The Prinett army is in fall march to the frontiers of Piedmont." Gene ral De la Marmora telegraphs from the banks of the Ticino that the Austrian army bas made a aignificant movement on the strategical line of Ticino, and that an attack at any moment may be apprehended. The Court of Vienna, so late tie yesterday, reiterates Ste declaration that all other proposals must be subordinate to the sum mons already addressed to Sardinia. The Im perial manifesto which Is to accompany the dec laration of war against Sardinia has already been prepared. Austria, mistress of the 1 , 041• Lion, is ready by not of State and deed of war to initiate tho sanguinary drama upon which the etirtata Is about to rise. how completely a few days have changed the positions of the parties to this mighty difference; late ae Monday Met; when Lord Derby from his place in the House of Lords directed malt bitter remonstrance against the Emperor of the French it was believed that it was France who was poising the thunderbolt, and that it was from her only that we had cceaalon to. fear lest the sound should come and the Ore should fall.— Bat now, within the last forty-eight hours, AU!. ioia has occupied the eyes of Europe, striding forth as the aggressor and the challenger, occu pying the arena marked by tacit consent as Oa 'pot of conflict. Austriv, habit in prudence, or to ambition, or to obd toy ;rhos shown her eelf more retell for the Tr ben the Power which woe the origi he quarrel. France aurae to have been taken b surprise. Whether it was that the Emperor be 'eyed that all he de. sired would be obtained friao Austria's fearr, or whether be trusted to 61, eke fertility la peace- ful assurances and to the agency of the Mona., 1 to delay the conflict tea moreconventent sealoo. or whether be has calculated 111, or has been negligently served, It is Impossible now to say; but certain it is that Austria has th e start, and is straining to overtake her. While Austria is mumvering on the Ticino, France is mill only sendtug troops to Dariphiny. While Austria is present to follow up her deeisite menace by an irretistable attack, France is only collecting her defensive levies at a distance from the positioio of berjeopordized ally. Austria is tin we have said, at this moment mietrees of the position. She has an army on the Ticino, before which, if pot In motion, the forces of Sardinia must melt away into the for treesee of Alessandria and Genoa, or mast be hopeleeely scattered. Miracles do happen, un doubtedly, now and then; 90,000 men have beaten 80,00(1 men. bat sane men do not reckon on the repetition of such the Manta In the nineteenth century, and between regulerly disciplined Eu ropean troops It would be fanatical to ouggeet that Sardinia can hold her own for a week against the boats about to be let loose upon her. The flood of spoilers will eweep over the land. Turin must be occupied, although probably not held. The power of the Piedmontese Monarchy will be shut up In the few fastnesset . which Sardinia contains, and the real struggle will not begin until Austria has struck a blow which will be heard thronhout Italy. Ae a belligerent Power she is wise in her generation, but she is not wise to her generation if she to reeking unnecessarily to become a belligerent power. If she believed that there was no hope of permammit peace, that the French Emperor was resolved upon war; and that she was only being kept fainting under the weight of arms, waiting till it should snit the convenience of the Emperor. to overwhelm her, if eke, moreover, is willing at this moment, when her promptitude must give her the choice of an offensive policy, to make those reasonable retrac- Dons which the interests of humanity and the public opinion *Europe require of her—then it will be difficult to say that she Is entirely wrong in having sought to participate aerials in which she was bleeding to death. Bat If this is a fleet forward 'tiepin an aggressive and a defiant policy —if Austria seeks to enter Sardinia as the armed apostle of absolutism and of ultramontane I prieatcraft ; if she has taken up her old world mistake of binding the bodies and coercing the minds and consciences of all human beings born in Italy, then the fact of her having been the first to commence this war will be no unimpor tant Item in the great indictment which will be pressed againet her. But, whatever may be her ultimate Intentions, she has by her precipitaney done the Emperor of the French thisgreat good: Whereas, three days ago, all Europe looked upon him as an Imperial robber, seeking occasion to let loon hie prepared armies upon a peace-loving neighbor, the world will see in . this sodden start and in the hasty and unready preparations of Napoleon 111, some evidence that after all his menaces he had not intended to provoke the combat which Austria has now commenced. The great question for no to consider, however, is not bow Austria stands, or at what pace France hastens, or even how soon Hardinbacan be over run, but what is the position and policy of En gland. Lord Derby has eald that, "if war breaks out, whatever be the consequence, our neutrali ty, as long as it may last, must to a certain ex tent be an armed neutrality, enabling us to lake our part on that side, whatever it may be, which the honor, the Interests and the dignity of the country may indicate as best deserving of our support." These words, coupled with others bearing upetathe occupation of the thores of the Atlantic, tended too scarcely ambiguous intima tion that it the events of the impending war should lead French troops into the Lombardo Venetian kingdom, England !would appear as a combatant in the melee. We ventured to corns meat upon these words in a tone of remonstrance. Now that the event appears more probable, and its" preceding circumstances almost certain, we think it eight toreiterats our protest against en. gaging England either by alliance, or menace, or guarantee, ee as to draw her into thin purely Continental quarrel. Surely we are not going to commit over again the faults committed by l our tethers, and to burden ourselves with debts and obligations too great for ourselves or our sons to bear in the pursuit-of some chimerical notions as to what we should like to bee oeour among our neighbors. We nay, at all riektrand at all events, keep Eughind out of this struggle between two dynastic' powers. What have we, arm constitutional people, to do with a strug gle between two despots, one of whom repro tante the principles of absolute power and prieitir dominion, and the other If tie despotism deb:lwo-bp , pore . dem o 1 it most be eo, . let them fight; we English, Mahan= man suppose by siegewlest eaoh,Wthir :110 4 -4att be; opine more dings:ow) to 410, -:. -, :-" --- .... A correspondent who has just retained from a tour through a great part of the Italian pe t:du:mkt, and on whom reliance may be placed, sends us the following interesting communica tion : —"The state of Italy may be thus described: At Venice the troops centinue to arrive at the rate of three and four thousand a day. The government contracted with the Lloyd's Compa ny, at a rate of a florin a head, to bring over any number of troops; and, besides, two large gov ernment steamers arrive every morning crowded with soldiers. Fortifications have been erected on the Lido commanding the entrances to Venice, I and various other works have been constructed on the small islands to the north of the ally to prevent any surprise by gun boats, as in the event of war an attack on Venice is considered by the Austrians as a certainty. Four largo vessels were hired on the 15th to take artillery stores, ammunition, &c., to Ancona, Contracts were entered into to construct log houses at Mantua for the troops, and no less than 500 masts were contracted for to furnish the arsenal at Vemice. The empty palaces at Venice aro taken for barraoke; even the Raggonica, which belonged to the Infanta of Spain, is now crowd ed to its highest window with troops, and the houses belonging to the Count de Chambord, in the Place San Vidal, are being altered to accom modate soldiers. Front Venice to Milan the -whole country Is covered with troops, and the , greatest activity is visible in Verona, Mantua, 'and Bessehiera Al Milan, the troops are billeted on the Italians, and the numbers of the Aus trian soldiery now in Italy cannot be computed lese than 220,000 men. The Emperor with Baron Reiss, was expected at Venice on the 17th instant. His Majesty's yacht left Venice on Saturday last for Trieste, to convey Me Majesty. At Turin continual deserters from the Lombar do-Venetian States arrives, and on Sunday last upwards of 200 young Florentine volunteers made their way to Turin. The preparations for mar on both sides, and the certainty of a revolu tion should no war occur, place all tho efforts of the Congress In a very peculiar point of view, for with the vicinity of the various troops to each other, the hatred which is mutual on each side, and the enthusiasm in Turin there can be little hopes of avoiding a collision which would Instantly light up in a war." (For the Daily eittabatqh Glenne.) 4Meters. Ectiton, On the premises of John Shafer I f l Findlay tp., le a phenomenon which beautifally , utrates the grand system of compeneation which Is curled on in nature. The branch of a cherry tree had extended its growth about nix inches parallel end almost in con tact with a thick oaken board. This part presented a atriking contrast with.the rest of the branch. The bloseome of the former were fall blown and the leaves ralmost fatly •dereloped, while on the . anprelected" part, (a some would nay,) the Winsome were yet folded in the bud, presenting, however, evidence of future bloom in a small white apex of diminutive nine. A difference of season of two weeks would ecareely put them on en equality. A physical property of heat Is radiation. It Is present la all bodies, though often latent. If the object stand isolated, this property of heat causes it to have a lower temperature than the stratum of air eurrounding it: but if objects aro near each other, mutual radiation and absorption of the heat causes their temperatures to give the came thermometrieal reading as the ell in which they may be placed. And if a large and a small body be placed in juxta position, as the board and the branch, the email one will hare a higher temperature, the larger a lower, because the radiation from the board mast be vastly greater, proportionally, than that•from the branch; hence the absorption by the twig will be greater and It. temperature higher, and connquently its season would seem to have been advanced. Radiation of heat is the cause of many important phenomena in the economy of nature. Dew is en effect of it. It does not come down from heaven as Goldsmith's poetic fancy would have us believe, "Soft AO the gentle dew from heaven descends:" Plants radiate heat into cloudless space, and thus their temperature is of coarse lowered. The air, be ing charged with vapor, come, in contact with tht colder plant., and the vapor is condensed upon them; so that Instead of dew coming from "heaven / it is born on the very spot in which it Is found. If there are clonde, the radiatioe and aburption are mutual; the temperature is that kept up and ronsequendy no condeneation of vapor takes place. But we hare taken cow:draw* of this matter that the mention of it may be of some utility to the timer, borticultin rlst and others. It is not for ue to nay in how many different way! It may be made so. But in prevent, log frusta and thus preserving trait It may be of the peanut beneSt. Any body or mus of matter placed near tins will have a very great effect in warding off the inj.ric.e. effects of radiation. This is fre quently seen throughout the country; but MI near ly always availed to other nausea. Bet we ban ex tended our remarke farther than we intended. We hope, howeviir, that they are each u to ens mend the a uGark.i.e.Vtb. sisenghtfel , and that -astute* irdinitable law., which are "wire, fowl aed able," when rightly understood end acted upon, will ward off the injury they would otherwise inflict.
