LONDON, March 26th, MD.—By the Canada.
—The last Cunard steamer took out favorable
reports with regard to the mission of Lord Cow
ley having ended in arrangements for a•Euro
penn Congress, and the New I ark which sailed
a day or two afterward, will have confirmed
their correctness. Since that time nothing has
occurred to damp the expectations thus created,
and the general conclusion seems now to be that
as far as the Italian question is concerned, the
danger to the peace of Europe, Is for the moment
at au end. With respect, however, to the ulti
mate designs of France and Russia, there is by
no means a general confidence.
Up to yesterday, England, France, Prussia
and Russia had agreed to the proposed chugress
but the formal consent of Austria was still want
ing 'This has since arrived by telegrien, and
it is expected that the deliberations will be ar
ranged to commence with all convenient speed.
The blow itiflicted on the policy of the Emperor
Napoleon and his cousin by the attitude Of the
French nation - has, of course, necessitated the
most dexterous contrivances for softening the
matter to much as possible. England has been
the real arbiter, but it would have been toe hard
for his Majesty to make him eat his reeolulione
on compulsion from that quarter. From the
hands of Prussia the solution would have been
equally disagreeable, and the same may be said
of Belgium. Russia, therefore, which, up to the
present time, has been ostensibly a passive epee
tater, hoe been eelected to put forth the pacific
scheme.
The place of meetiog was the next difficulty
Paris was not to be considered; Berlin, London
Brussels, and even St. Petersburg, were sever
ally talked of, but Aix In Chapelle, is now be
lieved to have been selected.
In the present eituation any aggressive or in
surrectionary movement in Italy would have to
be recognized and dealt with not by Austria but
by the combined powers.
The danger from thin eource being removed,
it undoubtedly seems rational to anticipate that
as far as the affairs of Italy bear upon the pros
pects of Europe, a solution can now hardly be
prevented. The accounts from Turin ace atilt

present mail a confirmation of my constant pre
dictions of peace. In fact there can scarcely he

served. The diplomacy of Louis Napoleon is

that he could have gained by ewer. His shrewd

been to revise the treaties of 1815, nod to de

the Bonaparte family from the throne of France.
This exclusion has been In effect nullified by

treaties of 1815 ; but be desires that those pro
visions of the treaties shall be expunged from

visions in those treaties which bear heavily upon
France and upon his dynasty, which be desires
to see at least modified.

de Caroni who was his principal abetter and co
operator has been that they have forced upon
the great powers of Europe a Congress to regu •
late the affairs of Italy,—exactly what Napoleon
hoe been working for since the Congress of 1850,
and in which he intends to demand and obtain a re
r6 ion of the treaties of 185 G. To touch the ques
tion of Italy will bo to touch the treaties of
1815, and the conference cannot refuse to enter
into the whole subject. More than this, in this
Congress France will be charged with the in
terests of Italy; for Piedmont, IL is said, is to be
excluded, and thus England, who has heretofore
had the honor of noting ea the friend of Italy,
will take a secondary rank to France in the Con
gress.

once United States Senator from Maine, left this
graphic sketch of Putnam:
"In his person for height, about the middle
size; erect, thick set, muscular and firm in every
part. Ills countenance was open, strong and
animated; the features of his face large and well

teeth fair and sound till death. His organs
were all exactly fitted for a warrior; be heard
quickly, saw to an immense distance; though he
sometimes stammered in his conversation, his

in private, when animated in battle his counte
nance was fierce and terrible, and his voice like
thunder. His whole manner was admirably cal
