Corruption and Crimw-at—Washington.
Tho developemenls recently made at Wash
ington, in Gongren and -<jul of it, show that a
terrible state of corruption prevails there, in
morals as well as in pouites. The reports of
investigating oommiUcee in Congross lift tbe
veil which has oonoealed the one, and the terri
ble n whs urination of Key, In open day, on the
- peaceful Babbath and in eight of the President's
house, has revealed the other. It is sickening
■ to look upon these revelations; and if the at
‘t tenlion of all Europe was arrested by the croak
ing vaticination* of the hypocrite who is oalled
President, in his Port Duquesne letter, what
must the astonishment and loathing be, there,
when these exposures are presented for con
templation !
Lot us sum op the political oorraptioni, for
we have not room to dwell upon them in detail.
They have all boon mode publio within a few
days; and they are of such an astounding char
acter tbe l it is Impossible to avoid thinking of
them.
1 1. Then is the report of Messrs. Sherman and
Kitohle upon corruptions in tho Naval Depart
ment. They report that the Navy Yards are
steoked with political favorites, whoso appoint
. ment is dictated by domocraiio members of Con
gress as a political reward, and that men are
employed in thorn by the hundreds, just before
•lections, to secure the election of portionin'
murttrCongress; that oontraots are awarded to
the highest and not to the lowest bidden, the
' recipients being always political favorites,! and
in some instances relatives of the Secretary of
the Navy; that a contract for furnishing ine
oak, at extravagant prices, was given as a re
ward to a man who contributed a large sum
towards carrying Pennsylvania for Buoh&nan in
im t and Utat a creature of tho President's,
one Putt, received $lO,OOO as a consideration
for proenringthe contract; Uujl the Coal Agency
was given to a man who neither knew anything
about his effioe nor did anything in it. but al
lowed outsiders to buy the coal at exorbitant
rates and profits among sundry
parties, the fully aware of the
corrupt arrangement; that la contract was
awarded, at an excess ot SI.OOO over tho lowest
bidder, th a firm in Flownce’sj district, for the
purpose of influencing the election in that dis
trict, tke President directing this corrupt award
to be made in the famous note signed “J. B.”;
that Jr"Glancy Jones, whilo a member of the
x House, received five per cent upon the contracts
he obtained for others at the navy department,
M the corrupt reward of using his influence;
and that, in short, corruption prevails through
out tho department, as It would be found to
prevail through all the other departments, if a
like examination was made.

case of Hon. Jobx A. Skaxixq, a democratic
«, member from Now York, shows that he refused
to Teport, as a member. of the Committee on
Claims, upon a certain claim or allow it to be
' paid, until ho had been allowed a certain per cent
age upon it.
QL The report la the Seaman investigation
opens up another mine of grots Democratic cor
ruption and venality. The committee coniitted
of thr«e democrats, oao American and one re
publican, .but they agree* unanimously. It-is
established by the proof that collusion existed
between the superintendent of printing, and the
public printer, by which the engravers, litho
graphers, contractors for paper and the like,
were systematically black-muled, and the gov
ernment as( systematically plundered through
the malfeasance of the officers sworn to protect
its interests. So for as the inquiry extended—
for it is only imperfectly completed—Seaman
pocketed aboot $30,000, and Wendell $40,000,
from these sources. But it is clear that this was
only a fraction of ramified operations, which
have not been explored for want of time.
IV. The debate in the Benate on Monday
shows that a contract amounting to $60,000,
which onghl not to have cost over $5,000, was
given to the office of the Philadelphia PcnntyU
vamau, in which Senator Bigler has, or had at
that ttae, an interest, and that it was a part of
the Consideration one*half of the profits
■honld go to'sustain the President’s organ, the
Washington Union, and that the Assistant See
letery'of Stale also came in for a share of the
spoils. The President is well understood to be
I party to or cognisant and approving of this
.oorropt bargain.

The moral condition of soeiety at Washington
is. but little better than the political. The ele
ments of which the dominant party Is composed
have-ocmiptvd both fountains, and the late
scandalous and fatal occurrence is but the
outbreak on the surface of a stream of Ini-
bes been flowing silently beneath.
There is .jk demoralizing atmosphere wherever
so much dishonesty, political intrigue, and gen
eral corruption exist, as now disgrace the hon
ored name which oar seat of government bean.
Integrity, justice, parity, jhonor, and patriotism
of a true and noble sortie virtues now become'

evening Mr. Sickles received a bundle of letters
Addressed to himself.'. AmoDg ibem was on
anonymous Communication, which bo either over,
looked or did not open nntil Friday morning.—
This letter charged infidelity to her marriage
▼orr on the part of Mrs. Sickles, and staled far
ther that Mr. Key had hired-a house on fifieeuih
Street, between K and L streets : that Mr. Key’s
motive in hiringthis dwelling was for the purpose
■of meeting Mrs. Sickles ; and that Mrs. Sickles
was in the habit of visiting Mr. Key at certain
boors in the day.

firebrand as tbe work of malice. Hut the cir
cumstances beiog detailed with such precision,
his suspicions were aroused, and accordingly
ho requested Mr. George C- Wooldridge, a mu
tual friend himself and his lady, to ascertain
the troth or falsehood of these assert ions, affect
ing, as they did, bis own honor and that cf his
family.
Mr. Wooldridge undertook the mission, and
visited the neighborhood indicated in the anon
ymous missive, to see whether such a house had
been let last summer, sod under what oircum
stanees the lease had been . granted. He there
learned that Mr. Key had hired such a dwelling
at the time alleged. The landlord was a color
ed man named John Gray, who stated that he
received fifty doltars a month rent for his house,
he having furnished it, &o. The house was a
two atory'briok ; no one else occupied it. Mr.
Key commenced going ibere with Mrs. Sickles
in the month of Janaary last: Key generally
entered first; and going up stairs would hoist
the first window over the door, and bang out a
towel or a white handkerchief as a signal to
Mrs. Siokles that all was clear. He then would
leave tbo door ajar for Mrs. Sickles to enter.
The last time Mrs. Siokles and Koy had been
at this house was on Wednesday the 23d ultimo.
On that occasion they entered in the book way,
through an alleyway leading from Sixteenth
street.
On this Wednesday night there catneialifng a
manolosely muffled in a shawl. He asked a col
ored woman standing on tbe pavement whether
the house was then oeoupied or not ?;
“Yes sir,” was the response. |
“Very well, that’s all 1 want,” the|myslerions
gentleman replied, and turning around walked
I away in the direction of K street. {
He was observed, however, to haVg around
the neighborhood for a good part of the evening.
Eventually Key was seen to leave the houßO, and
the stranger muffling his face still closer, spoke
a few words to Key, and then harried off. It is
supposed by many that he was the author of tno
anonymous letter. ,
Mr. Siokles knew of an intimacy existing be
tween Mr. Key and his wife. He supposed it
simply an innooenlbut incautions flirtation, and
on. account ■of the scandal that it excited
in many circles, ho remonstrated with her.
She did not pay any heed to these entreat
ies of her husband, but continued uninterrupt
edly her singular, but (by her husband) unsus
pected intercourse. Key was known to be in
the habit of attending tbo theatre, opera, balls,
soirees, and other places of gaiety and fashion,
and was almost invariably accompanied by Mrs.
Siokles. He, indeed, followed her everywhere.
It is said that Key was accustomed to boast
of attentions in this quarter, and at the National
Clnb House the criminal intercourse between
himself and Mrs. Sickles was well known, and
formed the topio of conversation. i
Mr. Sickle's dwelling was opposite the Olub
nouse, and Key was accustomed, to go up emirs
to a window in the latter bnildiog, overiookjng
Sickle’s house, and hang out signals to Mrs.

ses, and make profuse demonstrations of {at

Before the fatal denouement cf this unhallowed
intercourse, Key had been time and again warn
ed by his friends that somethingdongeroue wbuM

accustomed, however, to treat these friendly Ad
monitions with an air of .haughty bravado. ' Ho
would listen to no remonstrances from any quar
ter. He had been known to boost of his amours
in society, and it is said that Mr. Bachanon, be
\ ing informed of Sir. Key’s character, hod m de
I out his dismissal, and was only waiting to se' oct
I a successor, previous to sending in thedocom rat
Ito the Senate, when Mr. Key met his death.
Mr. Sickles’ affection for his daughter weij bs
heavily upon him. lie feels that bis hopes hre
blasted, and that his home is broken up.
The mother of Mrs. Sickles, (Mrs. Bagil&li.) i
and the mother of Mr. Sickles arrived in tbo
oity to night. Mrs. Bagioli will tako charge of
her daughter, while the mother of Mr, Sickles
will take under her charge his daughter. x

Numerous reports are aiioat concerning all
the parties, having the effect to aggravate tbe
facta already painfully distressing, and maoy of
these rumors are pure fictioo.

A New York Sketch or Duitci, E. Sickles.
—Daniel K. Sickles is a somewhat notorious
member of Congress from the Third District in
this city. As a young man he gave great
promise of future distinction and usefulness;
but his political ambition getting him into bad
political and personal associations, he very soon
betrayed the promise of his youth. He is now
about forty years of age, possesses a plausible
and graceful manner, some facility as a speaker,
and an imperturbable coolness in ucarly all
circumstances. He has been, for several years, ;
a member of oar State Legislature, iu which,
however, he achieved no honorable distraction. ;
1 In 1853 he was married to Miss Bagioli, a girl
of sixteen, just from school —the daughter of a
well known music teacher of this city, Antonio
Bagioli—an upright, hhrd-working, and ranch
respected man. His [wife was an American
woman, whose maidenlname was Cook.
Mrs Sickles was married to her husband at
a time when she was not yet out of her girlhood
and she is even no* bnl twenty-two years of
age. The character of the husband too often
corrupts that of the wife, particularly at the
impressible period of early youth. “Curses,”
ti is said in the old pro Verb, “come home to
roost;” and so, ‘lt may be said with equal truth,
do adulteries. Sickles was excluded from de
ceot society in this city long ago; and it would
be almost a miraole* in the school to which be
took bis young wife, %ith her character yet un
formed, ehe should have pteeerved her innocence.
We do not mean tcrextenuate the injury done
by Key to the manwhoso {coolly look bis life;
ti is one of tbe greatest thit one man can com
mit against another. : 'But there are states of
soeial’existence in which’ mutual toleration is
the rule of conduct, and Sickles, in acquiring
so perfectly the morals, should also have ac
quired the philosophy of the class to which he
belongs. It ill became him, who is eo careless
of his own conduct, to sft on foot investiga
tions into tbe morals of others, and to avenge a
false step with death, No matter how nearly
the offence toacbed him, he should have treated
it as he treated criminal intrigues of the same
nature in which his own wife was not concerned
as a trifling matter, as a pleasant jest, as a
thing to be passefd off with a sly allusion and a
knowing look, in.short, as something which tbo
adulterous intrigue was welcome to chronlclo
among his triumphs.
The manslayer does not seem to have acted
on the prompting of any sudden impulse, but
to have perpetrated tbe deed with entire pre
meditation. He is represented as talking of
the “dishonor” that had been done him, a term
of strange sound when uttered by such a man.
It Is very likely that the desire of distioguish
; ing himself by a deed of startling theatrical
effect had some place in his motives.
Washiboto*, Monday, Feb. 28, 1859.— Tbe
i sad tragedy of yesterday has been the subject
of exciting conversation throagafcft the day.
Mr. Sickles has been visited in the- jaiLto-day
! by a Urge number of people from cvery
the country and of every shade of polities.
Mrs. Sickles’ is represented jirbeiog very peni
tent, and Is overwhelmed with grief. She de
clares that she hashed enough of fashionable
life In Washington, and prays for oblivion. 6ho
described her hnsband, when ho returned to tho
boose after having accomplished bis bloody
work, as entering her room looking like a mar
ble statno, only uttering the single sentence: “I
have killed him-”
Mr. Siokles was accompanied to his houso by
two subordinate offloere of the District, who
made blm pledge his word of honor, before they
would oonsent to allow him to enter his wife’s
room, that he would do her no harm. That he
still entertains for her feelings of the strongest
affections, there is do donbt.
When Mr. Sickles procured the written con
fession of guilt from his wife, and directed her
to fiend for her parents to take her home, he de
termined thot flhe should not take with her their
child, a beautiful daughter of six years; but
to-day he has consented that the child may go
with her, and remain nntil his caaois determined

Wheeling Timet.
Ik (he House of Lords, on the 14th of Febru
ary the Earl of Malmesbury, in reply to Lord
Wodehonse, said he would lay before the house
the recent correspondence with the United States
government respecting the right of search. He
thought England had exercised a wise discretion
in giving up thatjright, and he believed that a
code of instructions which had been agreed to
by Engtaodand France, and had been submitted
to tho United States for approval, would bo found
to work satisfactorily in repressing the slave
trade.
The Earl of Clarendon said the right of search
was a belligerent right, and could not be prop
erly oxercised in lime of peace, lie trusted that
the newoode of instructions would prove satis
factory j but unless they were adopted by all
the maritime Powers, there would always bo
disputes and inconvenience.
The Earl of Derby believed that tho code of
instructions which had been submitted to the
United States would prevent future complica
tions.

—A letter from Buenos Ayres referring to the
difficulty between the United Slates and Para

"The Paraguayans had so strongly fortified the
river fA*if it was,not expected the Americans would
succeed in and warlike attempt theif might make.
It was said that a numbed of English officers
were assisting the Paraguayans. The latter had
also thrown every obstacle tn the wag of the United
States squadron ascending the river. —Many of the
American ships of war, from t heir draught of
water, would bo unable to proceed up tho river.
The American squadron consisted of fifteen
ships and gun boats.”
The Telegraph keeps assuring us that all
Washington justifies Mr. Sickles’ killing of Mr-
Key. It tuny be so, chough we doubt it. At
all ovents, wc arc saro that public sentiment
does not go tbe length of deciding that all the
loose livers In that metropolis are to be dealt
with thus summarily and sanguinarily. If they
should be, we apprehend that the Census at
band would show a seriously diminished popu

A complete satire on posthumous eulogies

terday, where Mr. Carlisle announced tbe death of
District Attorney Key, and spoke of him as “a
frank and opm hearted gentleman," and it is
added that ihe Judges paid a similar compliment

towards Daniel E. Sickles seems to have been

age renders his recovery improbable.
