piriting, a fall of three quarters per cent. being
rapidly witnessed.
The speech, however, contained one passage
which had an indirect bearing on the events in
progress, and which . wris received with perfect
approbation. This was an announcement that It
was an object of increasing solicitude with the
government to maintain inviolate the faith of
public treaties.
In the parliamentary discussion which followed
some statements were of course elicited! that
seemed to throw light on the hopes and fare of
all parties. In the House of Lords, Lord Derby

Cabo affords agreeable relief from thainanities
and imbecilities by which this whole question
has been surrounded. lie proposes to declare
that whenever Spain may be willing to part with
Cuba, the Untied States stand ready to treat for
the transfer; end to notify her, meantime, that
*a cannot permit the island to pass into the
hano of any other European power. This to
