lie it enacted, &0.-Bso. let. That the terms
end provisions of the fifth and sixth sections of
the act relating to counties and townships, and
county and township offioers, approved the 16th
day of April, 1834, be and the same are hereby
extended to cities and boroughs.
Sao. 2d. That in no cue shall any county,
city, township or borough be compelled by any
judicial proceeding to pay any claim against the
same, or any alleged debt thereof; nor shall
any such county, city, township or borough be
compelled by any legal or judicial process what
ever, to make provision therefor, until a judg
ment has been first obtained againstsuch county,
city, township or borough, by salt or action at
common law, In accordance with existing rep
!Woos, and then only by execution issued upon
such judgment, in accordance with the provis
ions of the said sixth section of the said wt.
The following are the notions in the Aot of
1884 referred to:
Simon 6. If judgment shall be obtained

complaints hare been made to the Mayor, of boys
who out the lead pipes from building when they
Ire accessible, and sell them for the metal This
his been carried on to same extent. One hun
dred dollars worth of brass outings were taken
from the factory of Coleman, Hallman k Co.,
and Mr. Howard has lost 600 feet of pipe, re
cently. On Friday afternoon Joe Flakier and
two other Ireland boys were arrested for cutting
a piece of pipe from James Berney, Jr., in day
light. They stoutly denied the alum. The
Goys will - hate an examination before the Mayor
to-day. There are AVG of them.
In connection with the above proceeding, on
Saturday an affidavit yea made before the
Mayor charging James Jones, wholesale rag
dealer, doing bludnese at 298 Liberty street,
with being a receiver'of stolen goods. A war
rant was lined, authorizing the search of Mu
house in Allegheny City, and Ms stool, u ahem

of rope was shown him sad he recognised it.—

in the pocket. He said the man's name was
Chris. Chic. The man was found on a catboat
near the dam and arrested. He was committed
for trial.
