my opinion a moat a.ngidar and novel proposi
tion. Why ahouid the wealthy bond bolder of
an eastern or perhaps a foreign city, be placed
in a better position, than the bumble home
creditor of the county, who may earn his dollar
a day in the streets of our city, and is com
pelled to submit hie olaim to the examination of
a board of auditors'? Why should the holders
of one class of claims-be placed in a better po
sition than another? Why should the claims
of bond holders exempt. from as examination
and inveetigatio to Thiel:tail other claims are
subject by the to ma of the bill? It seems to

bewildered With the fear of change. The long
repose, promised by the Treaty of Paris between
the five great Powers, has already given way to
universal apprehension ; and no man darn nay

That was effectually quenched. it Is a matter
of greater import, and lies not at the extremity
of the continent but at its very heart. It is the

and confounds the cabinets, and threatens to
plunge the central States of Europe into bloody
conflict. At the Treaty of Paris, the wrong, of
Italy, as presented by the Sardinian Plenipo
tentiary, bad a bearing. The Western' Allies
sympathized and remonstrated with Austria--
Austria, would do nothing, would promise noth
ing; and during the three years that have
elapsed since, instead of ameliorating she'has
only aggravated her despotic sway. Italy has
all the while been growing more restless, and
Sardiais, which is Its champion, has been in
like manner growing the more impatient to take
up arms against the oppressor. Louis Napoleon,
jealous of the overshadowing Austrian influence
in Italy, ambitious to make some new opening
for his own family interests, and anxious too to
divert the ever active French mind from the
contemplation of prostrated home liberties and
cheer it again with visions of conqueetand glory
encourages Sardinia in its hostile attitude, and
pledges support by the most substantial of all
commitments—a matrimonial alliance. The
louse of Savoy, which for sight hiindred years
his figured lia - the affairs of Europe andearned a
renown of which any dynasty might be proud,
is now to be unitsdwith the imperial Bonaparte
—and in the taco of such a conjunction well
may Austria, and all Europe whose policy is
peace, take alarm.
But we must not forget—it Is true though
Rousseau said it—"that the unforeseen governs."
The elder Napoleon averred that “calculation is
everything," but ho found It quite different.—
Moscow wan not exactly in accordance with his
caloulations ; nor Elba; nor St. Helena. What
gives peculiar fearfulness to the present state of
Europe is the fact that it belies all calculation.
There is a revolutionary element smouldering
under the surface that defies all lIIIMIUMMOIIt.
Nobody can tell when or where it may break
forth. We only know that It awaits the favor
ing hour. Louis Napoleon is strong, undoubt
edly. For years now he has apparently been
the supremo muter of his situation. At the
Conference in Paris he took the first place ; ho
dictated the time end to a great extent tho terms
of peace. But noon man, not oven he, ears long
sway the destinies of Europe. There is moral
force which no repressiresyatem can permanently
keep under. The French Emperor, inflated with

Italy, and still maintain his virtually autocratic
power at home. It is to say the lesst, a verydsu-,
gerous experiment. Buell a contradiction be
tween domestio and foreign policy Is. a hazard
ous thing for any Power—most of all, for a
Power the first law'of whose existence is unity
and centralization. Republican Francs took
the side of Papal Absolutism and fought Repub
lican Rome. We know the sequel. Can Impe
rial France with any more safety take the aide of
Italian liberty and fight Inperial Austria? Few
man of calm reflection will ,believe it possible
for Napoleon 111. to Identify himself with the
caws of freedom and nationality In Italy with
out stimulating the terrible element of revolu
tion to a piteh beyond his control or that of any
other potentate on the Continent It may all in
the end result for the heel, but, not without tear,
ful shocks and sure trials.
