of Emancipation, lo wbioh Czar Alexander has
consecrated his reign, is steadily progressing.
The nobles, forced by tho pressure fit authority
from above and stimulated by the’- fear of out
break from below, arc yielding with tho best
grace they can command. In the- government
of St. Petersburg, comprising the oily and its
suburbs, they have already perfected a plan of
Emancipation. The plan, wbioh has yet to he
submitted to the Ceotral Committee on Emanci
pation, gives fall rights of oitir.ensbip to all Rus
sians who aro inhabitants of that Government.
A strong effort was made to secure some indem
nification, bat tbe argument that serfdom was
established by the will of the Emperor Doris
Goudonnoff, and that consequently it might be
abolished by the Eoperer Alexander, silonoed
oil opposition, and tho nobles now declare that
that would be a shameful page in tho History of
Russia which should tell of such a wrong done
to natoral right.
Twelve years of an intermediate stale are to
precede and preparo for the full restoration of
the serfs to freedom. During that period (bo
peasant is to bo at liberty to leaVe his present
owner if he have not five dessiatines of laod al
lotted to him for cultivation, or if ho boro, bo
, may leave by permission of the 1 Commune, be
making provision for Ihe cultivation of his
land, and the payment of his taxes lo tho
Crown.
The peasants are lo remain in possession, per
petual and hereditary, of tbe houses in which
they lire, and tho gardens atlaohed, on payment
of a rent of three percent, on their valuation,:
and they may buy the property at any timo or by
installments at this valuation, which is to be
made by on equal number of nobles and peas
ants. As to other lands, those landholders who
have more thansix dessiatines of land to eaoh
serf, have to give up nine dessiatines to eaoh
family—that is to every male between the ages
of 20 and 53; thoso who have less, must divide
two-thirds of tbair property into fire dessiatine
lot», and distribute these'hv lot among their
serf*, these getting no land to receive complete
personal liberty The peasants shall have also
a right to lake all Ihe wood they may require, at.
a fixed price
The peasant U to pay as root for each dessia
tine of his farming lands, ten days’ labor with a
horse, and ten days without. The landholder
may exact this labor in money If he pleases, at
one-third the ruling price of labor; that is,
three days of compulsory labor shall be couoted
equal to one of free labor. After seven years
the peasant shall have the option of redeeming
this rent labor, one-tenth annually. Tbs valua

death, at the erfrly age of thirty six, of one who
though entirely innoceal suffered seven years’

hearted man. Poor. Lesnler’s history is a sad
one: The 30th of June, 1849, he was tried, con
victed, and sentenced to the hulks for life, as be

hulks, treated as a convict for sevetfyears, when
it was discovered that bo was innocent of tho
crimes, the true culprit baviog confessed his
guilt. The government did everything they
oould to alooo for the error ; they made him
chief commissary of administrative inspection
of the Southern railways, sod gave bis father a
tobacco seller's plaoe; but seven years of agony

proclaimed guilt, are too heavy trials for human
nature, and the unhappy man died a day oy tiro
ago, only six-and-thirty years old, and only two

Judge is made the prosecuting Attorney. Bat

Wit regret to announce that N. B. Snyder
Treasurer of this county has failed in business.
The last Democrat contains a notice of tin os*
signenent of his property for the benefit of his
creditors. His indebtedness is very largo,
amounting to considerably more than ten thous
and dollars. Besides his private debts he owes to
the Slate Treasury fonr thousand dollars, and
to the county Treasury about two thousand two
hundred. The tax-payers however, will lose
uolbing by ibis defalcation, as Mr. Snyder’s se
curities have already made arrangements to meet
tho deficits In the treasuries.

Tho orodil of Mr. Snyder has hitherto been
unimpaired in this community—perhaps it was
too good for his,own and the general welfare.
Whether there has been any criminality in his
oQtoial oooduct we are not prepared to say as
we understand he was arrested dost Monday on
a charge of embezzlement, and that tho matter
will undergo athorongh legal investigation.
We sincerely hope that something may turn up
to relievo him from his embarrassing position.

Tbe Western Reserve Chrouicle says that some
twenty ort hirty young men of Warren and neigh
boring towns, aro making arrangements to start
for the newly discovered gold fields of Kansas
and Nebraska early in the spring A Gas
Company hus boon forbed into Warren, 0., and
the requisite amount of capital ($30,000) sub
scribed, tho whole block being taken by seven
individuals who bive abundant resources to
carry tbe project through without delay A
festival took place at the residenoo of Riohard
Iddings, Esq., in Warren, on Ihe afternoon and
ovening of Saturday lost, the 16th inst, it being
the fiftieth anniversary of his marriage with
Miss Jastina Lewis. At tho wedding, the old
gentleman related his experience. Both bo and
his wife are Pennsylvanians, from Berks county.
Iu February, 1800, he started for Ohio ina two
horso sleigh. They found tho snow four feet
deep on tho Alleghenies. They arrived, how
ever, in Fayette county, and there taking one
horso he rode him to Warren. There he hired
a canoe, came done the Mahoning and Beaver
rivers to the Ohio, and so on up the Monoßga
hela to Brownsville, where he took hia wife and
the “fliltin.” On their way down, having pur
chased a barrel of flour at Pittsburgh, they ar
rived at Warren in twenty-one days from Browns
ville There they have'lived ever since.

A letter from the city of Mexico says: “Tho
number of political prisoners sot at liberty by
Robles is not less than five hundred, among them
General Traconis,: who has been iu prison for
about two years. The number of generals who
signed the Plan of Robles on the day it was pro
claimed is forty-two, a lpgion of themselves. You
may therefore understapd the oharacter of (ho
military chioftans of Mexico when you hear, in a
few days, of those generals signing another Plan
in opposition to Robles. You may be able to
form some notion of the quantity of generals in
the country when forty-two are found in this
place, that has a garrison at present of not more
than 1,600 strong.”

last, for the calling of a Contention for framing
a new Constitution. The reeolation will prob
ably be agreed to by the Senate. In that event,

which if carried, will compel the next Legisla

Jeffersonville, Indiana, has repudiated lhe*bondfl
issued by the city in aid of the Fort Wayne and
•Southern Railroad Company on the ground that
they were hypothecated forloens and advances
at extravagant rales, and no equivalent had
been received. The city is sustained by the de
cision of Jadge Huntington. The Louisville
Journal states that about $40,000 of these bonds
were negotiated with merchants in that plaoe
for supplies used in building the road.
