In the old seat of American civilization there is
now no Government, no reapplied polity, no
public order. Life and property are insecure,
not through the accident of a political revolu
tion or as the consequence of a transient con
vulsion, but necessarily and permanently, from

tionsffiesigned for their protection. We cannot
find in any European history—not OWED in that

the present state of things in Mexico. The
country is split into factions, but no faction has

ing to be discovered in the civil war now raging
in Mexico which,can raise it above the level of

bad government or insufficient laws, "is resolved
into its primitive elements," that state or nation

was arrested by his brethren of the European Al-
Banco, who gave him to understand that betted
assumed a condition of affairs that did not ex

so much worse off than Turkey that there is no

the Rouse of Representatives at Washington
gives pensions to all survivors who served - 10
sixty days, or were engaged in actual battle ba
the war of 1812, or in any war or battle fought-
by the 'United States with the Indians previous
to, or during that war. The act extends to both
land and naval forces, and where thts party does
not surtiie his widow comes In forithe benefits._
The pensions -are graduated as follows
those who served twelve months . er more, $96
per annum ; those who served tux months or
more, $75 ; and those who served /three months
or, not less than sixty days, sso;per annum.—
Is is provided that the pensions commence from
the present Congress, and continue through life.

A new "organ" has been started at Harris
burg, It is called the Sentine2—oupporla Doug

of Camden, New Jersey. It la regarded an the

Patriot and Union being too much inclined to
favor the national administration to suit the pe
culiar friends of Governor Packer. The Union,
however, notices the appearance of its rival in •
courteous manner.

der Ruffian organ in Nebraska city, and shows
that there is great excitement in that section.

-river and helloed across that thefugitives, under
an escort of thirty armed men had been trans
ported to . Tibor, another abolition bole a few
miles distant. About sevenfy-five men went
across yesterday, determined to get the negrees:
Up to the time of writing,. the party hoe. not
returned. If .we should hear of some fighting
