Daring the current year the aggregate will be at lust $250,000. The receipt and disbursement of this large sum of a quarter of a million annually ic ( con fided by our laWs to a board of three men,' L who see paid the numificent sum of two doll4rs day, the wages of an ordinary mecharac. One Of these Commissioners goes out of office every year, so that the board is constantly chan!ing, and consequently has so settled charnel r or polioy of management. The Commissioners give no bail and are subject to little or no re straint. They have full poier to determine the Icounty rates and levies and are, in their sphere, almost obsolete ; and yet, with ell their pow ers, the constant change to which the board is subjected deprives it of everything like well settled responsibility, and the paltry pay attach ed to the office hu always acted to the exclusion from it of that clasa of active and thoroughly qualified busbies. Linn to whom such an import _ ant trust should propel ly be confided. It does not seem reasonable, nor in harmony with the spirit of- our institati :us, that the affairs of a great county like this, with a popu lation and revenue exceeding that of the State of Delaware, should be placed in the hands a a board of three men who are responsible to no one and eubjeot to no sufficient check. The people of the boroughs and cities take the management of their souniaips,l' affairs into their own hands. They elect Councils who are directly responsible to the people, and the people of these eubdi- visions of the county hare as much to say in the management of their local affairs as the people of the Skate hare through the legislature,- The people of the towisshipei too, hare a more or less direst supervision over their township affairs, and exercise It rigidly. But the people of the county have bat little say in the management of county - affairs. Tha l 6 elect one man, annually, to attend to them; but he divides the responsibility with two others, who have been elected 'before him, and this divided responsibility amounts, practi cally, to no responsibility at all. The voice of the people' is seldom heard in a board so consti tuted; and it is not too much to say that the people of the county have, practically, no share to the management of county affairs. • When the county was young, with but a small population and an ineigtamud revenue. We method of managemeuLwas attended with but few inconveniences, and wae, perhaps, the most practicable. — But we hove outgrown all that. We are now a young commonwealth, with im mense and varied interests, and the concerns of such n county ought to be managed in the true Republican spirit, by the people themselves, through representatives specially chosen for the Pnepose. _ .. This board, et Ile annual eve. lion, estimates the probable expenses of the year far all purposes—bridges, roads, courts, jails, interest on county debt, and - what not, and makes regular appropriations for each item of probable expense ; and having ascertained the total amount, levies a tax sufficient to meet it. The 'appropriations and the levy aro thus• the act of the people; and the duly of the county ndloer, who corresponds to our office of County Commissioner,la simply an executive one—to , carry out, in good faith, the legteletion or the cone/nee - 3, to the basis of the plan that should be adopted here. It would bring home to the people of the county, not merely a minute knowledge of their - county affairs, but such a responsibility for their manage ment as would conduce'to the general good . Such a change would of course, involve the abolition of the board of County Commissioners. All that would be weitted would be one Commis 'loner, to carry out the legislation of the county board, and a Controller, in place of the board of County Auditors, to act as a check upon him and keep the accounts of the county. The sub stitution of ; a Controller would be an absolute necessity under such a change. Ile would take the place,- in smolt a system, that our City Con troller does in city affairs. It would be his duty to audit, examine and pus upon all claims be fore they were paid and tree that no appropria tion was overdrawn, and exercise a general controlling influence over county expenditures within the limits allowed by county legislation. Our suggestion, therefore, is briefly as follows : L The election by the people of one man in each district tea county board, which ehall have power to determine county rates and levies, the purposes to which the county money shall be applied, and the amount for each purpose. 11. A County Controller, to audit and pass upon all claims presented against the county, without whoseisanction noclaim should he paid. - 111. A COUntyCommiesioner to draw all checks upon the Treasury and execute, generally, the duties now performed by the County Commis sioners notj otherwise changed. Antoine, has found a use for common sawdust which raises the value of that commodity far above the worth of solid timber. By a new process combining the hydraulic press and the application of intense heat, these wooden particles nre made to re-form themselves into a solid mane, capable of being moulded into any shape, and presenting a brilliant surface, a du rability and beauty of appearance not found in ebony, rosewood, or mahogany. An important agreement has been entered into by the Providence manufactures of printing clothe, by which they fix upon 311 inches as the measure of a yard instead of 37 inches, setae been the custom heretofore.
