gXtlrrVlrt 'EL RIDDLE & siirrolts and PROPRIETORS . 1.1 " 1 ""XE3.121 - C71.4-X3 r . I'TEEII4I" MORNING, NOV. 30, 1858 TniWashington . Union, the N. F. Journal of el7lNlner6 and therennsyleanfan, all mouthpieces of the mindaiatrationi are exceedingly prompt in giving to their readere, with many tokens of approval, the tire-eating, Disunion speech of Senatei . .feff. Davis, from whlcit we have pre /Hutted. extracts. The Union, the more especial organ the President, commende it as "charac , Lethal by manliness, candor and devision," as "deserving as it will receive the attention of the ;" OroUntri;" and "as remarkable for its patriot : • . `demand soundness of•opinion as its freedom from the caution and sycophancy belonging to the eager preaidential aspirations which in these darts° afilict the politics of the country, warp the principles and' detract from the character, of otherwise promising politicians;" as "the speech • - of a statesman, a patriot, an inflexible, incor rtiPtible Democrat, and true man." • The Pennsylvanian says "the pervading chat , acteriatio of Senator Davis'speeoh is regard and 'veneration for the Union, and attachment to 'those great Conetitutional' principles upon the maintenance of whiithlts perpetuity depends,' , ' and speaks of it as "able and patriotic," abound ing "in noble sentiments, and enumerating doc trines which are. fitted for all localities and adapted to all sodium." This, mind you, is de . liberately said of a speech in which that Senator • recommends his State to prepare to leave she Union—to have the old muskets changed to him - tie rifles—to prepare fixed ammunition—to no , cumulate military stores—to employ skilled arti ' fleere—to establish foundries of cannon—all looking to &dissolution of the Union and civil war. This, the organs of National Demoe rem is all that is amiable and admirable, while they go into agonies of apprehension over the "bloody and brutal" proposition of Senator Se ward to hare slavery sometime abolished in strict conformity with the Constitution, by the act and deed of the people of the States where it exists, with the co-operation of the Federal Government. A speech of a Southern man, which threatens Dissolution of the Union, is re markable in the eyes of such papers as the Penn sy/sanian for its "regard and veneration of the Union," while Sebator Seward's speech In favor Of the perpetuity of the Union is denounced as a Disunionspeech. Such is the wilful blindness and perversity of what iv called "national" de mocracy. SHALL ASSUME the privilege of advancing years in referring to another growing and dan gerous evil. In the last age, although our father; like ourselves, were divided into politi cal, parties which often bad severe conflicts with 'each other, yet we never heard, until within a recent period, of the employment of money to carry elections. •Should this practice increase until the voters and their Representaltvesin the Stale and National Legislatures shall becciMein fected, the fountain of free government will then be poisoned at its source, and we must end, as history proves, in a military despotism. A Democratic-Republic, all agree, cannot long sur vive anima sustained by public virtue. When this is corrupted and the people become venal. there is a canker at the root of the tree of liberty which must cause it to wither and die." The above is an extract from President Bu chanan's letter to the Committee which invited him to attend our Centennial Celebration. Its coolneest and effrontery must astonish every one. It is an historical fact that Mr. Buchanan owes his electioh to the lavish expenditure of money in his behalf. Everybody acquainted with, the history of the campaign of 185 e, will remember the meeting of capitalists at the New York Hotel, at which money to the extent of stA),(,)iio vas raised to carry Pennsylvania for Buchanan; and it was to the lavish--shall we not say un ' !crapulous ?—usa of that money that Mr. Bu chanan owed his success. it 'she fountain of free government is poisoned at its source" by such a practice, he is . to blame, for it Has py lesst..far-Liut,-that the - thlig then..done. pant the effrontegy • .. en ttere. Ile speaks of 'our e.a—Ceet;t7,- 4.. filve ail x.wouittat Legislatures becoming in. Ceded by the demoralizing practice. Why did he not go one step further and cite the Lecomp. ton bill as evidence? Ile knows by what:cor rupt means that bill was got through ; how representatives in our national legislature were "Infected" by "pecuniary compliments," as they phrase it in Wisconsin, and‘by gifts and promisee- of office. The infection Las 'reached our national legislature, and it has proved one of the'most potent means for ' csrrying adminis tration measures. It is, however, vastly to the credit of the people that all the money the ad ministration could lavish in certain Pcnsyl rani* districts was insufficient to save the men whom the people euspected of having been car• cupted by this infection. If it was possible for the administration to buy voles 10 Congress, it was not possible, themits to the integrity of the people, to buy a popular endorsement for them. That. money derived, directly or indirectly from the national coffers, was used freely in oar State daring the recent Congressional canvass is as notorious a factll3lhe election itself. "The employment of money to carry elections" was an administration measure; but it failed, and now we hear the very man for whose benefit it was employed, crying out against it, as if it bad been done by his opponents! They bad no money Lo carry elections with, beyond the amoun t necesaarydo pay the ordinary expenses of an election; but he and his triends bad, and they used it. "Physician! heal thyself." "Occseronsx"— Forney's correspondent from Washington—furnishes the following items of Washington gossip. IL will be obeenred that the President ie going over to the slave interest body and soul—e movement which be no doubt places to the account of his extreme friendship for the Union. With such vassalage to the Cotton interest, we fear that there ie little prospect for protection of , the great staples of Penneylvania : "The President, pledged as he is to advance beyond Lecomptonises, and to :take ground in favor of Congressional intervention in favor of slavery; is penning his messne, and will ttn doobtedly try to please the extreme men of the South. One of our Northern.Becretaries, who wasadvocating this doctrine's few days ago, wan rather startled when asked by a Democrat this question : 'you said slavery is held in the Territories by the outer dictum of the Supreme Court, in defiance of Territorial law—now, tali) me bow I, as a citizen of a free State, (where I can vote against elavery,) can be made less a citizen by going into a Territory, where, accord ing In your caw notion, I dare not vote against slavery, or - do any thing on this question but submit to the right of property in slaves as higher thaw my own sovereignty!" The Berra tarylooked rather blank at this home question, and thought of the good time be would have in Lie own State in support of this new-tangled doctrine. "Mr. Bracken?!lige is exceedingly anxious that there shonktbe no war upon Judge Douglas. Mo makes no se6ret of his feelings onAbis sub ject, and Wits evidently the sentiment of the masses in Kentucky:, It huevident that the rumors of an alliance be tween the. Vice President and Senator Douglas 'hare'some truth in them. As the time for the ooneuntmation of the bargain between the "high ' contracting , parties" approaches, we shall learn more about it. One effeet of this arrangement will be to leave Itueluman without a party, it being understood, of course, that the office holders will desert him wbenever, their interests r shall dictate snot. a movement... , Thies seats in the Corps Legislatif of France, - hare recently become vacua, and the elections are shortly to tale place.
